    "Liminal Spaces is an intimate exploration into the migration narratives of fifteen women of Guyanese heritage. It spans diverse inter-generational perspectives – from those who leave Guyana, and those who are left – and seven seminal decades of Guyana’s history – from the 1950s to the present day – bringing the voices of women to the fore. The volume is conceived of as a visual exhibition on the page; a four-part journey navigating the contributors’ essays and artworks, allowing the reader to trace the migration path of Guyanese women from their moment of departure, to their arrival on diasporic soils, to their reunion with Guyana.

    Eloquent and visually stunning, Liminal Spaces unpacks the global realities of migration, challenging and disrupting dominant narratives associated with Guyana, its colonial past, and its post-colonial present as a ‘disappearing nation’. Multimodal in approach, the volume combines memoir, creative non-fiction, poetry, photography, art and curatorial essays to collectively examine the mutable notion of ‘homeland’, and grapple with ideas of place and accountability.This volume is a welcome contribution to the scholarly field of international migration, transnationalism, and diaspora, both in its creative methodological approach, and in its subject area – as one of the only studies published on Guyanese diaspora.     We often talk loosely of the "tyranny of the majority" as a threat to the workings of democracy. But, in ancient Greece, the analogy of demos and tyrant was no mere metaphor, nor a simple reflection of elite prejudice. Instead, it highlighted an important structural feature of Athenian democracy. Like the tyrant, the Athenian demos was an unaccountable political actor with the power to hold its subordinates to account. And like the tyrant, the demos could be dangerous to counsel since the orator speaking before the assembled demos was accountable for the advice he gave. With Dangerous Counsel, Matthew Landauer analyzes the sometimes ferocious and unpredictable politics of accountability in ancient Greece and offers novel readings of ancient history, philosophy, rhetoric, and drama. In comparing the demos to a tyrant, thinkers such as Herodotus, Plato, Isocrates, and Aristophanes were attempting to work out a theory of the badness of unaccountable power; to understand the basic logic of accountability and why it is difficult to get right; and to explore the ways in which political discourse is profoundly shaped by institutions and power relationships. In the process they created strikingly portable theories of counsel and accountability that traveled across political regime types and remain relevant to our contemporary political dilemmas

    School systems regularly use student assessments for accountability purposes. But, as highlighted by our conceptual model, different configurations of assessment usage generate performance-conducive incentives of different strengths for different stakeholders in different school environments. We build a dataset of over 2 million students in 59 countries observed over 6 waves in the international PISA student achievement test 2000-2015. Our empirical model exploits the country panel dimension to investigate reforms in assessment systems over time, where identification comes from taking out country and year fixed effects along with a rich set of student, school, and country measures. We find that the expansion of standardized external comparisons, both school-based and studentbased, is associated with improvements in student achievement. The effect of school-based comparison is stronger in countries with initially low performance. Similarly, standardized monitoring without external comparison has a positive effect in initially poorly performing countries. By contrast, the introduction of solely internal testing and internal teacher monitoring including inspectorates does not affect student achievement. Our findings point out the pitfalls of overly broad generalizations from specific country testing systems.

    The first part of this paper outlines the concept of democratic accountability of central banks, and compares the legal accountability of the ECB with some other central banks (Bank of Canada, Bank of Japan, Bank of England and the Federal Reserve System). In the second part, we present a theory of central bank accountability. Two aspects of accountability are considered: transparency of actual monetary policy and the question of who bears final responsibility for monetary policy. The paper shows that accountability through transparency leads to a lower expected rate of inflation and less stabilization of supply shocks. Accountability through shifting final responsibility in the direction of the government leads to higher inflationary expectations and more stabilization of supply shocks. Der erste Teil dieses Papiers umreißt das Konzept der demokratischen Rechenschaftslegung von Zentralbanken und vergleicht die gesetzlich festgelegte Rechenschaftspflicht der EZB mit der einiger anderer Zentralbanken (Bank of Canada, Bank of Japan, Bank of England und Federal Reserve System). Im zweiten Teil stellen wir eine Theorie über die Rechenschaftspflicht der Notenbanken vor. Dabei werden zwei Aspekte der Rechenschaftspflicht in Betracht gezogen: die Transparenz der aktuellen Geldpolitik und die Frage, wer die endgültige Verantwortung für die Geldpolitik trägt. Das Papier zeigt auf, dass die Rechenschaftspflicht mittels Transparenz zu einer erwarteten niedrigeren Inflationsrate und einer geringeren Stabilisierung von Angebotsschocks führt. Dagegen führt die Rechenschaftspflicht mittels Verlagerung der endgültigen Verantwortung hin zur Regierung zu höheren Inflationserwartungen und einer stärkeren Stabilisierung von Angebotsschocks.

