    This paper suggests that the environmental and commercial features of shale gas extraction do not warrant a significantly different fiscal regime than recommended for conventional gas. Fiscal policies may have a role in addressing some environmental risks (e.g., greenhouse gases, scarce water, local air pollution) though in some cases their net benefits may be modest. Simulation analyses suggest, moreover, that special fiscal regimes are generally less important than other factors in determining shale gas investments (hence there appears little need for them), yet they forego significant revenues

    This paper assesses a possible explanation for the global downward trend in top personal income tax rates over the last decades: globalization and the related tax evasion and avoidance opportunities could have raised elasticities of taxable income, which would imply lower optimal tax rates. The paper estimates elasticities of taxable income for top income earners using a large sample of economies and years with a common method, allowing an analysis of trends in such elasticities. The paper finds that elasticities do not appear to exhibit any clear pattern over the years. The downward trend in tax rates must have other possible explanations, which are briefly discussed

    The paper provides a critical review of the literature on the concept of progressivity in the taxation of petroleum and mineral resources and offers a fresh perspective on its purpose and measurement. Regressive taxes, such as royalties, exist to satisfy policy objectives other than revenue maximization, such as achieving early revenues, while rent-based or profit-sensitive fiscal instruments must be designed with progressive marginal rates to maximize government revenues. Hence, the emphasis should be placed on tax rate progression of the direct taxation of profit or rent, rather than progressivity in the overall government take. However, as regressive taxes, by their very nature, tend to be distortionary, the optimal degree of progression in the rent- or profit-tax rates must take these distortions into account. The central ideas are illustrated with a simple analytical model in which a second-best optimal tax rate schedule on profit is characterized in the presence of the tax distortions caused by the regressive taxes. Some practical implications of the analysis are discussed

    The paper examines efficiency, productivity and scale economies in the U.S. property-liability insurance industry. Productivity change is analyzed using Malmquist indices, and efficiency is estimated using data envelopment analysis (DEA). The results indicate that the majority of firms below median size in the industry are operating with increasing returns to scale, and the majority of firms above median size are operating with decreasing returns to scale. However, a significant number of firms in each size decile have achieved constant returns to scale. Over the sample period, the industry experienced significant gains in total factor productivity, and there is an upward trend in scale and allocative efficiency. More diversified firms, stock insurers, and insurance groups were more likely to achieve efficiency and productivity gains. Higher technology investment is positively related to efficiency and productivity improvements

    Das Hauptziel des vorliegenden "Discussions Paper" ist es, den russischsprachigen Leser mit den theoretischen Grundlagen der Produktivitäts- und Effizienzanalyse der landwirtschaftlichen Unternehmen vertraut zu machen. In der russischsprachigen Literatur wurden und werden bis zu heutigem Zeitpunkt in der Regel bei der Analyse der Effizienz der Unternehmen, die Kennzahlen der Rentabilität verwendet, deren Bedeutungen nach den einzelnen Unternehmen oder ihren Gruppen verglichen werden. In dieser Arbeit erfolgt eine Darstellung der im englischsprachigem Raum weitverbreiteten Methoden zur Effizienz und Produktivitätsanalyse. Die Arbeit ist so aufgebaut, dass zuerst die Unterschiede zwischen der Produktivität und Effizienz aus theoretischen Sicht erklärt und anschließend die wichtigsten Methoden der Produktivitäts- und Effizienzmessung dargestellt werden. Dabei gehen die Autoren insbesondere auf Malmquist, Törnkvist und Fisher Indexe ein. The main aim of this "Discussion Paper" is to acquaint the Russian-speaking reader with theoretical issues of the efficiency and productivity analysis of the agricultural enterprises. In the Russian-speaking literature at the analysis of efficiency of the enterprises, as a rule, were used and are used up to today's time parameters of profitability, which value are compared on the separate enterprises or their groups. In this study the most widespread methods of productivity and efficiency analysis are presented. The analysis is structured in the following way: a overview of the most theoretical points about differences between efficiency and productivity is followed by an explanation of the methodological foundation of productivity and efficiency measurement techniques. Malmquist, Törnkvist and Fisher Indexes are presented more detailed.

