    The amount of CO2 embedded in trade has substantially increased over the last decades. We study the trends and some drivers of the carbon content of trade over the period 1995-2009. Our main findings are the following. First, the mix of traded goods tends to have higher emission intensity than the average mix of final demand. Second, dirty countries tend to specialize in emission-intensive sectors. This finding suggests that trade liberalization may increase global emissions. Third, the share of goods produced in emission-intensive countries is rising, consequently increasing global emissions. Finally, we find that coal abundance is an important driver of net CO2 exports, and abundance increases exports. These findings highlight the importance of considering trade when designing CO2 reduction strategies. They also suggest that, if left unattended, continued growth in global trade will increase - not decrease - global CO2 emissions.

    The report analyzes, by looking back at existing compliance systems in the EU, Alberta, Australia, Colombia and Japan, the conditions under which offsets can add value to the compliance system without undermining its environmental integrity. The compliance system’s climate ambition as well as the efficiency of the institutions, processes and infrastructure that are used for the generation and crediting of offsets are seen as essential conditions for offsets to uphold environmental integrity and add value to a compliance system, to climate action and to sustainable development.

    This paper seeks to give insights into how domestic voters form their preferences pro or contra compliance with IEAs and therefore how public concern for the environment and interest group activity influence national compliance behaviour. Three hypotheses are developed. First, compliance behaviour is positively influenced by a high concern for climate change and second, by a high number of ENGOs. Third, a strong prevalence of industry interests is assumed to be connected with lower compliance. A panel data analysis on compliance with the Kyoto Protocol by Annex B countries is applied in order to test these hypotheses. The empirical findings give evidence for the first and the third one.
