    Für eine dynamische Stadt zählt die Erreichbarkeit zu den wichtigsten Standortfaktoren. Doch gerade die Erreichbarkeit der Innenstädte ist immer schwerer zu gewährleisten. Zahlreiche Metropolen drohen im Stau zu ersticken, und ein Ausbau der Straßen scheitert häufig am fehlenden Platz. Aber auch die Umweltgesetzgebung erhöht den Druck auf viele Städte. Die politisch Verantwortlichen suchen daher nach neuen Konzepten, mit denen sie die Erreichbarkeit der Städte aufrechterhalten und dennoch die bestehenden Probleme lösen können. Verschiedene Ansätze werden in diesem Kontext derzeit erprobt. Die Spanne reicht von einem effizienteren Parkraummanagement bis zur Einführung von Umweltzonen. Ein Konzept, das in der letzten Zeit eine Renaissance erlebt, ist die City-Maut. Die Einführung einer City-Maut in London und Stockholm wird von vielen Stadtvätern aufmerksam beobachtet. Bei näherer Betrachtung der Ergebnisse dieser Projekte kommen aber starke Zweifel auf, ob eine Bepreisung tatsächlich ein geeignetes Instrument ist, um die drängendsten Probleme urbaner Zentren zu bewältigen. Es zeigt sich vielmehr, dass nur nach genauer Prüfung jedes Einzelfalls entschieden werden kann, welche Maßnahmen die konkreten Probleme vor Ort am besten lösen. Ein Allheilmittel ist die City-Maut jedoch in keinem Fall. One of the most important factors making a dynamic city an attractive business location is accessibility. Yet it is becoming increasingly difficult to guarantee access to inner cities. Many metropolises are in danger of being strangled by traffic congestion and street-widening is often unfeasible due to lack of space. Moreover, cities are also coming under increasing pressure from legislation to protect the environment. City administrations are therefore seeking new strategies for solving existing problems while at the same time keeping their cities accessible. Many approaches to this challenge are currently being trialed. They range from more efficient management of parking spaces to the introduction of restricted-access "environmental zones". One strategy that has recently been experiencing a renaissance is a toll for motor vehicles using city centres. The introduction of road pricing schemes in London and Stockholm is being keenly observed by city fathers around the world. A closer look at these projects, however, casts considerable doubt on the suitability of road pricing as an instrument for overcoming the most pressing problems of our urban centres. A more accurate conclusion would be that the most appropriate measures for solving a specific problem on the ground can only be determined after a detailed examination of each individual case.
