    In the euro area, there is mixed evidence that the GDP per capita of lower-income economies has been catching up with that of higher-income economies since the start of monetary union. The significant real convergence performance of some of the most recent members contrasts with that of the economies of southern Europe, which have not met expectations. However, attributing all the blame for this outcome to the introduction of the single currency simply misses the point. By taking a "long view" and reviewing the evidence since the 1960s, this paper shows that certain member countries began to face a "non-convergence trap" long before the euro years. We also provide stylised facts on: (i) the central role of total factor productivity in driving real convergence in the euro area over time, alongside other factors; and (ii) the crucial interaction of real convergence with "Maastricht convergence" and institutional quality, the other two key components of sustainable economic convergence. We conclude that it is critical that the euro area countries facing convergence challenges enhance the resilience of their economic structures by improving the relevant institutions and governance.

    Limited access to finance is one of the main obstacles for firms located in the Western Balkans and hampers economic growth as well as the transmission of monetary policy. The aim of this paper is to undertake an in-depth analysis of access to finance constraints in this region, where countries as EU candidates or potential candidates have a prospect of joining the European Union. Besides touching upon macroeconomic and banking sector indicators that influence access to finance, this paper empirically assesses firm-level factors that determine whether a firm operating in the Western Balkans is credit-constrained, both in actual and perceived terms. In line with the literature, the results suggest that size, age, location, being audited, having outstanding loans and expectations about future performance matter for actual credit availability. The econometric analysis is complemented by a review of the Western Balkan countries’ Economic Reform Programmes, which indicate that financing constraints are tackled by most national authorities through specific policy measures, mostly for small and medium-sized enterprises.

    This paper analyses real income convergence in central, eastern and south-eastern Europe (CESEE) to the most advanced EU economies between 2000 and 2016. The relevance of this topic stems both from the far-reaching implications of real income convergence for economic welfare and the importance of convergence for economic and monetary integration with, and within the European Union. The paper establishes stylised facts of convergence, analyses the drivers of economic growth and identifies factors that might explain the differences between fast- and slow-converging economies in the region. The results show that the most successful CESEE economies in terms of the pace of convergence share common characteristics such as, inter alia, a strong improvement in institutional quality and human capital, more outward-oriented economic policies, favourable demographic developments and the quick reallocation of labour from agriculture into other sectors. Looking ahead, accelerating and sustaining convergence in the region will require further efforts to enhance institutional quality and innovation, reinvigorate investment, and address the adverse impact of population ageing.

    Comparing the emigration rates of countries at different stages of economic development, an inverse u-shape emerges. Although merely based on cross-sectional evidence, the "migration hump" is often treated as a causal relationship. Since the peak is located at rather high per capita incomes of 6000-10 000 USD policy makers in rich destination countries worry that supporting economic development in poor origin countries might increase migration. In this paper we systematically test whether the migration hump holds up to more scrutiny, finding that the crosssectional pattern is misleading. Using 35 years of migration flow data from 198 countries of origin to OECD destinations, we successfully reproduce the hump-shape in the cross-section. However, more rigorous fixed effects panel estimations that exploit the variation over time consistently show a negative association between income and emigration. This result is independent of the level of income a country starts out at and thus casts doubt on any causal interpretation of the migration hump.

    For the fifth time, the countries of the region are convening in the framework of the Forum of the Countries of Latin America and the Caribbean on Sustainable Development. On each occasion, the Economic Commission for Latin America and the Caribbean (ECLAC) has presented a report on regional progress and challenges in relation to the 2030 Agenda for Sustainable Development. Since 2020, efforts to assess progress towards meeting the 2030 Agenda have had to be undertaken amid the constraints imposed by measures to address the coronavirus disease (COVID-19) pandemic.In this difficult context, ECLAC continued to step up its efforts to assess the progress towards the achievement of the Sustainable Development Goals (SDGs). Whereas in 2019 we only had 19 statistical series of SDG indicators for the region to analyse progress towards 2030, in this fifth report we are presenting the results for 359 series, corresponding to 111 targets, 73 of which are targets covered by the prioritized indicators for the region.Given the contradiction between, on the one hand, the growing institutional efforts to bring to fruition the Decade of Action of the Sustainable Development Goals called for by the United Nations Secretary-General and his proposal of Our Common Agenda and, on the other, the insufficient progress towards the achievement of the Goals, ECLAC stresses once again its proposal to launch a decade of action for a change of era. The Sustainable Development Goals will not be achieved by doing more of the same; we must move towards a new, inclusive and sustainable economic and social system.This document presents specific proposals in four areas in which we must continue to work: strengthening multilateralism, particularly in the area of financing for development; improving implementation of productive, social and environmental policies of national and regional scope; building up the resilience of institutions; and overcoming conflicts through agreements and compacts.     The European microfinance market is a young and growing sector which has considerable potential. However, this market is still quite heterogeneous, due to the disparity of the legal and institutional frameworks in the Member States and the diversity of the microcredit providers. In the EU, microloans are provided by financial institutions, such as commercial banks, savings banks, cooperative banks and public banks, as well as by a number of non-bank entities, such as microfinance institutions, foundations, credit unions, charities, NGOs and others. As a result, microcredit lending practice vary considerably depending on the type of institution providing microloans, its legal setup, the environment in which it operates and its own ability to apply sound and efficient management procedures. Under these circumstances, the design of a widely accepted voluntary European Code of Good Conduct for microcredit provision was identified by the Commission as an important part of its initiative1 to promote best practices in the field of microcredit. By setting out good practice guidelines and identifying expectations and common standards, the Commission is seeking to support the sector in facing the challenges of accessing longterm finance, maintaining and raising the quality of services and moving towards sustainability. The principles regarding governance and management presented in this document are generally not new, but they reflect best practices across the sector. The purpose of this document is to detail a set of approved standards recognised in the European Union as essential in terms of the operation and reporting of microcredit providers. The work to develop this European Code of Good Conduct has been carried out2 in close consultation with many actors and stakeholders from the microfinance sector, such as funders, investors, customers, owners, regulators and partner organisations. It drew on the expertise and valuable experience gained by many microfinance actors in the EU, in particular the trade associations the European Microfinance Network (EMN), Microfinance Centre (MFC) and Community Development Finance Association (CDFA).

