    This paper develops a classification of investor risks and surveys 51 private investors and financiers in the power sector in Sub-Saharan Africa. The paper aims for a better understanding of what can be done to attract private solutions to fill the investment gap. It finds that the average investor assigns more weight to power sector policy and regulatory framework risks than to the wider sector and country context risks. And, despite many challenges, investors perceive three segments as ready for private solutions in Sub-Saharan Africa: power generation, off-grid electrification, and mini-grids. Investors see lower readiness in distribution, transmission, and retail. The paper finds that the average investor is forward-looking, as neither the track record of the power sector nor the firm's personal track record is as important as the growth potential in the market. The paper uses the findings to reality-check data-based measures of regulatory readiness, namely the Regulatory Indicators for Sustainable Energy and Power Sector Reform Index and analyzes which elements correlate best with investor sentiment to optimize and streamline these indexes accordingly. The results provide important lessons for governments and development partners to devise appropriate de-risking instruments tailored to the risks that matter most to investors

    Explores the intersection and history of American literary realism and the performance of spiritual and racial embodiment. Recovering a series of ecstatic performances in late nineteenth- and early twentieth-century American realism, Realist Ecstasy travels from camp meetings to Native American ghost dances to storefront church revivals to explore realism’s relationship to spiritual experience. In her approach to realism as both an unruly archive of performance and a wide-ranging repertoire of media practices—including literature, photography, audio recording, and early film—Lindsay V. Reckson argues that the real was repetitively enacted and reenacted through bodily practice. Realist Ecstasy demonstrates how the realist imagining of possessed bodies helped construct and naturalize racial difference, while excavating the complex, shifting, and dynamic possibilities embedded in ecstatic performance: its production of new and immanent forms of being beside. Across her readings of Stephen Crane, James Weldon Johnson, and Nella Larsen, among others, Reckson triangulates secularism, realism, and racial formation in the post-Reconstruction moment. Realist Ecstasy shows how post-Reconstruction realist texts mobilized gestures—especially the gestures associated with religious ecstasy—to racialize secularism itself. Reckson offers us a distinctly new vision of American realism as a performative practice, a sustained account of how performance lives in and through literary archives, and a rich sense of how closely secularization and racialization were linked in Jim Crow America.

    We investigate the displacement effects of phase-out-of-coal policies in a stylized model of electricity generation and CO2 regulation, in which a group of countries operates an emissions trading scheme (ETS). Electricity markets are either international or national and the emissions cap remains either unchanged or is tightened. With constant emissions cap and trade in electricity, some emissions as well as some coal-based electricity "leak" into other countries and the aggregate welfare of the group of countries declines, if a country unilaterally phases out coal. With constant emissions cap and no trade in electricity, the unilaterally phasing-out country is worse off and the other countries are better off. Following a suggestion in a recently revised EU ETS Directive, we then combine a country’s phase-out policy with canceling the permits it formerly used to generate electricity from coal. When electricity is traded, that combined policy prevents the leakage of emissions and coal-based electricity and shifts a share of the welfare costs to other countries. Without trade in electricity, the other countries generate less coal-based electricity and all countries’ consumption welfare decreases, but all countries benefit from reduced climate damage. Finally, we offer an empirical calibration of our model to the European Union.

    The Electric Power Industry Reform Act (EPIRA) is one of the landmark pro-market reforms implemented to achieve reliable and competitively priced electricity in the Philippines. Due to its perceived ineffectiveness, however, the law has been subjected to a number of criticisms with some calling for its review, if not an outright repeal. Generally, EPIRA adopted the "ideal" textbook architecture of the competitive energy markets found to be historically successful in Argentina, Canada, Brazil, and Australia, among others (Joskow 2008). Such adoption led to the creation of institutional arrangements and restructuring intended to provide long-term benefits and ensure that prices reflect the efficient economic cost of supplying electricity and service quality attributes (Joskow 2008). Thus far, two major findings stood out. First, the EPIRA appears to be a well-thought power sector reform design, having followed most of the features of the kind of reform structuring found to be successful historically. Second, significant progress has been attained. Although, a number of measures should be in place to sustain the progress and promote more competitive power supply and retail rates for all consumers. These measures include policy changes in the subcomponents of the power industry such as generation, transmission, and distribution; and improvement in other areas such as reduction of system losses and universal charges, socialized pricing mechanism, taxes, and demand-side management.

    Despite starting as one of the poorest countries in the mid-1980s, Vietnam has achieved rapid developmental progress, reaching lower middle-income status in 2010. In line with rapid economic growth, Vietnam has achieved impressive progress towards the Sustainable Development Goals (SDGs) during this time. This paper sheds light on some elements of Vietnam's success story, highlighting crucial policies in education and electricity sectors. It undertakes a forward-looking costing exercise that focusses on five sectors - education, health, roads, water, and electricity infrastructure. Achieving the remaining SDGs in Vietnam will be a challenge, with total annual additional spending needs in the 5 subsectors estimated at 7 percent of GDP by 2030

Recovering a series of ecstatic performances in late nineteenth- and early twentieth-century American realism, Realist Ecstasy travels from camp meetings to Native American ghost dances to storefront church revivals to explore realism’s relationship to spiritual experience. In her approach to realism as both an unruly archive of performance and a wide-ranging repertoire of media practices—including literature, photography, audio recording, and early film—Lindsay V. Reckson argues that the real was repetitively enacted and reenacted through bodily practice. Realist Ecstasy demonstrates how the realist imagining of possessed bodies helped construct and naturalize racial difference, while excavating the complex, shifting, and dynamic possibilities embedded in ecstatic performance: its production of new and immanent forms of being beside. Across her readings of Stephen Crane, James Weldon Johnson, and Nella Larsen, among others, Reckson triangulates secularism, realism, and racial formation in the post-Reconstruction moment. Realist Ecstasy shows how post-Reconstruction realist texts mobilized gestures—especially the gestures associated with religious ecstasy—to racialize secularism itself. Reckson offers us a distinctly new vision of American realism as a performative practice, a sustained account of how performance lives in and through literary archives, and a rich sense of how closely secularization and racialization were linked in Jim Crow America

    Due to Europe’s gas crisis and the Russian invasion of Ukraine, ramping up the hydrogen market has become more urgent than ever for European and German policymakers. However, ambitious targets for green hydrogen present an enormous challenge for the European Union (EU) and its young hydrogen economy. Apart from the demand for electricity, there is above all a lack of production capacities for electrolysers. The envisioned production scaling of electrolysers is almost impossible to achieve, and it also conflicts with import efforts and cements new dependencies on suppliers of key raw materials and critical components. Although a decoupling from Russia’s raw ma­terial supply is generally possible, there is no way for the EU to achieve its goals without China. Aside from loosened regulations and the active management of raw material supply, Europe should also reconsider its biased preference for green hydrogen.
