    The strong US policy response to the 2008-09 financial crisis raised concerns about its impact (spillovers) on other countries, with great focus on the monetary stimulus but little attention to fiscal policy, despite their combined deployment. Using a sign-restricted structural VAR approach, we study the trade spillovers of the post-crisis policy mix, by assessing the joint impact of monetary and fiscal policy. We find that aggregate trade effects, as reflected in the trade balance, varied across time, reflecting the different timing of fiscal and monetary stimuli, with overall positive spillovers in the immediate aftermath of the crisis. At the same time, reflecting the different transmission mechanisms of monetary policy, we find that the effects differed greatly between trading partners with fixed and flexible exchange rates. In general, our results highlight (i) the importance of studying fiscal and monetary policy spillovers jointly in order to avoid attenuation bias from omitted variables; and (ii) that trading partners' exchange rate regimes are of first order importance in determining the impact of policy spillovers

Second, commitment to durable tariff elimination, through WTO bindings, further boosts both imports and exports of ITA members. The unique setting of the WTO Information Technology Agreement (ITA) allows us to identify these effects of non-discriminatory trade policies because (i) ITA constitutes a quasi-natural experiment as several 'passive' signatories joined it as an unavoidable part of pursuing of a larger policy objective, and (ii) ITA's partial coverage of the IT sector provides a natural control group for cross-product identification. Commitments under the ITA spurned development of a downstream IT export sector in 'passive' signatories

    We present and discuss a set of indicators to help assess countries' trade policies. The indicators relate to three policy areas - trade in goods, trade in services, and FDI. Given concerns about the direction of global trade policy, we also consider a set of more granular measures that reflect the evolution of countries' policies since the 2008 financial crisis. We propose a simple approach to present the multidimensional aspects of trade policy that, by shedding light on relative openness across areas, can facilitate policy discussions. In the cross-section of countries, we find a diversity in the type of measures adopted, both between and (since the 2008 financial crisis) within policy areas, lending support to the approach based on multiple indicators. The indicators' time series suggest that advanced and, especially, emerging economies are moving toward more open regimes over time, although recently progress has, with some exceptions, slowed across the board. Lastly, our findings also call for stronger efforts to objectively quantify the different aspects of countries' trade regimes. More data, both across countries and in terms of policy areas that significantly affect trade, are needed for better-informed policy discussions

    Das vorliegende Buch informiert über die Bedeutung der Handelspolitik innerhalb des Transformationsprozesses. Die Ausgestaltung der Handelspolitik muß demnach die makroökonomischen Bedingungen berücksichtigen, die handelspolitischen Instrumente sinnvoll einsetzen, die Größen einer ausgeglichenen Zahlungsbilanz verbinden und ein einheitliches Tarif- und Gebührensystem beinhalten. Weiterhin werden die Einwirkungen der Uruguay Runde auf die Handelspolitik der einzelnen Transformationsländer dargelegt. Das Problem des Anti-Dumping und andere Markteintrittsbarrieren werden im Zusammenhang mit den Hindernissen im Handel betrachtet. Der vierte Teil des Buches beschäftigt sich mit den regionalen Kooperationen und Initiativen der einzelenen Transformationsländer, die eine Erleichterung im Handel erreichen sollen. Das Buch ist eine Zusammenstellung wichtiger Erkenntnisse aus einem Workshop, der von der OECD im Juli 1995 abgehalten wurde.

Thirty-five years ago, Ernesto Laclau and Chantal Mouffe tackled this puzzle in ground-breaking fashion, by drawing on a signature blend of linguistics, Marxist theory, and poststructuralism that came to be known as post-Marxist Discourse Theory (PDT). This book takes up the legacy of Laclau and Mouffe, and elaborates PDT into a full-fledged theory of political strategy for the first time.     German Unification and the Union of Europe discusses some of the most interesting questions in the study of comparative politics and international relations. The book studies the sources of continuity and change in German policy toward the European Union, set in the context of the competing pulls of integration into the EU, and unification of East and West Germany. Employing a framework of analysis premised on the interaction of interests, institutions, and ideas, the book asks: how has the domestic politics of unification influenced German policy toward Europe? Why has continuity reigned in some areas, whereas in others significant changes, sometimes reversals, have been registered? What are the implications of this checkered pattern of outcomes for Germany and for Europe?

Australia was one of the 23 original signatories to the General Agreement on Tariffs and Trade (GATT) and its participation was vital to the success of international efforts to reconstruct a multilateral trade system after the disastrous experiences of the 1930s.