    Entrepreneurship is a key driver of economic growth and a generator of employment opportunities in all modern economies across the world. Small and medium enterprises (SMEs) are the engines of modern entrepreneurship. In the Republic of Croatia, SMEs are also indispensable in the effort to boost employment and economic growth. The global economic crisis has virtually brought the national economies worldwide to a halt, causing a considerable decline in production, consumption, and gross domestic product. In such conditions, the development of individual entrepreneurial competencies and entrepreneurial culture represents the main preconditions for successful economic growth and development. The SME sector plays a key role in achieving this by increasing the national economy’s competitiveness in the regional and European Union markets.     The use of incentive packages has intensified as local governments compete for new plants and corporate relocations, and as private firms increasingly demand a deal. While incentives promise jobs and tax revenue, scholars and practitioners criticize their high cost and limited accountability. Through a comparison of matched establishments, this paper explores how governmental incentive-granting strategy impacts incentive performance. We examine the overall impact of incentives and whether incentives granted to smaller firms perform better. Using economic development budget data, we also assess the state's overall approach to economic development to determine which strategies are prioritized through funding. By showing that incentivized firms fail to create more jobs than matched controls, our analysis casts doubt on claims that "but for" incentives job creation would not occur. Still, our findings suggest that states are smarter in their incentive use when they strike a balance between recruiting industry and supporting "homegrown" businesses and technology.

    This analysis presents a number of correlations between EU Member States (MS) judicial systems and indicators of firm performance. To measure the functioning of the justice systems, we use indicators of efficiency, quality and independence. To measure economic development, business statistics such as value added, turnover, value added per worker and the number of enterprises are employed. Results show some strong correlations between the length of court proceedings - a proxy for efficiency of the justice system - and MS firm performance. At the same time, however, the correlations between economic performances and some of the available measures capturing more complex facets of an effective justice system, namely quality and independence, are less pronounced and robust. Policy implications should be drawn with caution due to the small sample size and the short time period available. Moreover, although our findings reveal interesting relations, the evidence is best described as descriptive rather than causal.

    The Recovery and Resilience Facility ('RRF') was established in February 2021 by Regulation (EU) 2021/241 (hereafter referred to as 'RRF Regulation') to help the Union recover from the COVID-19 crisis and is time-bound until 2026. The Facility was set up as a new, innovative, demand-driven performance-based instrument, providing direct financial support to Member States against the implementation of a combination of reforms and investments. Unlike other EU instruments (such as CRII, REACT-EU or SURE) that were set up for crisis management purposes, the RRF was created to address the unprecedent impact of the COVID- 19 crisis and make the Union more resilient and better prepared for the future. With an envelope of EUR 724 billion (in current prices), the scale of financial support is unprecedented in the Union's history. As required by the RRF Regulation, the purpose of this evaluation is to provide, at the half-way point, a mid-term assessment of how the RRF is delivering on its objectives, in particular to which extent the Facility has been providing financial support to Member States against the implementation of pre-agreed reforms and investments (specific objective) that promote the Union's economic, social and territorial cohesion (general objective). In line with the RRF Regulation (Article 32), it will assess in particular "to which extent the objectives have been achieved, the efficiency of the use of the resources and the European added value", as well as "the continued relevance of all objectives and actions" and "the implementation of the REPowerEU chapters and their contributions to the REPowerEU objectives". This mid-term evaluation covers the evaluation requirements set out in the RRF Regulation (Article 32(2)) and the five evaluation criteria set out in the European Commission's Better Regulation Guidelines and the Inter-institutional Agreement on Better Law- Making. In particular, it seeks to assess: (i) to which extent the objectives of the RRF have been achieved or progress has been made since the start of the implementation period (i.e. effectiveness); (ii) how do the costs and benefits of the Facility compare, including an assessment of potential unnecessary administrative burden and complexity (i.e. efficiency); (iii) to what extent the RRF is and continues to be relevant in view of its objectives, needs and new emerging challenges (i.e. relevance); (iv) the interplay between the RRF and other Union's policies and instruments (i.e. coherence); and (v) whether the RRF yield results that go beyond what could be expected by individual actions of Member States (i.e. EU-added value).

