This article examines the effects of fostering on children's labour supply and schooling in host families in Niger. The focus is on the causal role of ethnic inherited cultural values and behaviours in perpetuating fostering. In particular, at the ethnic group level, we rely on the inherited level of community integration, the situation of frequent interethnic violence, and an indicator of great importance attributed to foster parents. We specify a simultaneous equations model with three outcomes for children (school attendance, hours of market work and hours of domestic work) and a treatment variable (fostering). The results show that foster children are more likely to attend school and to have longer hours of domestic work than biological children. Importantly, we find evidence of a schooling fostering for boys and a domestic fostering for girls. We provide heterogeneous effects for different samples and test the robustness of the results to different empirical specifications. All in all, ethnic inherited values and behaviours are found to have an important causal effect on children's welfare.

This paper investigates the impact of fathers' flexible working hours on their willingness to contribute to domestic work. We first hypothesize that fathers will contribute more if they have the possibility to work flexible hours. Second, fathers are assumed to contribute less if their female partners have the possibility to work flexible hours. We test our hypotheses using data from a vignette study, where fathers evaluate hypothetical job offers to their non-employed partner with regard to the contribution to domestic work they are willing to offer if their partner accepts the job. We find that fathers' flexible hours increase their willingness to contribute to childcare but not to household work, partially supporting hypothesis one. Regarding hypothesis two, we find no effects of the female partner's flexible working hours on fathers' contribution to childcare or household work. We conclude our paper with some policy implications.

Research on migration and health shows that immigrants, especially those with precarious legal status, encounter barriers to accessing healthcare. In Poland, migrants’ interactions with the healthcare system remain understudied. This study begins to fill the gap by focusing on healthcare use and access strategies among Ukrainian migrant women working in the domestic sector, whose access to services remains uncertain due to legal status, circular migration patterns, and the informal nature of their work. This explorative qualitative study, based on 10 semi-structured interviews with Ukrainian migrant workers in Warsaw, found that women had difficulties accessing healthcare in Poland and that they often cycled through various insurance statuses. Women were found to deliberately navigate their healthcare options and to strategically use care in both Poland and Ukraine in response to systemic barriers and personal needs. The main barriers to access were lack of formal employment in Poland, healthcare costs, wait times, discrimination, inadequate tourist insurance, language, and fear of legal consequences. Facilitators included access to the national healthcare system, social networks, and the behaviors of some employers. This paper concludes that Ukrainian domestic workers skillfully leverage available access options, but formal employment remains the primary barrier to healthcare. Circular migration patterns and Poland’s lack of cohesive integration policies encourage informality and perpetuate dubious relationships with employers, often leavin migrants uninsured. Recommendations include creating frameworks for low-cost insurance schemes, creating better systems for formalized employment, and ensuring healthcare access is not neglected within the emergent immigration policies.

The COVID-19 pandemic and related closures of daycare centers and schools significantly increased the amount of care work done by parents. There is much speculation over whether the pandemic increased or decreased gender equality in parental care work. Based on representative data for Germany we present an empirical analysis that shows greater support for the latter rather than the former hypothesis. A key finding is that there is a significant increase in the number of couples where the mother is left completely or almost completely alone with the care work. We see only small increases in the prevalence of fathers doing more than mothers or in splitting these tasks 50:50. Additionally we find that the increase in mothers solely responsible for care work is greatest when the mother alone works from home. The division of care work is perceived very differently by mothers and fathers, a difference that also increased during the pandemic.
