    Providers of development co-operation can benefit from the Sustainable Development Goals (SDGs), targets and indicators for use in their results frameworks. The paper examines the SDG outcome and performance targets and indicators that fit with the goals of individual providers. It presents a menu of 60 SDG targets and indicators that can strengthen providers’ results frameworks, facilitate data collection and use, and offer improved platforms for dialogues on development co-operation results. The concept of “menu” recognises that individual providers and their partners prioritise different aspects of the 2030 Agenda. They can select and apply SDG targets and indicators to their existing results frameworks in accordance with their respective priorities. Results information is used for accountability and communication and hence tied to political goals for development co-operation. With clearer links to the SDGs, results information can also be used for strategic direction and learning by providers.

    This report identifies the opportunities that Islamic finance presents for donors. To achieve these, Arab and OECD Development Assistance Committee donors need to mobilise innovative forms of financing and deliver the call to deepen the transformation of development finance systems. DAC members could do so by broadening and deepening exposure to alternative forms of financing, such as Islamic finance. Islamic finance represents USD 2.5 trillion – a share of which could be mobilised for development – and its tenets resonate across the member countries of the Organisation for Islamic Cooperation and beyond. Arab donors could harness Islamic finance, as a means to strengthen partnerships with DAC members, whilst increasing the effectiveness of existing aid flows in countries and contexts where they have considerable access. Doing so could create a more equitable and stable development finance order capable of delivering the SDGs and achieve greater impact in partner countries. Both communities would then be able to chart a path for all development actors, notably the private sector, development finance institutions and other bilateral donors. This report provides a set of action points for Arab and DAC donors, highlighting the benefits of engaging in and co-operating through Islamic finance.

    For the fifth time, the countries of the region are convening in the framework of the Forum of the Countries of Latin America and the Caribbean on Sustainable Development. On each occasion, the Economic Commission for Latin America and the Caribbean (ECLAC) has presented a report on regional progress and challenges in relation to the 2030 Agenda for Sustainable Development. Since 2020, efforts to assess progress towards meeting the 2030 Agenda have had to be undertaken amid the constraints imposed by measures to address the coronavirus disease (COVID-19) pandemic.In this difficult context, ECLAC continued to step up its efforts to assess the progress towards the achievement of the Sustainable Development Goals (SDGs). Whereas in 2019 we only had 19 statistical series of SDG indicators for the region to analyse progress towards 2030, in this fifth report we are presenting the results for 359 series, corresponding to 111 targets, 73 of which are targets covered by the prioritized indicators for the region.Given the contradiction between, on the one hand, the growing institutional efforts to bring to fruition the Decade of Action of the Sustainable Development Goals called for by the United Nations Secretary-General and his proposal of Our Common Agenda and, on the other, the insufficient progress towards the achievement of the Goals, ECLAC stresses once again its proposal to launch a decade of action for a change of era. The Sustainable Development Goals will not be achieved by doing more of the same; we must move towards a new, inclusive and sustainable economic and social system.This document presents specific proposals in four areas in which we must continue to work: strengthening multilateralism, particularly in the area of financing for development; improving implementation of productive, social and environmental policies of national and regional scope; building up the resilience of institutions; and overcoming conflicts through agreements and compacts.     The United Nations Sustainable Development Goals (SDGs) and the associated targets for achieving them are tailored to create sustainable change in five important areas, namely; People, Planet, Prosperity, Peace and Partnership. The SDGs officially came into force on 1st January 2016 and, although not legally binding, over the next fifteen years governments are expected to take ownership and create the frameworks to facilitate their implementation and monitor progress as part of the 2030 Agenda for Sustainable Development. Specific implementation and success on achieving the SDG Goals will rely on the country's own sustainable development policies, plans and organisations. It is recognised that creating concrete and workable plans at country level will be a challenge and is expected to be a greater challenge for developing countries. Each country will have the primary responsibility for follow-up and review, at the national, regional and global levels, with regard to the progress made in implementing the Goals and targets. The 2016 SDG progress report recognises these challenges, highlighting that "enhancing support to developing countries, in particular the Least Developed Countries and the Small Island Developing States, is fundamental to equitable progress for all". More recently, the high-level United Nations Oceans Conference (5-9 June, 2017) adopted a call for action and provided an opportunity for coastal States to build new partnerships and make voluntary commitments. In addition, the European Union (EU) hosted the 4th edition of the Our Ocean conference in Malta, 5-6 October. This event led to 437 tangible and measurable commitments with a value of EUR 7.2 billion in financial pledges and 2.5 million km2 of additional Marine Protected Areas (MPAs). Some of the challenges of implementing the SDGs relate to the need to improve data collection, integrate key aspects of the SDG vision into national plans, and develop robust frameworks for assessing and measuring progress. The latter has been the focus of a UN Inter-Agency Expert Group (IAEG) tasked with developing a global indicator framework for the post-2015 development agenda, and to support its implementation. It is envisaged that this framework will be complemented by regional and national indicators developed by the States. In line with the five important areas, SDG 14 recognises the importance of the conservation and sustainable use of the oceans and seas and of their resources for sustainable development, including through their contributions to poverty eradication (SDG 1), food security and creation of sustainable livelihoods and decent work (SDG 2), sustained economic growth (SDG ), while at the same time protecting biodiversity and the marine environment and addressing the impacts of climate change and sets targets that aim to promote sustainable use, inclusivity, resilience, and equitable distribution of benefits (SDG 12). In terms of providing support to the countries that might need it most, and specifically relating to SDG 14, a number of initiatives support the SDG agenda, including the United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea and the Convention for Biological Diversity (CBD) Sustainable Ocean Initiative as well as a number of other initiatives under the Commonwealths' Enhancing Ocean Governance Goal and Fisheries Governance and Trade Programmes of the Comprehensive Africa Agriculture Develop Programme (CAADP).

