    This paper assesses the performance of government spending on social protection programs in reducing poverty and inequality in Lesotho, applying benefit incidence and microsimulation methods to 2017-2018 household survey data. The paper investigates the distributional effects of actual spending on social protection programs as well as those of a hypothetical alternative in which the spending is targeted through a proxy means test (PMT) formula used by the government for some programs. In addition, the paper explores the responsiveness of social protection programs to adverse shocks commonly reported by households in Lesotho, where recent natural shocks have had substantial economic effects

    Voluminous vaccine campaigns are used globally since the COVID-19 pandemic owes devastating mortality and destructively unprecedented consequences on different aspects of economies. Notwithstanding different approaches to measure the effectiveness of COVID-19 vaccines in clinical medicines, this paper sheds new light on the efficacy of COVID-19 vaccines by using the difference-in-differences (DiD) design of 127 countries in the daily frequency from February 2020 till the end of August 2021. We show that the number of new deaths per million significantly decreases after half of the population is vaccinated, but the number of new cases witnesses an insignificant change. We found that the effects are more pronounced in Europe and North America by offering insights about different continents. Our results remain robust after using other proxies and testing the sensitivity of the vaccinated proportion, providing causality and evidence that expanding and expediting COVID-19 vaccination can save human lives.

    For years, German development cooperation (GDC) has been striving to become more results-oriented. In 2022, the Federal Ministry for Economic Cooperation and Development (BMZ) took an important step in this direction by introducing 43 standard indicators. The aim was to aggregate development results across themes and countries in order to present them to the public. The BMZ hopes for more effective communication with Parliament (Bundestag) and the general public, as well as more coherent reporting by Germany’s two main implementing organisations, the GIZ (Gesellschaft für Internationale Zusammenarbeit - the German agency for international cooperation) and the development bank of the Kreditanstalt für Wiederaufbau (KfW). From an international vantage point, Germany needs to catch up in respect to results orientation. Other major actors, especially the United Kingdom, the United States and multilateral development banks, introduced comprehensive reporting systems back in the 2010s. These organisations report on 20 to 50 standard indicators to demonstrate how their activities contribute to measurable results. On this basis, they communicate more coherently with the public. BMZ aims to create a similar basis for improved communication. In a participatory process - and jointly with the GIZ and the KfW development bank - the BMZ has formulated indicators that are equally suited to implementing organisations’ political priorities and their needs. The administrative burden of collecting the standard indicators is limited by leveraging existing data. In addition, the BMZ has set methodological standards whose obligatory use is intended to increase the quality of the data collected. However, the introduction of standard indicators also entails risks: They can set perverse incentives that encourage reporting on short-term results. Such reporting can lead to a neglect of long-term effects, which are more difficult to measure. Research also shows that indicators no longer fulfil their original purpose of providing neutral representations of change if they are used to exert political control. In addition, there are methodological challenges, such as double counting across different benchmarks, as well as concerns about unrealisable expectations. Overall, we assess the development and introduction of standard indicators in GDC positively. Yet, some important decisions are still pending. The level of detail at which the data will be shared among stakeholders and the public has yet to be determined. The quality of the data collected and the transparency of reporting will in turn determine what larger effects towards an improved results orientation of GDC can be achieved. In view of the decentralised and fragmented structure of GDC, especially regarding monitoring and evaluation systems, we hope that the new indicators can foster the harmonising of the reporting systems of the GIZ and the KfW development bank. The standard indicators can also help make GDC more transparent. We therefore recommend that all data collected be made publicly available. Finally, the integrative potential of standard indicators should be harnessed to improve the division of labour between the ministry and the two main implementing organisations towards becoming learning-oriented - both in the data collection process and during evaluation.

    This paper aims at identifying effective macroprudential policy (MPP) interventions and analysing the macroeconomic conditions that promote them. We define effective MPP interventions as those that stabilize its underlying target variable, such as credit growth, house price growth, etc. For our analysis, we construct a new database that documents the use of a large number of MPP instruments for 61 advanced and emerging market economies from 2000 to 2016. The new feature of the database is that it maps every recorded MPP intervention in these economies and over this period to stabilize a specific target variable category for banking, health, domestic loans, the exchange rate, foreign capital movements, and house prices. Using this dataset, we introduce a practical way for defining the macroprudential policy effectiveness. We find that MPP interventions are more likely to be effective when several prudential measures are taken together, but at the same time avoid the diminishing returns of repeated MPP tightening. Monetary tightening seems to override the effectiveness of MPP instruments. The output gap, credit cycle, external debt, current account, and global risk appetite also count for the likelihood of MPP successes. The paper provides a guideline for the effective conduct of MPPs.

