    In this open access book, seventeen scholars discuss how contemporary Scandinavian art and media have become important arenas to articulate and stage various forms of vulnerability in the Scandinavian welfare states. How do discourses of privilege and vulnerability coexist and interact in Scandinavia? How do the Scandinavian countries respond to vulnerability given increased migration? How is vulnerability distributed in terms of margin and centre, normality and deviance? And how can vulnerability be used to move audiences towards each other and accomplish change? We address these questions in an interdisciplinary study that brings examples from celebrated and provocative fiction and documentary films, TV-series, reality TV, art installations, design, literature, graphic art, radio podcasts and campaigns on social media.

    Is the Welfare State sustainable? How has it fared in the last few decades? What are the main challenges facing the Welfare State today and in the near future? This Working paper aims at offering the reader with elements to answer, if temporarily, this questions regarding the present and future of the European Welfare State. With that aim, the paper discusses the evolution on European Welfare States, making emphasis in the contrast between the discourse that has become a common place regarding Welfare State dynamics and its crisis, and the picture shown by the indicators commonly used to measure the size of the Welfare State. Against this background, we review the “old” and “new” challenges faced by Welfare States. This review includes its compatibility with allocative efficiency and economic growth, the impact of globalisation and immigration, the increase in demographic dependency rates related to the growth of life expectancy and the reduction of fertility rates, the change in household patterns, or the growing concern about gender inequality. The last part of the paper deals with the different social and economic policy options available to the Welfare State to meet its goals in a context of economic and social change driven by the digital revolution.

    This paper introduces the microWELT model. Starting from its objectives, we discuss design choices, the model architecture and key features. microWELT provides a demographic projection tool reproducing Eurostat population projections but adding details such as education, intergenerational transmission of education, fertility by education, partnership patterns, and mortality differentials by education. The model integrates transfer flows as captured by the National Transfer Account (NTA) and National Time Transfer Account (NTTA) accounting framework and calculates a set of indicators based on NTA literature. Individual accounts allow the study of transfers over the whole life cycle by cohorts and between generations.

    This paper is a comparison between two programs implemented to combat poverty in Latin America: Prospera (Prosper) in Mexico and Asignación Universal por Hijo (Universal Assignment for Child) in Argentina. The first section offers a review of the emergence of the welfare state, examining economic and urban development in both countries and the underlying trends of social policy instruments. The analysis is based on the political nature of social problems and the actions undertaken to confront them. The paper offers a theoretical perspective, often questioning the very foundation of the social policy that serves as the main framework for the social programs, in order to present the policies' scope, successes, and disadvantages with reference to social equity and the wellbeing of their participants.

    The rise of populist radical right parties represents one of the most dramatic shifts in European party systems of the past decades. Although it has been established that the populist radical right's core appeal centers around issues of immigration and multiculturalism rather than economic matters, there has been a debate in the literature about the role of socioeconomic factors as a driver of PRRP success. We focus on two strands of argument relating to the welfare state and its impact on PRRP support. On the one hand, generous social policy regimes may mitigate the adverse economic effects of globalization and thus make workers less vulnerable to the appeal of populist radical right parties (the inoculation hypothesis). On the other hand, generous welfare regimes may make voters more concerned about increased numbers of low-skilled immigrants entering a country and potentially claiming benefits paid for largely by the taxes and contributions of the native population (the welfare chauvinism hypothesis). Our results suggest several channels through which the welfare state affects votes for the PRRP. Firstly, social protection seems to moderate economic vulnerability: in countries with higher relative redistribution and/or poverty prevention, the economically vulnerable are less likely to vote for the PRRP. Secondly, the direct effect of social welfare measures on the populist vote is positive when considering individual voters' positions. Thirdly, a stronger welfare state contributes to increasing the salience of the immigration platform for voting decisions. As a result, voters in high-redistribution countries are more likely to vote for the PRRP if they have a more moderate view on migration.

    This paper attempts to shed some light on the developments of welfare states in highly developed nations since WW2 within the context of a narrative which seeks to combine institutional distinctions, termed 'varieties of capitalism', with the historical regimes of regulation theory in a political economy perspective which puts interested political actors at centre stage. It will be argued that in a liberal democracy, the elite has the framing and agenda-setting power to 'manufacture a political will' according to its interests. The welfare state is not the result of a long social struggle on the part of the needy; rather, it results in its general features from the minimal state of meritocratic exigencies. Under the very peculiar circumstances of the post-WW2 era, this even translated into a rise in social welfare spending to more than a third of national income. The particular design of welfare state organisation was the subject-matter of political conflict, and a clear distinction between liberal and coordinated market economies can be attributed to cultural differences and institutional settings. Yet the core of the welfare state conception serves the interest of the meritocracy as much as those who benefit from social programmes and re-distribution. And the neoliberal attack on the welfare state since the 1980s is not a necessary re-calibration due to changing economic conditions or a growing lack of solidarity among the people but an expression of a modified cost-benefit analysis from the elite's perspective.

    Within the course of the 20th century the American population went through a metamorphosis from being the tallest in the world, to being among the most overweight. The American height advantage over Western and Northern Europeans was between 3 and 9 cm in the middle of the 19th century. Americans were also underweight. However, today, the exact opposite is the case as the Dutch, Swedes, and Norwegians are the tallest, and the Danes, British and Germans - even the East-Germans - are also taller, towering over the Americans by as much as 3-7 cm. Americans also live shorter. The hypothesis is worth considering that this adverse development is related to the greater social inequality, an inferior health-care system, and fewer social safety nets in the United States than in Western and Northern Europe, in spite of higher per capita income. The West- and Northern European welfare states, with cradle to grave health and unemployment insurance currently provide a more propitious environment for the biological standard of living than its US counterpart.

    The cross-country correlation between social trust and income equality is well documented, but few studies examine the direction of causality. We show theoretically that by facilitating cooperation, trust may increase efficiency and lead to more equal outcomes, while the feedback from inequality to trust is ambiguous. Using a structural equations model estimated on a large country sample, we find that trust has a positive effect on both market and net income equality. Larger welfare states lead to higher net equality but neither net income equality nor welfare state size seems to have a causal effect on trust. We conclude that while trust facilitates welfare state policies that may reduce net inequality, this decrease in inequality does not increase trust.
