    For functioning well, the media need democracy as much as democracy needs the media. This is the starting point of this analysis of the delicate relation between the news media and democracy which is well defined in constitutional terms both in the European Convention on Human Rights and in national legislation. The relation is best described as social contract – to the benefit of freedom of speech and editorial independence, but also to sound governance of the state and other powerholders in society. Notably, different models of democracy correspond to different roles of the media. In any case, however, media policy is requested to respect media freedom. The Internet, as well as social and networked media require policy answers to challenges such as data protection, content blocking and surveillance. The authors conclude that media policy tools need to be developed along the all-digital media future.

    Blair et al. (2023) examine the effect of UN peacekeeping on democratization in conflict-affected countries. They use fixed effects and instrumental variable estimators and find evidence that "UN missions with democracy promotion mandates are strongly positively correlated with the quality of democracy in host countries but that the magnitude of the relationship is larger for civilian than for uniformed personnel, stronger when peacekeepers engage rather than bypass host governments when implementing reforms, driven in particular by UN election administration and oversight, and more robust during periods of peace than during periods of civil war". Since the authors provide an impressive list of robustness checks, we focus on computational and robustness reproducibility. We replicate the findings using the Stata code provided in the replication material and reproduce all main analyses in R. We add year fixed effects to country fixed effects, cluster standard errors, use fixed and random panel regression estimators and ordered Beta regression estimators. We furthermore reproduce instrumental variable estimators with two different packages. We find that the original findings were reproducible and robust.

    Participatory Budgeting (PB) has emerged as one of the major innovations in participatory governance for local management and local democracy worldwide. With more than 3,000 experiences recorded in over forty countries, PB is gradually changing the living conditions of increasing numbers of citizens across the world. Highly heterogeneous in processes and underlying ambitions, PB in its diversity provides a challenging alternative to the New Public Management-informed route to public sector reform. In most cases, PB has positively contributed to administrative modernization and other 'good governance' imperatives, including bringing substance to decentralization policies. In its most radical incarnations, PB has moreover contributed to inversing established spatial, social and political priorities in cities, in favour of the more deprived. This working paper briefly introduces the world-wide expansion of PB and the heterogeneity of current experiences before proposing two analytical frameworks to help differentiate between them. The heterogeneity of cases reflects substantially differing logics which can be described as political (for radical democratic change), managerial and technocratic (to improve municipal finance transparency and optimize the use of public resources for citizens' benefit) or good governance driven (to improve links between the public and citizens spheres). These logics are illustrated through the examples of Rosario (Argentina), Seville (Spain), Chengdu (China), Soligen (Germany), Dondo (Mozambique) and Porto Alegre (the iconic case in Brazil). Finally, the paper closes with an assessment of PB's major contributions to democratic governance, as well as its on-going challenges and limitations to date. Specifically, we bring attention to PB's potential in reverting (political and territorial) priorities, deepening decentralisation and administrative modernisation; but also ongoing challenges in deepening the deliberative quality of PBs, citizen's education and the institutionalisation of participants' power.

    The enfranchisement of foreigners is likely one of the most controversial frontiers of institutional change in developed democracies, which are experiencing an increasing number of non-citizen residents. We study the conditions under which citizens are willing to share power. To this end, we exploit the unique setting of the Swiss canton of Grisons, where municipalities are free to decide on the introduction of non-citizen voting rights at the local level (a so called opting-in regime). Consistent with the power dilution hypothesis, we find that enfranchisement is less likely the larger the share of resident foreigners. Moreover, municipalities with a large language/cultural minority are less likely to formally involve foreigners. In contrast, municipality mergers seem to act as an institutional catalyst, promoting democratic reforms. A supplementary panel analysis on electoral support for an opting-in regime in the canton of Zurich also backs the power dilution hypothesis, showing that a larger share of foreigners reduces support for a regime change.