    Der aktuellen und brisanten Frage nach den Wirksamkeitschancen des „Anti-Doping-Rechts“ wird hier erstmals umfassend aus rechts- und sozialwissenschaftlicher Perspektive nachgegangen. Dabei beschäftigt sich die Autorin in der Wirksamkeitsanalyse im engeren Sinn mit den Chancen der Normbefolgung. Es werden die Bedingungen betrachtet, unter denen normative Verhaltensvorgaben in tatsächlich normgerechtes Verhalten umgesetzt werden können. Die Untersuchung der Wirksamkeitschance im weiteren Sinn leistet darüber hinaus einen wesentlichen Beitrag zum Adäquatheitsproblem der Normen des „Anti-Doping-Rechts“. Das Buch enthält wichtige, bisher nicht systematisch und im Zusammenhang diskutierte Kriterien für eine versachlichte Beurteilung der gegenwärtigen Anti-Doping-Diskussion. Sachlich begründet, klar und moralinfrei werden die Entstehung von Anti-Doping-Impulsen und ihre Einbindung in Formen nicht-staatlichen, zwischen-staatlichen und staatlichen Rechts mit einer ausgeprägten Sensibilität für die normativen Besonderheiten der Institution „Sport“ erörtert. Für die aktuelle Debatte um die Ausdehnung und Verschärfung von Anti-Doping-Maßnahmen ergeben sich aus der Untersuchung wichtige Schlussfolgerungen und Argumente. Sie dient so nicht nur den politischen Akteuren in den Sportorganisationen und staatlichen Einrichtungen sowie Sport- und Rechtswissenschaftlern, sondern auch der an diesem Thema interessierten sportinternen und -externen Öffentlichkeit.

    This paper investigates whether the current effectiveness agenda-agreed during the 2011 Busan High Level Forum on Development Effectiveness-continues to define best practice in development amidst a rapidly changing development landscape. To do so, we surveyed officials from development agencies and partner countries to understand whether the effectiveness agenda remains relevant for officials who manage official development assistance (ODA) flows, and if not, how it should change. We find that while respondents believe that the effectiveness agenda is relevant, there is strong demand to revise or renew the agenda to overcome technical, strategic, and political challenges that are limiting its implementation. Based on our survey findings, we propose a simple framework for considering options for change, centered around trade-offs related to the inclusiveness of the agenda and the political will available for reform. We conclude by proposing four possible reform scenarios for the next phase of the effectiveness agenda.

    This working paper provides a summary of three systematic reviews on the effectiveness of aid in Afghanistan, Mali, and South Sudan between 2008 and 2021. These three countries, like all other highly fragile countries, suffer from bad governance, lack of capacity, and violence. The systematic reviews provide robust evidence that aid interventions in precisely those fields are not effective. Aid cannot improve governance, build capacity for central governments, or stabilize the situation. The international aid community can no longer ignore this evidence. We need a change of paradigm in how we support the most fragile states. The prevailing 'grand vision' of fixing failed states needs to be replaced with a much more modest approach that aims for local, tangible, small gains.

    While psychotherapy has been shown to be effective in treating depression, take-up remains low. In a sample of 1,843 depressed individuals, we document that effectiveness concerns are top-of-mind when respondents consider the value of therapy. We then show that the average respondent underestimates the effectiveness of therapy and that an information treatment correcting this misperception increases participants' incentivized willingness to pay for therapy. Information affects therapy demand by changing beliefs rather than by shifting attention. Our results suggest that information interventions that target the perceived effectiveness of therapy are a potent tool in combating the ongoing mental health crisis.

