We have long moved on from a mere information age to the era of big data. Here, databases represent both the enormous potential for gaining knowledge of data collection and the alarming information excesses of digital culture. Furthermore, the term refers to concrete technologies and processes of gathering and accessing digital information. Media theory has to locate databases in between these very different conceptions. Marcus Burkhardt retraces the history of databases and asks how technical procedures of processing digital information determine what can be found how in databases and what knowledge can be gained through them. Wir leben längst nicht mehr nur im Informationszeitalter, sondern in der Ära von Big Data. In dieser steht die Datenbank gleichzeitig für die riesigen Erkenntnispotenziale von Informationssammlungen wie für die bedrohlichen Informationsexzesse der digitalen Medienkultur. Zudem bezeichnet der Begriff konkrete Technologien und Verfahren der Sammlung und Bereitstellung von digitalen Informationen. The question of whether trade agreements are 'stepping stones' or 'stumbling blocks' to multilateral trade liberalization is not a new one; however, the empirical methods and the quality of the data used to address this question are continually improving. This paper explores this familiar question using a robust combined dataset and advances in structural gravity analysis to offer insight into regional integration agreements and trade networks. We introduce the Bilateral Longitudinal Observations and Country Statistics (BLOCS) database and demonstrate variation in PPML estimations using measures from varying sources. The data includes observations between 218 sovereign states, and their trading partners, over 60 years (1963-2022). We estimate specifications using four measures of trade flows, and several trade agreement dummies, accounting for varying definitions and reporting practices. Observations also include information on agreement depth and country attributes to contextualize existing literature and further understand the relationship between international trade and agreements. Differences observed between measures of Regional Trade Agreement (RTA) pairs indicate that the methodology for coding trade agreement participation matters. Our findings also suggest that variations in agreement details predict variation in total trade, thus supporting the hypothesis that not all trade agreements are created equal. It is the institutional details that determine whether a trade agreement will be a 'stepping stone' or a 'stumbling block' to multilateral trade liberalization.

We create a novel database of hand-collected information from the country-by-country reports (CbCRs) of more than 100 multinational bank groups headquartered in the EU for 2014-2016. We compare this new dataset with information from Orbis and Bank Focus to assess in how far the new disclosure obligation increased transparency on banks' tax avoidance behavior. Our descriptive analysis shows that CbCRs uncover a large fraction of worldwide profits and real activities in terms of employees of EU bank groups, especially in tax havens. We also document a striking disconnect between reported profits and real activity, noting considerable heterogeneity between different tax havens and bank groups from different headquarter countries. Regression analysis based on CbCR data and Bank Focus data leads us to expect a tax semi-elasticity of banks' reported profits of about -4.6. In this regard, CbCRs are indicative of a more pronounced tax sensitivity than conventional databases suggest. However, the lack of important economic variables (total assets and staff cost) impedes an exact estimation of banks' profit shifting based on CbCR data alone and with standard methods. These insights are especially relevant in the context of the ongoing political discussions whether to introduce a public CbCR for all large multinational firms in the EU.

We have long moved on from a mere information age to the era of big data. Here, databases represent both the enormous potential for gaining knowledge of data collection and the alarming information excesses of digital culture. Furthermore, the term refers to concrete technologies and processes of gathering and accessing digital information. Media theory has to locate databases in between these very different conceptions. Marcus Burkhardt retraces the history of databases and asks how technical procedures of processing digital information determine what can be found how in databases and what knowledge can be gained through them.

A bold reassessment of "smart cities" that reveals what is lost when we conceive of our urban spaces as computers. Computational models of urbanism—smart cities that use data-driven planning and algorithmic administration—promise to deliver new urban efficiencies and conveniences. Yet these models limit our understanding of what we can know about a city. A City Is Not a Computer reveals how cities encompass myriad forms of local and indigenous intelligences and knowledge institutions, arguing that these resources are a vital supplement and corrective to increasingly prevalent algorithmic models. Shannon Mattern begins by examining the ethical and ontological implications of urban technologies and computational models, discussing how they shape and in many cases profoundly limit our engagement with cities. She looks at the methods and underlying assumptions of data-driven urbanism, and demonstrates how the "city-as-computer" metaphor, which undergirds much of today's urban policy and design, reduces place-based knowledge to information processing. The increasing density and entanglement of international law and institutions leads to a growing potential for collisions between norms and rules emanating from different international institutions. It is an open question, however, when actors actually create manifest conflicts about overlapping norms and rules and how - and with what consequences - such conflicts are handled. We therefore utilize the concept of "interface conflicts" in which two or more actors express positional differences over the scope or prevalence of different international norms. Building on the findings of the DFG research group OSAIC (Overlapping Spheres of Authority and Interface Conflicts), we introduce the Interface Conflicts 1.0 dataset, which assembles information on 78 interface conflicts. The dataset provides information on the actors and norms at stake in interface conflicts and focuses specifically on their subsequent handling. It distinguishes co-operative from non-cooperative conflict management, and codes the institutional as well as distributional outcomes of all management efforts. Drawing on the Interface Conflicts 1.0 dataset, the paper discusses first descriptive statistics regarding the bones of contention in interface conflicts, distributions across types of conflict management, and conflict management effects on the legal and institutional arrangements in the areas at stake. We thus contribute empirical building blocks to debates about global (dis)order and open new avenues for future research.

"The Holocaust is one of the most documented-and now digitized-events in human history. Institutions and archives hold hundreds of thousands of hours of audio and video testimony, composed of more than a billion words in dozens of languages, with millions of pieces of descriptive metadata. It would take several lifetimes to engage with these testimonies one at a time. Computational methods could be used to analyze an entire archive-but what are the ethical implications of "listening" to Holocaust testimonies by means of an algorithm? In this book, Todd Presner explores how the digital humanities can provide both new insights and humanizing perspectives for Holocaust memory and history. Presner suggests that it is possible to develop an "ethics of the algorithm" that mediates between the ethical demands of listening to individual testimonies and the interpretative possibilities of computational methods. He delves into thousands of testimonies and witness accounts, focusing on the analysis of trauma, language, voice, genre, and the archive itself. Tracing the affordances of digital tools that range from early, proto-computational approaches to more recent uses of automatic speech recognition and natural language processing, Presner introduces readers to what may be the ultimate expression of these methods: AI-driven testimonies that use machine learning to process responses to questions, offering a user experience that seems to replicate an actual conversation with a Holocaust survivor.
