The labour force surveys (LFSs) on all Eurostat countries underwent a substantial redesign in January 2021. To ensure coherent labour market time series for the main indicators in the Norwegian LFS, we model the impact of the redesign. We use a state-space model that takes explicit account of the rotating pattern of the LFS. We also include auxiliary variables related to employment and unemployment that are highly correlated with the LFS variables we consider. The results of a parallel run are also included in the model. This paper makes two contributions to the literature on the effects of LFS redesign. First, we suggest a symmetric specification of the process of the wave-specific effects. Second, we account for substantial fluctuations in the labour force estimates during the Covid-19 pandemic by applying time-varying hyperparameters. Likelihood-ratio tests and examination of the auxiliary residuals show the latter to be warranted.

The paper examines the question how the EU and other countries who are in a similar position of "being caught between the US and China", such as South Korea, will shape their relationship with China and how their strategies complement, or contradict, the policies pursued by the US under the Trump and Biden Administrations. Even though Donald Trump has been more vocal in his bid to oppose China, the paper argues that there might be more continuity between Biden and Trump than Biden and Obama and the other Democratic predecessors. The second part of this paper investigates how the EU and South Korea interact with China's pre- and postCovid19 policies such as the Belt and Road Initiative (BRI). The paper explores how BRI has been countered by various forms of connectivity by Brussels and Seoul, how BRI fits within today's geopolitical landscape and whether and where there is any space for creating synergies between the EU and South Korea to offset it. Furthermore, the paper looks at other types of actions, such as the EU-China investment agreement (CAI) and human rights sanctions and how Beijing responded to these EU initiatives. The paper argues that a combination of softand hard-power approaches which Brussels have put forward towards Beijing may in the end work well for the EU as well as the US. The paper concludes by suggesting policy areas where cooperation rather than confrontation between all the actors is possible, such as health, trade, climate action and people-to-people exchanges.

This paper develops a revealed-preference approach that uses budget constrain discontinuities to price workplace safety. We track hourly workers who face the decision of how many hours to work at varying levels of Covid-19 risk and leverage state-specific discontinuities in unemployment insurance eligibility criteria to identify the labor supply behavior. Results show large baseline responses at the threshold and increasing responses for higher health risks. The observed behavior implies that workers are willing to accept 34% lower incomes to reduce the fatality rate by one standard deviation, or 1% of income for a one in a million chance of dying.

The aim of this paper is to estimate the effects of the COVID-19 pandemic on the wage polarization in Italy, combining individual characteristics with their task content in terms of physical proximity within the workplace. We use an innovative dataset which combines data from two sample surveys, the Italian Labor Force Survey and Italian Survey of Professions, which provides information on nature and content of the tasks. First, by employing a non-parametric method (the Relative Distribution) we detect a general increasing wage polarization in the sub-period 2020-2019, driven by lowest deciles, after a reduction in the previous one (2019-10). Different groups have been also isolated. Workers with low education, high proximity to customers job, such as the migrant, younger and female ones are the categories that more suffered the general downgrading of the Italian wages happened during the COVID-19 crisis.