    Economic theory that underlies many empirical microeconomic applications predicts that treatment responses depend on individuals’ characteristics and location on the outcome distribution. Using data from a large-scale Pakistani school report card experiment, we consider tests for treatment effect heterogeneity that make corrections for multiple testing to avoid an overestimation of positive treatment effects. These tests uncover evidence of policy-relevant heterogeneous effects from information provision on child test scores. Further, our analysis reinforces the importance of preventing the inflation of false positive conclusions since over 65% of statistically significant quantile treatment effects become insignificant once corrections for multiple testing are applied. Die ökonomische Theorie, die vielen empirischen mikroökonomischen Anwendungen zugrunde liegt, sagt voraus, dass Behandlungseffekte von individuellen Eigenschaften und Lage auf der Ergebnisverteilung abhängen. Unter Verwendung von Daten aus einem großen pakistanischen Schulzeugnis-Experiment betrachten wir Tests zur Heterogenität von Behandlungseffekten, die Korrekturen für mehrfaches Testen vornehmen, um eine Alphafehler-Kumulierung der geschätzten positiven Behandlungseffekte zu vermeiden. Diese Tests zeigen politikrelevante heterogene Effekte aus der Informationsbereitstellung über die Testergebnisse von Kindern auf. Darüber hinaus unterstreicht unsere Analyse die Bedeutung der Verhinderung einer Alphafehler-Kumulierung von positiven Schlussfolgerungen, da über 65% der statistisch signifikanten Quantilbehandlungseffekte insignifikant werden, sobald wir Korrekturen für mehrfaches Testen anwenden.

    The European Central Bank (ECB) recently proclaimed a more active role for itself in the fight against climate change. Did the European Parliament (EP) play a part in this regard, and if so what was it? To answer this question, this paper builds on a multi-method text analysis of original datasets compiling communications between the ECB and the EP across three accountability forums between 2014 and 2021. The paper shows that there has been discursive convergence between central bankers and parliamentarians concerning the role of the ECB in combatting climate change. It argues that this convergence has resulted from a pragmatic (yet precarious) adoption of a common repertoire1 between 'green' central bankers and parliamentarians who have favored a more active role for the ECB in the fight against climate change. The adoption of a common repertoire is pragmatic, in that it results from the strategic use of specific discursive elements that are ambitious enough to address their respective opponents and trigger political change, yet vague enough to allow both sets of actors to converge on them momentarily. It is also precarious in the sense that it involves discarding fundamental political tensions, which is hardly tenable in the long term. The paper shows that both organizational and politicization dynamics have been at work in the emergence of this pragmatic yet precarious bedfellowship between 'green' central bankers and parliamentarians.

    The ECB is independent, but it is also accountable to the European parliament (EP). Yet, how the EP has held the ECB accountable has largely been overlooked. This paper starts addressing this gap by providing descriptive statistics of three accountability modalities. The paper highlights three findings. First, topics of accountability have changed. Climaterelated accountability has increased quickly and dramatically since 2017. Second, if the relationship between price stability and climate change remains an object of conflict among MEPs, a majority within the EP has emerged to put pressure for the ECB to take a more active stance against climate change, precisely on behalf of its price stability mandate. Third, MEPs engage with the climate topic in very specific ways. There is a gender divide between the climate and the price stability topics. Women engage more actively with climate-related topics. While the Greens heavily dominate the climate topic, parties from the Right dominate the topic of Price stability. Finally, MEPs adopt a more united strategy and a particularly low confrontational tone in their climate-related interventions.

    Complementing the Product Market Regulation (PMR) survey, the Indicators on the Governance of Sector Regulators map the regulatory arrangements of 130 regulators across 38 countries and five network sectors: energy, e-communications, rail and air transport, and water. The indicators are structured along three components: independence, accountability and scope of action. For the 2018 update, the OECD Secretariat and delegates of the Network of Economic Regulators (NER) revised the structure and content of the survey based on new best practice principles, guidance documents and the growing body of work of the NER on the performance of regulators. The analysis shows that, while the governance arrangements of regulators vary considerably across countries and sectors, some key trends and correlations can be observed. These insights can support countries and regulators wishing to benchmark their governance practices and reform their governance arrangements.
