    Die vorliegende Analyse untersucht, welche Zusammenhänge zwischen dem Tarifgeschehen sowie den seit Juni 2020 von der Mindestlohnkommission beschlossenen Anpassungen des gesetzlichen Mindestlohns bestehen und welchen Einfluss der politische Eingriff in den Anpassungsmechanismus im Jahr 2022 hatte. Zu den untersuchten Branchen gehören die Landwirtschaft, die Fleischwirtschaft, das Bäckerhandwerk, der Einzelhandel, die Floristik, das Gastgewerbe, die Systemgastronomie, die privaten Wach- und Sicherheitsdienste, das Gebäudereiniger- und das Friseurhandwerk, jeweils mit Fokus auf die Tarifgebiete Nordrhein-Westfalen und Berlin-Brandenburg. Die Verbindung quantitativer und qualitativer Methoden zeigt, dass das Tarifgeschehen vor allem durch den Beschluss der Bundesregierung beeinflusst wurde, den Mindestlohn ab Oktober 2022 auf 12 Euro je Stunde zu erhöhen. Viele Tariflohngruppen drohten durch den politischen Beschluss verdrängt zu werden. In den meisten der untersuchten Branchen gelang es, die Tarifstrukturen anzupassen. Auslaufende Tarifverträge wurden zumeist regulär erneuert, teilweise wurden auch Tarifverhandlungen vorgezogen. Mit dem jüngsten Anpassungsbeschluss der Mindestlohnkommission vom Juni 2023 ist die Verlässlichkeit in die Mindestlohnentwicklung zurückgekehrt. Das erleichtert es den Tarifvertragsparteien, mit den Mindestlohnerhöhungen Schritt zu halten und die zum Teil gestauchten Tariflohnstrukturen schrittweise wieder auszudifferenzieren This analysis examines the connection between collective wage bargaining in Germany and the adjustments to the statutory minimum wage determined by the Minimum Wage Commission since June 2020. It also looks at the impact of the government's intervention in the adjustment mechanism in 2022. The sectors studied include agriculture, meat processing, bakery, retail, floristry, hospitality, chain restaurants, private security services, building cleaning and hairdressing, in each case focusing on the collective bargaining areas of North Rhine-Westphalia and Berlin-Brandenburg. The combination of quantitative and qualitative methods shows that collective bargaining was most strongly influenced by the government's decision to increase the hourly minimum wage to 12 euros with effect from October 2022, a move which threatened to invalidate many of the wage brackets in existing collective contracts. In most of the industries studied, however, it proved possible to adjust the agreed wage structures. Expiring collective agreements were mostly renewed as normal, while in some cases the collective bargaining rounds were brought forward. The fact that the latest increase in the minimum wage, announced in June 2023, was once again fixed by the Minimum Wage Commission has restored some predictability to the decision process. This makes it easier for the collective bargaining parties to keep pace with the minimum wage adjustments and gradually restore the differentials of the partially compressed collective wage structures

    The theory of fiscal and regulatory competition between jurisdictions is more advanced than its empirical testing. This is particularly true of labor regulation in general, and minimum wage regulation in particular, and especially so for developing countries. This paper utilizes the spatial lag methodology to study city-level strategic interactions in setting and enforcing minimum wage standards during 2004-2012 in China. We manually collect a panel data set of city-level minimum wage standards from China's government websites. This analysis finds strong evidence of spatial interdependence in minimum wage standards and enforcement among main cities in China. If other cities decrease minimum wage standards by 1 RMB, the host city will decrease its standard by about 0.7-3.2 RMB. If the violation rate in other cities increases by 1 percent, the host city will respond by an increase of roughly 0.4-1.0 percentage points. The results are robust to using three estimation methods, Maximum Likelihood, IV/GMM and a dynamic panel data model. Our findings of strategic interactions suggest the need for policy coordination in labor regulation in China.

    The principal justification for minimum wage legislation resides in improving the economic condition of low-wage workers. Most previous analyses of the distributional effects of minimum wages have been confined to simulation exercises employing rather restrictive assumptions that guarantee the conclusion that an increase in the minimum wage reduces poverty. In contrast, we adopt a more flexible "reduced-form" approach that links increases in both federal and state minima to contemporaneous changes in poverty rates. For the period 1983-96, we find indication of a poverty-reducing effect of minimum wages among older junior-high dropouts and among teenagers.