    We study the effect of franchise extension on the fiscal structure of central and local governments in the United Kingdom between 1820 and 1913 to revisit the Redistribution Hypothesis - the prediction that franchise extension causes an increase in state-sponsored redistribution. We adopt a novel method of uncovering causality from non-experimental data proposed by Hoover (2001). This method is based on tests for structural breaks in the marginal and conditional distributions of the franchise and fiscal structure time series preceded by a detailed historical narrative analysis. We do not find any compelling evidence that supports the Redistribution Hypothesis.

    We examine how political participation and political competition are shaped by two class-based extensions of the franchise in 20th-century India. Creating a new dataset of district level political outcomes between 1921 and 1957, we find that the partial franchise extension of 1935 resulted in significantly lower incumbency advantage, while the institution of universal adult suffrage in 1950 resulted in increased candidacy. Both these franchise extensions resulted in decreased voter turnout rates, suggesting that newly enfranchised voters are less engaged in the political process.

    This study draws on a rigorous systematic review-to our knowledge the first in this area-to take stock of the literature on aid and democracy. It asks: Does aid-especially democracy aid-have positive impact on democracy? How? What factors most influence its impact? In so doing, it considers studies that explicitly focus on 'democracy aid' as an aggregate category, its subcomponents (e.g. aid to elections), and 'developmental aid'. Overall, the evidence suggests that i) democracy aid generally supports rather than hinders democracy building around the world; ii) aid modalities influence the effectiveness of democracy aid; and iii) democracy aid is more associated with positive impact on democracy than developmental aid, probably because it targets key institutions and agents of democratic change. The review presents a new analytical framework for considering the evidence, bringing together core theories of democratization with work on foreign aid effectiveness. Overall, the evidence is most consistent with institutional and agentbased theories of exogenous democratization, and least consistent with expectations drawn from structural theories that would imply stronger positive impact for developmental aid on democratization.

    The fall of the Berlin Wall in 1989 brought the end of socialism, yet pro-socialist sentiment regained momentum surprisingly quickly across Eastern Europe. Why did voters move back to an ideology that was associated with unfree elections and lackluster economic performance? This paper points to the rushed privatization of East European economies as one plausible driver of the revival of socialist voting. Using micro-level data from East Germany, we show that firm privatizations led to a marked resurgence of the former Socialist Unity Party. We argue that this effect is likely due to perceived inequity: Socialist voting thrived whenever firms were sold to Western elites, which East Germans took as a sign that capitalism was not meritocratic.

    The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of "protection" and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

    The historical record knows only few instances of democracies waging war against each other. Therefore, democratization is considered key in achieving global peace. However, efforts to achieve sustained democratic governance often fail-Afghanistan being a recent example. Democratization appears particularly challenging where grievances between ethnic groups can spill over into democratic institutions and obstruct the negotiation of mutually beneficial compromises. So far, research on democratization vis-à-vis preexisting ethnic conflict has relied on correlational evidence and historical case studies, making it hard to establish causality. Here, we complement previous work with an economic lab-in-the-field experiment modeling a situation in which unequal groups with ongoing ethnic tensions can solve a joint allocation problem either democratically or aggressively. We find that, as theoretically predicted, minority groups are much more likely to opt for inefficient aggression, but also that equipping minorities with high power under the democratic allocation procedure substantially reduces this problem. Removing ethnic hostility subtly shifts participants' beliefs but does not reduce aggressive behavior. Thus, our results demonstrate that well-designed democratic institutions can achieve efficient, peaceful outcomes even when intergroup hostility is prevalent. However, we also see that their success vitally depends on their inclusivity towards the interests of minority groups.

    Does democratization promote economic competition? This paper documents that the disruption of political connections associated with Suharto's fall had a modest pro-competitive effect on Indonesian manufacturing industries in which his family had extensive business interests. Firms with connections to Suharto lost substantial market share following his resignation. Industries in which Suharto family firms had larger market share during his tenure exhibited weak improvements in broader measures of competition in the post-Suharto era relative to industries in which Suharto firms had not been important players

    The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of "protection" and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.