    Dieses Discussion Paper beschäftigt sich mit der Analyse der technischen und Skaleneffizienz russischer Agrarunternehmen im Transformationsprozess. Insbesondere wird hierbei der Einfluss der Faktoren Betriebsgröße, Rechtsform und Spezialisierung auf die Effizienz untersucht. Um die Auswirkungen der Reformen und die Veränderungen in den Agrarunternehmen zu erfassen, werden die Jahre 1993 und 2000 miteinander verglichen. Als methodisches Instrument wurde ein input-orientiertes Modell der Data Envelopment Analysis (DEA) zur Effizienzanalyse sowie DEA-Supereffizienzmodell zur Identifikation von "Ausreißern" und Überprüfung der Stabilität der Daten gewählt. Analysiert wurden im Jahr 1993 373 und im Jahr 2000 367 Nachfolgebetriebe ehemaliger Kolchosen und Sowchosen in Oblast Moskau. Die Ergebnisse der DEA-Modellrechnungen zeigen eine Verbesserung der durchschnittlichen Effizienz im Vergleich von 1993 zu 2000. Bei der Betrachtung der Einflussfaktoren auf die technische Effizienz hat die Wahl der Rechtsform keinen Einfluss. Hingegen beeinflussen Betriebsgröße und Spezialisierung die technische und Skaleneffizienz in beiden Jahren. This Discussion Paper has been occupied with the analysis of the technical and scale efficiency of Russian farms during the transformation process. Especially the influence of the factors farm size, legal form and specialization is analysed. In order to list the effects of reforms and the changes in farms, the observation years 1993 and 2000 are compared. As a methodical instrument has been chosen an input-oriented model of Data Envelopment Analysis (DEA) for efficiency measurement as well as the DEA-Superefficiency model for identification of "outliers" and inspection of data stability. We analysed in year 1993 373 and the year of 2000 367 successors of former kolkhozes and state farms in Oblast Moscow. The results of the DEA model calculations show an improvement in average efficiency from 1993 to 2000. In consideration of the performance-influencing factors to technical efficiency, the choice of the legal form does not have any influence. On the other hand farm size and specialization influence the technical and scale efficiency in both years.

    Die Data Envelopment Analysis (DEA) ist eine relativ neue Methodik zur Messung der technischen Effizienz. Definiert man technische Effizienz einer Organisationseinheit (Decision Making Unit - DMU) als Verhältnis der produzierten Güter und Dienstleistungen (Outputs) zu den eingesetzten Ressourcen (Inputs), so stellt sich die Frage, wie sich verschiedene DMUs hinsichtlich ihrer Effizienz vergleichen lassen. Besonders schwierig wird der Effizienzvergleich bei In- und Outputs, für die es keine Marktpreise gibt und die in unterschiedlichen Einheiten mit unterschiedlichen Skalen dargestellt werden, so dass eine Zusammenfassung beispielsweise als Kosten oder als Erträge nicht möglich ist. Besonders wichtig ist dieses für die Analyse der Betriebe im Transformationsprozess. Die DEA ist eine auf der Linearen Programmierung basierende Methode zur Ermittlung der relativen Effizienz anhand verschiedener von Unternehmen realisierter Produktpunkte. In diesem Disscusion Paper werden die Grundsätze der DEA für den russischsprachigen Leser dargestellt, sowie einige Weiterentwicklungen verfolgt. The Data Envelopment Analysis (DEA) is a relatively new method to measure Technical Efficiency (TE). TE of a Decision Making Unit (DMU) is defined as a ratio of the produced goods and services (Outputs) to the used resources (Inputs). Efficiency comparison become more complicated when market values of the Inputs and Outputs are not available and the figures are expressed in the different measurement units. So, aggregation of the figures into cost or revenue groups become impossible. Such efficiency analysis is especially important for the enterprises in the transformation process. In DEA the Linear Programming (LP) is used to determine relative efficiency of the analysed enterprises. The basic principles of the DEA are introduced in this Disscusion Paper for the Russian-language reader as well as some further developments are pursued.

    In diesem Paper werden die Effizienz und totale Faktorproduktivität (TFP) der ukrainischen landwirtschaftlichen Unternehmen im Zuge des Transformationsprozesses in die Marktwirtschaft betrachtet. Dabei werden die Effizienzen mittels der Data Envelopment Analysis analysiert und die Änderungen in der totalen Faktorproduktivität mit Hilfe des Malmquist Productivity Change Index berechnet. Im Durchschnitt sank die TFP um 6 % jährlich oder insgesamt um 42 %. Der Hauptgrund für die beobachtete Verminderung der TFP ist der bemerkenswerte Rückgang in der technischen Effizienz. Zugleich wird aber eine hohe Variation zwischen den einzelnen Unternehmen beobachtet: die Effizienzverteilung ist bimodal, was auf die Streuung hinsichtlich des Einsatzes von Ressourcen hindeutet. Mittels Tobit-Regression wurde festgestellt, dass Betriebsgröße, Betriebsform sowie Anfangsbedingungen signifikanten Einfluss auf die Effizienz haben. This paper analyzes efficiency and total factor productivity (TFP) change of large agricultural enterprises during their transition to a market economy in Ukraine. In this case the efficiency is calculated by data envelopment analysis and the productivity change is measured by the Malmquist Productivity Change Index in the period between 1990 and 1999. On average, TFP declined by 6% annually, dropping a total 42%. The main reason for the observed TFP decline is a decrease in technical efficiency, which is found to be remarkably significant. At the same time there is a high variation among individual enterprises: their distribution of efficiency scores widens, which indicates that the farms diverge with respect to their economic performance. The Tobit regression analysis is conducted where the efficiency scores are related to factors such as farm type, farm size, initial conditions and legal form.
