    How should resource-rich economies handle the balance of payments adjustment required after commodity price declines? This paper addresses the question theoretically by developing a simple two-period multi-sector model based on Nakatani (2016) to compare different exchange rate policies, and empirically by estimating elasticities of imports and commodity exports with respect to exchange rates using Papua New Guinean data. In the empirical part, using various econometric methods, I find the statistically significant elasticities of commodity exports to real exchange rates. In the theoretical part, by introducing the notion of a shadow exchange rate premium, I show how the rationing of foreign exchange reduces consumer welfare. Using the estimated elasticities and theoretical outcomes, I further discuss policy implications for resource-rich countries with a focus on Papua New Guinea

    Rohstoffe sind das Fundament einer ressourcenintensiven Weltwirtschaft, die einem ökonomischen Wachstumszwangs folgt und dessen soziale und ökologische Kosten immer weiter steigen. Mineralische Rohstoffe wie Eisenerz, Kupfer und Gold, energetische Rohstoffe wie Erdöl und Kohle sowie Agrarrohstoffe wie Weizen, Kaffee und Palmöl bestimmen 70 Prozent des Welthandels 1 ? ohne Rohstoffe würde das derzeitige globale Wirtschaftssystem nicht funktionieren. Und unser ökologisch nicht nachhaltiger, konsumorientierter und energieintensiver Alltag auch nicht.Als wichtige Ressourcenexportregion rückt Lateinamerika daher zunehmend in den Fokus europäischer und deutscher Wirtschafts- und Rohstoffpolitik. Mit Freihandelsabkommen und bilateralen Rohstoffpartnerschaften soll die Versorgungssicherheit mit Rohstoffen für die deutsche und europäische Industrie gesichert werden. Was sich im ersten Moment wie ein Winwin- Geschäft anhört, birgt auf dem zweiten Blick viele Probleme. Denn vom Bergbauboom in den lateinamerikanischen Ländern profitieren nur wenige ? für den Großteil der Menschen ist er eher Fluch als Segen. Der Bergbau verursacht in den Abbauländern zahlreiche wirtschaftliche, soziale und ökologische Probleme. Die ressourcenreichen Länder können die Gewinne aus der Rohstoffförderung nur selten in gesamtgesellschaftlichen Wohlstand umwandeln. Anstatt den Abbauregionen Reichtum zu bringen, hinterlässt er Armut. Deshalb wehrt sich die Bevölkerung zunehmend gegen das Wirtschaftsmodell der Ressourcenausbeutung ? in den lateinamerikanischen Staaten ist der Bergbau eine der Hauptursachen für soziale Konflikte.

    The recent surge in resource nationalism in sub-Saharan Africa has increased the influence of state-owned enterprises (SOEs) in the extractive sectors. In Tanzania, the state is no longer merely attracting foreign direct investments (FDI) to the extractive sectors, it is also expanding its own share of the investments through its SOEs. In turn, this has limited the influence of foreign multinationals. Consequently, the interests of local communities are now competing with those of revived SOEs when it comes to rights to land and compensation. Under the guise of being "urgent projects" of national importance, investments involving SOEs have been pushed through with limited consultations and reduced communal benefits. This new working paper discusses the case of Ngaka coal project, an investment involving state-owned National Development Corporation (NDC) and its Australian partners. The analysis suggests that with the involvement of SOEs, local communities were compelled to support the project and dissent was not tolerated. At times excessive force to control local dissent was applied. While there has been much academic research into private mining companies' efforts to secure community approval and social licence to operate, this paper thus asks if not the state itself, through its SOEs, is required to earn a social licence to operate? This question is the more important at a time when SOEs are becoming more important in a number of extractive industry investments.

    Die im nordrhein-westfälischen Raum anstehenden Ziegelrohstoffe haben von Natur aus vornehmlich rote bis braunrote Brennfarben. Die moderne Architektur fordert jedoch, einer heute auf viele Bedarfsgegenstände bezogenen Tendenz folgend, helle Farben auch für Sichtmauerwerk. Der Mangel an heller gebrannten Mauerziegeln hat bereits dazu geführt, daB solche Erzeugnisse in beträchtlichem Umfange aus dem Ausland eingeführt werden. Die Möglichkeiten einer Aufhellung dunkler Ziegelbrennfarben zu untersuchen, ist Gegenstand der vorliegenden Arbeit. Grunderkenntnisse hierüber liegen bereits seit SEGER [1] vor (1873), doch besteht noch immer ein Mangel an genaueren Unterlagen und Erfahrungen, so daB hier­ von in Nordrhein-Westfalen noch praktisch kaum Gebrauch gemacht wurde. Dem abzuhelfen, ist nunmehr versucht worden, das seither Bekannte experimen­ tell zu überprüfen und darüber hinaus neue Erkenntnisse zu gewinnen. 7 2. Ursachen der Brennfarbenbildung Aus Erprobung und Analysierung zahlreicher Tone erkannte SEGER in bezug auf die Hauptunterschiede in den Brennfarben folgende Zusammenhänge [1]: Brennfarbe Charakteristik des Tones Rot tonerdearm, kalkarm, eisenreich Hellgelb tonerdearm, kalk- und eisenreich Gelb bis Lederbraun tonerdereich, mäl3ig eisenhaltig Schwachfarben bis Weil3 tonerdereich, eisenarm Weiter fand SEGER folgende Zusammenhänge der Brennfarbenbildung: Relation der farbbestimmenden Oxyde Brennfarbe Fe20a : CaO = < 0,5 Gelb Gelb Fe20a : AbOa = < 0,2 bläulich braun braun bräunlich gelb rot gelb gelb CaO 20 40 60 80 Abb. 1 Brennfarben im Dreistoffsystem CaO-AhOa-Fe20a, schematisch dargestellt 8 Bei Zunahme von Fe 0a über diese Grenzwerte hinaus besteht eine Tendenz 2 nach Rot bis Rotbraun.