    This study evaluates whether a residential solar mandate in the case of roof renovation is a useful complement to economic incentives for further photovoltaics (PV) adoption. Analyzing determinants affecting PV ownership and installation intentions among single-family homeowners, as well as factors influencing support for a solar mandate and perceptions of its effectiveness, our empirical results, based on a survey of German utility customers, show that a residential solar mandate is a rather unpopular policy measure among homeowners. However, a solar mandate addresses two important factors which, according to our results, increase the willingness to install PV: firstly, the perception that the personal environment expects more PV, and secondly, an upcoming roof renovation. Both social desirability and a favorable time window can be institutionalized through a solar mandate. In terms of support for a solar mandate, we find that the perceived effectiveness of such a mandate has a strong influence on homeowner support. Perceived effectiveness, in turn, is closely related to perceived cost savings and perceived environmental benefits of PV. Based on these results, we conclude that an active information policy regarding the environmental and cost implications of PV expansion is essential to increase the acceptance of a solar mandate.

    Digitalization has been identified as a primary aim for humanitarian organizations because it is rapidly altering the way humanitarian logistics and aid activities are implemented, directly affecting the way the humanitarian field supports those in need. Nonetheless, digital humanitarian tools are usually designed to meet the requirements of humanitarian aid agencies, not aid recipients, using top-down innovations, which creates a gap in aid beneficiary perspectives and experiences to enhance the utility of digital aid mechanisms. Using two NGO’s reports of beneficiary experiences, this paper compares the experiences of aid beneficiaries in the Democratic Republic of the Congo and Kenya using mobile money, and illustrates different effectiveness outcomes from the perspective of aid recipients.. This paper shows that the context in which mobile money is implemented according to four main factors identified in the literature - access to target populations, sustainability of programming, data protection, and ethical concerns in delivery - determines aid recipient experiences and views of mobile money effectiveness.

    The effectiveness of development cooperation (DC) is a topic of extensive debate in this policy field. Yet despite numerous review and evaluation formats designed to promote learning processes and hence enhance effectiveness, it is often impossible to document these improvements. Against this backdrop, the present paper aims to analyse the usefulness of ex-post evaluations (EPEs) by KfW Development Bank – both within KfW Development Bank and at the German Federal Ministry for Economic Cooperation and Development (BMZ), from which it receives its commissions. Research indicates that EPEs are conducted with great care. Moreover, EPEs can contribute to the legitimacy of (financial) DC, as project results are considered and presented in a structured manner. Nevertheless, the people interviewed for this study regard EPEs as (highly) subjective assessments and believe that these evaluations may under certain circumstances not be comparable with one another. Yet EPEs need to be comparable, because their overall ratings are used to calculate the success rate, which is currently around 81%. This in turn affects KfW’s reporting on its performance to BMZ and to the public. The data from the interviews shows that trade-offs during the production and use of EPEs appear to limit the usefulness of this format. EPEs are designed to deliver accountability to the public and to BMZ and to promote learning within KfW. These are conflicting objectives, however, as they would each require a different approach. According to those interviewed at KfW and BMZ, EPEs are seldom read or used. Interviewees explain that EPEs are rarely relevant to people working in operational areas, as the evaluations are not published until several years after the project concerned has been completed and only occasionally contain information that is relevant to current projects. The evaluations cannot be conducted sooner, however, as otherwise they would not be able to assess the sustainability and development impact of a project. Moreover, interviews and evidence from other studies indicate that EPEs are of limited relevance to political steering at BMZ, even in aggregated form. Nonetheless, the author believes that it would not be an option to no longer conduct EPEs, as they are the only way to review the development impact and sustainability of a representative number of projects in an affordable way, thus forming the basis for delivering accountability. Reconciling the conflicting goals of learning and accountability is challenging. For the learning component, it would appear to be a good idea to make greater use of cross-sectional analyses and to establish a central support structure for all implementing organisations and BMZ with a view to compiling all the key information from the evaluations and forwarding it to both BMZ and KfW and to the partner countries in a form tailored to meet their needs. For the accountability component, transparency also needs to be enhanced by making completed evaluation reports available to the public promptly and in full. In addition to an evaluation of international research literature, this paper particularly draws on empirical interview data. A total of 13 specifically selected experts from the German DC system were interviewed. This interview data thus forms an illustrative but not representative sample.