    These guidelines constitute an update to the 2012 DG DEVCO guidelines and the 2014 DG Enlargement sector budget support guidelines and merge both into one document. The purpose of these guidelines is, first, to contribute to improving the quality of EU budget support contracts by providing guidance to those who programme, design and implement them, in line with the policy direction set out in the 2011 budget support communication 'The future approach to EU budget support to third countries', and corresponding Council conclusions. Second, the guidelines are intended to provide a basis for a coordinated EU approach to the provision of budget support. EU Member States are therefore encouraged to use the guidelines and the various tools therein. The aim of this document is to promote consistency and clarity, while allowing for the operational flexibility required in the face of dynamic and diverse situations. The scope of the guidelines includes all EU budget support contracts to partner countries. The guidelines do not cover the provision of macro-financial assistance, which is managed by DG ECFIN on the basis of its own operational procedures.

    International aid plays an ambivalent and contested role in stabilising the global system. It creates asym-metrical relationships between donors and recipients that succeed when their interests can be can harmo-nised but not when they conflict. Donors use their support to persuade sovereign governments to adopt pol-icies they support but cannot always negotiate acceptable settlements with them, producing non-compliance and failed programmes. These relationships and strategies have changed radically since the war in response to changes in the global system, policy paradigms, and crises. We review these processes, treat-ing aid relationships as a structural component of the global system; review the different strategies adopted by donors since the war that culminated in the recent Paris Declaration and Sustainable Development Goals calling for poverty reduction and good governance. We identify the political challenges that donors con-front in addressing these issues, and examine the strengths and weaknesses of their attempts to use of Polit-ical Economy Analysis and New Public Management to address them.

Una propuesta analítica elaborada por el Centro Latinoamericano y Caribeño de Demografía (CELADE) y el Fondo de Población de las Naciones Unidas (UNFPA) fue presentada en Panamá en noviembre de 2016 a través del Grupo Censos de la Conferencia Estadística de las Américas (CEA-CEPAL) y discutida exhaustivamente por los países.     The development of variable renewable energy (VRE) and their massive installation are some of the challenges that the economies of a large part of the world will have to face in the coming years to help ensure a reasonable sustainability of the planet. On the other hand, the advances that have been happening in recent decades in the telecommunications sector and the expansion of the Internet have helped to create a new scenario, giving way to growth opportunities in different economic sectors and new business models. One of the most disruptive tools that has emerged in this new digital ecosystem is what is known as Distributed Ledger Technology (DLT). The opportunity and applicability to strengthen VRE expansion is discussed in this article. To this end, selected case studies and main findings of interviews with experts are discussed. The introduction of blockchain technology, in particular in its use as a platform for smart contracts, offers a great potential, highly valued by experts, in addition to adding other relevant characteristics such as efficiency generated in operational terms and traceability, but also new opportunities for consumers and prosumers to build strong energy communities committed with a sustainable energy transaction. However, among the elements to be improved, we highlight the regulatory uncertainty regarding smart contracts' security in terms of automatic mechanisms and its legal endorsement for use within the EU; adopting standards to facilitate scalability; and other issues of a more technological nature that should also be improved for a massive implementation in terms of optimizing energy efficiency of the model.

    This paper examines the relationship between public financial management (PFM), the financing of health interventions, and health outcomes. Specifically, the paper econometrically tests whether the effect of PFM on under-five (U5) mortality depends on the relevance of public sector health financing. Employing OLS on a sample of 215 observations indicates that a one-unit increase in PFM quality is associated with a reduction in the U5 mortality rate with about 14 deaths per 1,000 live births. For countries that channel at least 75 percent of health expenditures through the government system, this rate increases to 17 deaths per 1,000 child births. Results are robust to using an alternative dependent variable, adding year fixed effects, a sensitivity test where the health financing threshold is varied, a falsification test that verifies whether findings are driven by unobserved governance aspects, a sample restriction, and the inclusion of different controls. Furthermore, the paper provides a comparative analysis for Latin America and Caribbean (LAC), a region that remains mostly overlooked in the literature. The findings for LAC are broadly consistent with the global sample, though less pronounced and without a differential effect for countries across the financing threshold. Overall, the evidence indicates that the pursuit of universal health coverage and the progress toward related SDGs will be costlier if enabling systems are not in place.
