    Food is fundamental to health and social participation, yet food poverty has increased in the global North. Adopting a realist ontology and taking a comparative case approach, Families and Food in Hard Times addresses the global problem of economic retrenchment and how those most affected are those with the least resources. Based on research carried out with low-income families with children aged 11-15, this timely book examines food poverty in the UK, Portugal and Norway in the decade following the 2008 financial crisis. It examines the resources to which families have access in relation to public policies, local institutions and kinship and friendship networks, and how they intersect. Through ‘thick description’ of families’ everyday lives, it explores the ways in which low income impacts upon practices of household food provisioning, the types of formal and informal support on which families draw to get by, the provision and role of school meals in children’s lives, and the constraints upon families’ social participation involving food. Providing extensive and intensive knowledge concerning the conditions and experiences of low-income parents as they endeavour to feed their families, as well as children’s perspectives of food and eating in the context of low income, the book also draws on the European social science literature on food and families to shed light on the causes and consequences of food poverty in austerity Europe.

    The European Fiscal Compact (FC) entered into force by 1 January, 2013 in 25 EU Member States. With the ratification the signatory countries commit significant parts of their budget to the European Commission and the European Court of Justice, which indicates a shift of power from legislative to executive authorities and the judiciary. In the aftermath of the economic crisis there can be observed a strong tendency to interpret the financial and economic crisis mainly as a sovereign debt crisis without any connection to the preceding crisis. This is reflected in several recommendations, which limit the scope of political decision-making in order to "calm financial markets". Applying an analysis of the public discourse about FC in three leading Austrian newspapers from December 2011 (the initial debate at an EU Summit) to July 2012 (the ratification in the Austrian parliament), the dominant rationale as well as legitimization and argumentation patterns will be examined. The methodology adopted in the article is based on a combination of critical discourse analysis and conceptual metaphor theory in order to illustrate the effectiveness of marketradical thinking of specific economic elites in public discourse. It can be shown that the public discourse about economic policies yet in a time of a potential "crisis of economics" is still dominated by economic ideas or "economic imaginaries" (implicitly) preferring austerity measures to active fiscal policies.

    What are the effects of austerity on distributional policy? We exploit the autonomy of Italian municipalities in setting non-linear income taxes and the exogenous introduction of a fiscal rule to show that austerity increases income tax progressivity. Consistent with this evidence, we find that in a panel of countries austerity correlates with higher marginal tax rates on top- but not on average-earners. The increase in progressivity in Italy is driven by high-skilled mayors, while low-skilled mayors raise taxes uniformly. In the election after the reform, high-skill mayors have higher reelection odds than low-skill mayors, while there was no difference beforehand.

    We study the consequences of a large-scale austerity program targeting financially-constrained municipalities in Germany. For identification, we exploit the quasi-random assignment of treatment among equally-distressed municipalities using a difference-in-differences design. The policy helped targeted municipalities to consolidate budgets. Whereas the amount of fiscal consolidation was homogeneous among treated municipalities, strategies of consolidation differed between smaller and larger municipalities. The former primarily cut spending on local public services, whereas the latter predominantly relied on tax increases. We detect no adverse economic effects but sizable negative effects on population levels and house prices in municipalities reducing local amenities.

    Major epidemics of the last two decades (SARS, H1N1, MERS, Ebola and Zika) have been followed by increases in inequality (Furceri, Loungani, Ostry and Pizzuto, 2020). In this paper, we show that the extent of fiscal consolidation in the years following the onset of these pandemics has played an important role in determining the extent of the increase in inequality. Episodes marked by extreme austerity-measured using either the government's fiscal balance, health expenditures or redistribution-have been associated with an increase in the Gini measure of inequality three times as large as in episodes where fiscal policy has been more supportive. We survey the evidence thus far on the distributional impacts of the COVID-19 pandemic, which suggests that inequality is likely to increase in the absence of strong policy actions. We review the case made by many observers (IMF 2020; Stiglitz 2020; Sandbu 2020b) that fiscal support should not be withdrawn prematurely despite understandable concerns about high public debt-to-GDP ratios

The book challenges the perception that the Renaissance marks a decisive shift in attitudes towards the body, sex, and the self. In early modernity, self-respect was a Satanic impulse that had to be annihilated – the body was not celebrated, but beaten into subjection – and, feeling circumscribed by sexual desire, ascetics found relief in pain, solitude, and deformity.     What are the effects of austerity on distributional policy? We exploit the autonomy of Italian municipalities in setting non-linear income taxes and the exogenous introduction of a fiscal rule to show that austerity increases tax progressivity. Consistent with this evidence, we find that in a panel of countries austerity correlates with higher marginal tax rates on top, but not on average earners. The increase in progressivity in Italy is driven by mayors having college-degree or working in high-skill occupations, while less-educated or lower-skilled mayors raise taxes uniformly. In the first post-reform election, mayors of former type have higher reelection odds.

    In the aftermath of the Eurozone crisis, a battle of ideas emerged over whether ordoliberalism is part of the cause or the solution of economic problems in Europe. While German ordoliberals argued that their policy proposals were largely ignored before, during and after the crisis, critics saw too much ordoliberal influence, especially in form of austerity policies. We argue that neither view is entirely correct. Instead, we observe that the battle of ideas is largely independent of the countries' actual responses to the Eurozone crisis: pragmatic self-interest on behalf of governments rather than their ideological convictions played a crucial role in political reactions. We explain this dynamic game-theoretically and highlight a number of reasons for the decoupling of the political-pragmatic debate from the ideological-academic discourse. In addition, we argue that ordoliberals themselves contributed to the ideological misuse of their own program: the ordoliberal Freiburg School ceased to be an active research program and instead grew to resemble a tradition which all too often disregarded the international academic discourse, in particular in macroeconomics. As a result, ordoliberal thinking was abused by its proponents and critics alike to emphasize their preconceived Weltanschauung (worldview).We end our paper with some thoughts on how a contemporary ordoliberalism can be constructively used to react to some of the challenges of the ongoing Eurozone crisis.

    After 2008, the Southern European economies suffered a strong and persistent increase in unemployment. Rising government bond spreads necessitated the implementation of austerity policies. Austerity however, may increase unemployment. If workers lose human capital during unemployment spells, the economy's future production potential and thus the fiscal capacities to serve public debt will decline, aggravating a sovereign debt crisis. Debt renegotiations can help to avoid the costs of austerity. I develop a dynamic stochastic model of sovereign debt with long-term debt, endogenous haircuts and skill loss during unemployment to study optimal fiscal policy in sovereign debt crises. In a quantitative exercise, I find that with higher intensity of the skill loss, ex ante, the government issues less debt and the pro-cyclicality of fiscal policy declines. For Portugal, the model predicts debt renegotiations as optimal fiscal response in 2011 with a medium-run unemployment reduction of up to 3.63 percentage points.
