    This report, published in the 60th anniversary of the Asian Productivity Organization (APO) and the Organisation for Economic Co-operation and Development (OECD), is the first outcome of their collaboration to develop improved and more comparable productivity statistics across APO and OECD member economies. It explores current practices and challenges in productivity measurement and provides recommendations to National Productivity Organisations (NPOs), National Statistics Offices (NSOs), and other agencies involved in the compilation and analysis of productivity statistics in APO member economies to improve measurement and cross-country comparability.

    "'Towards (Im)Measurability of Art and Life' gathers together various stories, practices, and essays about measurement that embrace paradox, contradiction, and humour. The book creates and introduces incidents of ideas, conceptual methods, acts, and processes of measurement that dwell in a conceptual transition between science (technology) and everyday life. When measurement is viewed as a practice, it is important to recall that data processing, especially visualisation, actually necessitates many aesthetic decisions. This makes contemporary practices of measurement appear to be no longer guided primarily by reason. Although, historically, measurement has always contained aspects of subjectivity, enlightenment in modernity aimed at excluding them based on ideological tenets of democracy and the necessities of administration. The intervention of computation has highlighted the importance of re-embracing, rather than excluding, subjectivity in the concept of measurement. By understanding measurement as comprising subjectivity and constructing reality, rather than merely reporting on it, the potential of artistic innovation has great relevance with respect to a practice of participating in thinking and exercising the languages of measurement.     This study estimates and analyses publicly-mobilised private finance for climate action in South Africa, between 2010 and 2015. The mobilisation effect of public climate finance on private finance is first estimated through an analysis and attribution of project-level co-finance data. A pilot-methodology (the investor perspective) then expands the analysis to also incorporate the mobilisation effect of financial support provided by South African policies in two sectors: renewable energy and energy efficiency. Results suggest that, in the South African context, domestic public actors play the major mobilisation role by providing support through targeted policies, and to a lesser extent by committing project-level co-finance.

    This paper presents axiomatic arguments to make the case for distribution-sensitive multidimensional poverty measures. The commonly-used counting measures violate the strong transfer axiom which requires regressive transfers to be unambiguously poverty-increasing and they are also invariant to changes in the distribution of a given set of deprivations amongst the poor. The paper appeals to strong transfer as well as an additional cross-dimensional convexity property to offer axiomatic justification for distribution-sensitive multidimensional poverty measures. Given the nonlinear structure of these measures, it is al also shown how the problem of an exact dimensional decomposition can be solved using Shapley decomposition methods to assess dimensional contributions to poverty. An empirical illustration for India highlights distinctive features of the distribution-sensitive measures

    This paper argues for night-lights data as an alternative data source for measuring spatial inequalities in Africa, where the paucity of subnational income data is persistent. The analysis compares the statistical relationships between income and lights-based measures of spatial income inequality in South Africa and shows that night-lights are a decent proxy for spatial income inequality. Further analysis of the patterns of lights-based spatial income inequality across 48 countries in Africa broadly reveals rising patterns between 1992 and 2013. Following the climate-economy literature, the analysis also reveals that temperature and precipitation changes significantly increased spatial inequality in the long-run and the effects penetrated through income and agriculture channels across countries in the continent. These findings provide important lessons for policy discussions about how to measure, explain the patterns of, and mitigate the potential drivers of spatial inequality in Africa

    The effect of demographics on poverty measurement based on per capita consumption is well known. The size and composition of the household can affect the well-being of everyone in the household, with respect to total consumption within that household. Failure to address this issue may often lead to an underestimation or overestimation of poverty, especially for children. Many studies have tried to address the issue, using the generic approach of equivalence scales. However, the choice of scale is controversial and may lead to comparability problems between countries because of the different demographic structures and choice of the pivot household for establishing the per capita poverty line. Based on the World Bank's African poverty database, this study estimates poverty rates for African children using the new international poverty line of USD 1.90 a day defined in terms of 2011 purchasing power parity. The equivalence scales approach (Food and Agriculture Organization/World Health Organization) is used with the adjustment suggested by Deaton after the identification of the pivot household, which is defined as the household whose per capita consumption is around the international poverty line. This study shows that taking account of demographics results in downward adjustments of child poverty, adult poverty, and child-adult poverty gaps. Moreover, breakdowns by country show that poverty may vary significantly depending on demographics, which may cause some reranking when comparing poverty between African countries. Finally, sensitivity analyses reveal that child poverty is not sensitive to the child discount factor, unlike adult poverty, but, overall, taking account of demographics is helpful for better identifying poor children

That prevents administering the lengthy household consumption expenditure surveys used for measuring poverty. This paper presents a new approach to obtain unbiased estimates of poverty when the time to conduct interviews is a binding constraint. The finite list of consumption recall items is partitioned selectively into a core module and algorithmically into nonoverlapping optional modules. Each household is systematically assigned the core module and randomly assigned one of the optional modules. Multiple imputation techniques are then used to estimate total household consumption. Based on ex post simulations, the approach is demonstrated to yield reliable estimates of per capita consumption and poverty using data from a regular household budget survey collected in Hargeisa, Somaliland. The approach is then applied to a survey conducted in Mogadishu where interview time could not exceed 60 minutes

Using panel data from Malawi, this paper shows that worrying about food security is linked to self-reports of having experienced food insecurity, and the analysis provides evidence that rapidly rising food prices are a source of the anxiety and experiences of food insecurity. This finding controls for individual-level fixed effects and changes in the economic well-being of the individual. A particularly revealing finding of the importance of accounting for anxiety in assessing food insecurity is that individuals report a significant increase in experiences of food insecurity in the presence of rapidly rising food prices even when dietary diversity and caloric intake is stable

    In den Raumordnungsberichten seit 1963 bis 2011 wurden verschiedene Indikatoren und Messkonzepte verwendet, um die Entwicklung der Teilräume auch im Hinblick auf das Ziel einer gleichwertigen Lebensverhältnisse in den Teilräumen Deutschlands beschreiben zu können. Aufgabe des Forschungsprojektes war es, ein zeitgemäßes Messkonzept zu konzipieren, das nicht nur auf theoretischen Überlegungen und der Auswertung von Fachliteratur basiert, sondern die subjektiven Empfindungen und Gedanken von Bürgerinnen und Bürgern zur Gleichwertigkeit einzufangen und im Messkonzept so weit als möglich aufzugreifen. Als Ergebnis wird ein zweistufiges Messkonzept vorgeschlagen: In der ersten Stufe bilden neun Kernindikatoren über die Dimensionen "soziale Lage", "Wirtschaftsintensität" und "Bevölkerungsentwicklung / Altersstruktur" die größten bestehenden regionalen Disparitäten in Deutschland ab. Mit diesen Dimensionen werden die 361 Kreisregionen in sieben Gruppen unterschiedlicher Rahmenbedingungen und Herausforderungen klassifiziert. In der zweiten Stufe des Messkonzeptes werden weitere Dimensionen gleichwertiger Lebensverhältnisse vor dem Hintergrund dieser sieben Gebietstypen betrachtet. Diese Dimensionen berücksichtigen unter anderem soziale Dienste und technische Infrastruktur der Daseinsvorsorge, Nahversorgung, kommunale Finanzen, Umwelt und Natur, Arbeitsmarkt, Wirtschaft und Wohlstand aber auch subjektive Faktoren wie Engagement und Lebenszufriedenheit. Konzeption und Kommunizierbarkeit des Messkonzeptes wurden in den Regionen Dithmarschen, Gelsenkirchen und Mansfeld-Südharz erprobt.
