    Abstract: "In dieser Arbeit werden Anreize für private und öffentliche Ausbildungsinvestitionen in geschlossenen und offenen Volkswirtschaften untersucht. In geschlossenen Volkswirtschaften führt zeitkonsistente umverteilende Besteuerung zu einer Form von Staatsversagen im Sinne von 'zu viel' Umverteilung. Regierungen nutzen deshalb öffentliche Ausbildungsinvestitionen als Korrektiv. Globalisierung erhöht die Mobilität der produktiven Individuen. In der Folge bestehen geringere Anreize für die Regierungen, Ausbildung zu subventionieren, und die privaten (von staatlichen Subventionen unabhängigen) Ausbildungsanreize werden gestärkt. Globalisierung kann die Wohlfahrt in den nationalen Volkswirtschaften erhöhen und sogar zu mehr Effizienz verhelfen. Der staatliche Handlungsspielraum für Umverteilung wird durch die Globalisierung eingeschränkt. Ob es zu vollständiger (first-best-) Effizienz kommt oder nicht, hängt davon ab, wie private Versicherungsmärkte auf die Verringerung staatlicher Umverte

    Abstract: "In this paper we briefly report some key data on educational expenditure and output in OECD countries and then turn to the motivations for public education. Public education can be important for equal opportunities and has a number of redistributional aspects within and between generations. We further discuss possible externalities of education, the issue of intersectoral investment neutrality and a fundamental time consistency problem of optimal taxation that may make public expenditure on tertiary education desirable from an efficiency point of view. Further we discuss whether and how globalization changes the picture. Mobility changes the analysis of optimal taxation and may make public expenditure less important. We also emphasize insurance aspects and the role of mobility differences." (author's abstract)

    Abstract: "We use a model of horizontal and vertical differentiation to study physicians' incentives to provide quality in the physician-patient relationship under price regulation. If the price is the only regulatory variable, the social planner cannot implement the first-best policy. Moreover, the second-best policy is time inconsistent. Excess entry and firstbest efficient total quality provision is observed in the game without commitment. Allowing physicians to compete in prices does not solve the commitment problem since the competitive solution coincides with the time consistent outcome. In the median voter equilibrium the time consistency problem is more severe." (author's abstract)

    Der Faktor Zeit spielt in der ökonomischen Theorie eine wichtige Rolle - intertemporale Entscheidungen sind in allen Bereichen der Wirtschaftstheorie und -politik relevant. In der überwiegenden Zahl der Fälle stützt man sich dabei auf das sogenannte Discounted-utility-Modell (DU-Modell), in dem alle zukünftigen Kosten und Erträge mit einem einheitlichen Zinssatz auf die Gegenwart abgezinst werden. Dieses Modell sieht sich allerdings heftiger Kritik ausgesetzt: So zeigen Experimente, dass viele Verhaltensweisen, die Menschen an den Tag legen, sich nicht mit dem DU-Modell vereinbaren lassen. Menschen verwenden je nach Entscheidungssituation unterschiedliche Zinssätze, die auch negativ sein können, sie haben eine Vorliebe für steigende Konsumprofile und legen zeitinkonsistentes Verhalten an den Tag. Der vorliegende Beitrag diskutiert diese Anomalien und zeigt auf, welche wirtschaftspolitischen Konsequenzen daraus erwachsen. The so-called discounted-utility-model (DU-model) is the gold-standard of economic theory: confronted with intertemporal decicions, people discount future costs and payments with a single interest rate and maximize their utility by choosing the option with the highest net present value. In the last decade, however, there has been a lot of empirical research on intertemporal choice, much of it addressing the descriptive validity of the DU model. It has been shown that the DU-Model may not be an adequate description of human behavior as it can be observed in reality: People discount utility from different sources at different rates, they have a preference for increasing consumption profiles and they show time-inconsistent behaviour. This article discusses some of these anomalies and shows the implications for economic policy and policy-makers.
