    On May 11, 1857, Hindu and Muslim sepoys massacred British residents and native Christians in Delhi, setting off both the whirlwind of similar violence that engulfed Bengal in the following months and an answering wave of rhetorical violence in Britain, where the uprising against British rule in India was often portrayed as a clash of civilization and barbarity demanding merciless retribution. Although by twentieth-century standards the number of victims was small, the Victorian public saw "the Indian Mutiny" of 1857-59 as an epochal event. In this provocative book, Christopher Herbert seeks to discover why. He offers a view of this episode--and of Victorian imperialist culture more generally--sharply at odds with the standard formulations of postcolonial scholarship. Drawing on a wealth of largely overlooked and often mesmerizing nineteenth-century texts, including memoirs, histories, letters, works of journalism, and novels, War of No Pity shows that the startling ferocity of the conflict in India provoked a crisis of national conscience and a series of searing if often painfully ambivalent condemnations of British actions in India both prior to and during the war. Bringing to light the dissident, disillusioned, antipatriotic strain of Victorian "mutiny writing," Herbert locates in it key forerunners of modern-day antiwar literature and the modern critique of racism.

    Now, however, there are voices representing millions of Dalits - people who certainly do speak for themselves, but many of whom cannot write for themselves, and would not be published if they did. Some of those voices, translated from Tamil into English, are contained in this volume, along with an extensive introduction. Each of the nine Dalit authors collected here has contributed an essay on his or her own experience as a Dalit writer; seven of them also contributed previously unpublished short stories or poems. Their works often display an in-yourface character, but there are also subtle nuances and carefully drawn characters and situations. Dalit literature is fresh and new, and old and stale, all at the same time. It arises directly out of lived experiences in an unjust world.

    We examine the role of local need and various distortions in the design and implementation of United Nations flash appeal triggered in response to the destructive 2015 Nepal earthquake. Specifically, we investigate the extent to which the allocation of this humanitarian assistance follows municipalities' affectedness and their physical and socio-economic vulnerabilities, as rapidly reducing suffering is the intended goal of flash appeals. We then analyze potential ethnic, religious, and political distortions. We alternatively consider the proposed project number, the proposed financial amount, and the subsequent funding decision by aid donors. Our results show that aid allocation is associated with geophysical estimates of the disaster's destructiveness, but shows little regard for the specific socio-economic and physical vulnerabilities conditional on destruction. It is worrisome that the allocation of the flash appeal commitments favors municipalities dominated by higher castes and disadvantages those with a greater distance to the Nepali capital Kathmandu.
