Language technology has the potential to overcome these barriers and to provide innovative interfaces to technologies and knowledge. This document presents a Strategic Research Agenda for Multilingual Europe 2020. The agenda was prepared by META-NET, a European Network of Excellence. META-NET consists of 60 research centres in 34 countries, who cooperate with stakeholders from economy, government agencies, research organisations, non-governmental organisations, language communities and European universities. META-NET’s vision is high-quality language technology for all European languages. “The research carried out in the area of language technology is of utmost importance for the consolidation of Portuguese as a language of global communication in the information society.” - Dr. Pedro Passos Coelho (Prime-Minister of Portugal) “It is imperative that language technologies for Slovene are developed systematically if we want Slovene to flourish also in the future digital world.” - Dr. Danilo Türk (President of the Republic of Slovenia) “For such small languages like Latvian keeping up with the ever increasing pace of time and technological development is crucial. The only way to ensure future existence of our language is to provide its users with equal opportunities as the users of larger languages enjoy.     The contributions in this volume focus on the Bayesian interpretation of natural languages, which is widely used in areas of artificial intelligence, cognitive science, and computational linguistics. This is the first volume to take up topics in Bayesian Natural Language Interpretation and make proposals based on information theory, probability theory, and related fields. The methodologies offered here extend to the target semantic and pragmatic analyses of computational natural language interpretation. Bayesian approaches to natural language semantics and pragmatics are based on methods from signal processing and the causal Bayesian models pioneered by especially Pearl. In signal processing, the Bayesian method finds the most probable interpretation by finding the one that maximizes the product of the prior probability and the likelihood of the interpretation. It thus stresses the importance of a production model for interpretation as in Grice’s contributions to pragmatics or in interpretation by abduction.

    The literary imagination may take flight on the wings of metaphor, but hard-headed scientists are just as likely as doe-eyed poets to reach for a metaphor when the descriptive need arises. Metaphor is a pervasive aspect of every genre of text and every register of speech, and is as useful for describing the inner workings of a "black hole" (itself a metaphor) as it is the affairs of the human heart. The ubiquity of metaphor in natural language thus poses a significant challenge for Natural Language Processing (NLP) systems and their builders, who cannot afford to wait until the problems of literal language have been solved before turning their attention to figurative phenomena. This book offers a comprehensive approach to the computational treatment of metaphor and its figurative brethren - including simile, analogy, and conceptual blending - that does not shy away from their important cognitive and philosophical dimensions. It places a special focus on the challenges and opportunities of domain-sensitive temporal tagging. After providing background knowledge on the concept of time, the book continues with a comprehensive survey of current research on temporal tagging. The authors provide an overview of existing techniques and tools, and highlight key issues that need to be addressed. This book is a valuable resource for researchers and application developers who need to become familiar with the topic and want to know the recent trends, current tools and techniques, as well as different application domains in which temporal information is of utmost importance. Due to the prevalence of temporal expressions in diverse types of documents and the importance of temporal information in any information space, temporal tagging is an important task in natural language processing (NLP), and applications of several domains can benefit from the output of temporal taggers to provide more meaningful and useful results. In recent years, temporal tagging has been an active field in NLP and computational linguistics. Several approaches to temporal tagging have been proposed, annotation standards have been developed, gold standard data sets have been created, and research competitions have been organized. Furthermore, some temporal taggers have also been made publicly available so that temporal tagging output is not just exploited in research, but is finding its way into real world applications.     "This book explains the concept, framework, implementation, and evaluation of controlled document authoring in this age of translation technologies. Machine translation (MT) is routinely used in many situations, by companies, governments and individuals. Despite recent advances, MT tools are still known to be imperfect, sometimes producing critical errors. To enhance the performance of MT, researchers and language practitioners have developed controlled languages that impose restrictions on the form or length of the source language text. However, a fundamental, persisting problem is that both current MT systems and controlled languages deal only with the sentence as the unit of processing. To be effective, controlled languages must be contextualised at the document level, consequently enabling MT to generate outputs appropriate for their functional context within the target document. With a specific focus on Japanese municipal documents, this book establishes a framework for controlled document authoring by integrating various research strands including document formalisation, controlled language, and terminology management. It then presents the development and evaluation of an authoring support system, MuTUAL, that is designed to help non-professional writers create well-organised documents that are both readable and translatable. The book provides useful insights for researchers and practitioners interested in translation technology, technical writing, and natural language processing applications."

    The contributions in this volume focus on the Bayesian interpretation of natural languages, which is widely used in areas of artificial intelligence, cognitive science, and computational linguistics. This is the first volume to take up topics in Bayesian Natural Language Interpretation and make proposals based on information theory, probability theory, and related fields. The methodologies offered here extend to the target semantic and pragmatic analyses of computational natural language interpretation. Bayesian approaches to natural language semantics and pragmatics are based on methods from signal processing and the causal Bayesian models pioneered by especially Pearl. In signal processing, the Bayesian method finds the most probable interpretation by finding the one that maximizes the product of the prior probability and the likelihood of the interpretation. It thus stresses the importance of a production model for interpretation as in Grice’s contributions to pragmatics or in interpretation by abduction

    Multilingual classrooms and online communication are becoming increasingly linguistically diverse due to globalization and new discourse patterns are emerging. Many of these patterns include the use of linguistic resources from multiple languages in the same utterance. Translanguaging, a recent theoretical framework, is gaining prominence among scholars interested in studying these multilingual discursive practices and the concept of a unitary language system for lexical processing. The aim of this book is to gain a better understanding of the bilingual brain and how words and sentences that use features from socially distinct languages are processed. Using examples provided by multilingual study participants, a categorization of the various forms of translanguaging is developed to build a translanguaging model. Psycholinguistic methods such as eye tracking are combined with conventional sociolinguistic survey methodology to provide rich qualitative and quantitative data that address the cognitive effects of translanguaging and the underlying structure of translingual word-formations. This monograph shows how language biography, exposure, and attitude towards multilingual discursive practices all affect cognitive processing. It also demonstrates how multilingual speakers are setting the patterns for novel word-formations to be produced, thus having a social, cultural, and cognitive impact on how we communicate

    "This book explains the concept, framework, implementation, and evaluation of controlled document authoring in this age of translation technologies. Machine translation (MT) is routinely used in many situations, by companies, governments and individuals. Despite recent advances, MT tools are still known to be imperfect, sometimes producing critical errors. To enhance the performance of MT, researchers and language practitioners have developed controlled languages that impose restrictions on the form or length of the source language text. However, a fundamental, persisting problem is that both current MT systems and controlled languages deal only with the sentence as the unit of processing. To be effective, controlled languages must be contextualised at the document level, consequently enabling MT to generate outputs appropriate for their functional context within the target document. With a specific focus on Japanese municipal documents, this book establishes a framework for controlled document authoring by integrating various research strands including document formalisation, controlled language, and terminology management. It then presents the development and evaluation of an authoring support system, MuTUAL, that is designed to help non-professional writers create well-organised documents that are both readable and translatable. The book provides useful insights for researchers and practitioners interested in translation technology, technical writing, and natural language processing applications."