    Decentralization, championed by international institutions, has been one of the most prominent public sector reforms of the last decades, particularly in sub-Saharan Africa. To date, few studies propose a quasi-experimental evaluation of its capacity to contribute to local development. We exploit the phase-in of decentralization at the commune level in Burkina Faso. We use satellite information on night-time light density as a proxy for local development levels, which has the advantage of being measured and comparable over time and space. The communes that were decentralized first can be compared to the others after the reform relative to the pre-reform situation. The difference-in-difference approach includes commune fixed effects and inverse propensity score reweighting to account for time-varying differences across communes. We find a positive impact of decentralization on the night-light intensity trends of the early-decentralized communes. This is supported by alternative measures (remote sensing of built-up settlements and a welfare index), which shows the possibly broader scope of decentralization gains. We show that decentralization did not lift all boats: only the communes with the ability to generate own-source revenues benefited from effective decentralization.

    Vote-buying is widely used by parties in developing countries to influence the outcome of elections. We examine the impact of vote-buying on growth. We consider a model with a poverty trap where redistribution can promote growth. We show that vote-buying contributes to the persistence of poverty as taxed wealthy people buy votes from poor people. We then show that there exists a democratic constitution that breaks vote buying and promotes growth. Such a constitution involves rotating agenda setting, a taxpayer-protection rule and repeated voting. The latter rule makes vote buying prohibitively costly.

    This book explores how rural gender relations are changing in a globalizing world. It integrates experiences across the globe through the discussion of four key themes in rural gender research: agriculture, international development, gender identities and mobility. The first section (chapters 2-6) examines how mobility affects men and women in rural areas. It explores gender differences in mobility patterns and analyses how mobility affects rural gender identities and relations. The second section (chapters 7-11) focuses on agricultural change, the response of individuals within farm households and the implications for gender relations in rural areas. The third section (chapters 12-17) focuses on the construction of identities and the changes occurring in the definition of rural femininity and masculinity as a result of rural transformations. The fourth section (chapters 18-23) examines the role of international development policies in advancing women's well-being in the less developed parts of the world and some of the unintended consequences of such interventions. The contributors to this book present empirical work from the global North and South.

    This report independently assesses the EU-Japan Economic Partnership Agreement. We find that the EPA establishes an ambitious framework to further liberalise and better organise trade, covering goods, services, intellectual property and investment, tariff- and non-tariff measures, and regulatory cooperation. Given its depth and breadth, and that it is unprecedented in including provisions on corporate governance, SMEs, and climate change, the EPA is set to become a benchmark for future trade agreements. Joining two open economies with high income levels and regulatory standards, the agreement is expected to generate benefits by boosting trade within sectors, minimising sectoral relocation and negative employment effects. Agri-food, textiles and leather products are where the EU can expect to make the greatest gains. Furthermore, the EPA will boost the EU's economic presence and political relevance in the Asia-Pacific area. Going beyond its economic benefits, the agreement also has significant non-economic implications. Reinforced cooperation will enhance the ability of both parties to shape the course of global developments in a manner that better reflects their shared interests and values, such as their commitment to a rule-based global trade system and the fight against global warming.

    The smart specialisation is a new EU's concept towards the regions. It assumes upgrading of innovation and competitivess basing on endogenic potential, in particular, in already existing branches of economy. Smart specialisations should, by definition concentrate economic resources on chosen priorities. Having a smart specialisation will be a pre-condition for access to the UE's funds in the new financial perspective 2014-2020. Smart specialisation need to be clearly defined and only then can they contribute into economic growth combined with proper management over public financial means. The necessary pre-condition is to understand the very concept and to recognize the mechanism of identification and implementation. The expected pre-conditions also include a proper legal framework and its smart implementation through able application of administrative tools. The objective of the paper is to introduce and characterise assumptions for smart specialisations and to indicate at the progress of implementation and the necessary conditions required in Polish regions. Moreover, the paper reviews and analyses major European and national documents exposing the question of smart specialisations. The empiric part deals with identification and assessment of progress in the implementation of the concept into Polish regions.
