    In many developing countries, micro, small and medium enterprises (MSMEs) employ more people than any other type of firm, so identifying ways to raise productivity, improve employment conditions and formalize labor in these settings is of prime policy importance. However, due to the small number of workers per firm and the possibly long results chain linking management to employment, few MSME-targeted interventions and evaluations address job-related outcomes directly. We do so in a randomized controlled trial (RCT) of a support program for MSMEs in Côte d’Ivoire that included financial management and human resources (HR) components. Six and eighteen months after the end of the program, we find muted impacts on business practices, access to finance, and firm performance. On the employment side we find sizeable, positive impacts on job quality, driven by the share of employees receiving at least the minimum wage and the share with written contracts. We find no significant effect on the number of staff. Taken together, our results underscore the difficulty of boosting firm performance and creating jobs with a low-intensity intervention on the one hand, and the feasibility and importance of improvements in employment quality in MSMEs in developing countries on the other. In vielen Entwicklungsländern sind in Kleinst-, Klein- und Mittelunternehmen (KKMU) mehr Menschen beschäftigt als in jeder anderen Art von Unternehmen. Daher ist es von großer politischer Bedeutung, Wege zur Steigerung der Produktivität, zur Verbesserung der Beschäftigungsbedingungen und zur Formalisierung der Arbeit in diesem Umfeld zu finden. Aufgrund der geringen Anzahl von Arbeitnehmenden pro Unternehmen und der möglicherweise langen Zusammenhangskette zwischen Management und Beschäftigung befassen sich jedoch nur wenige auf KKMU ausgerichtete Interventionen und Evaluierungen direkt mit arbeitsplatzbezogenen Indikatoren. Wir leisten hier mit einer randomisierten kontrollierten Studie (RCT) eines Unterstützungsprogramms für KKMU in Côte d'Ivoire, das Komponenten des Finanz- und des Personalmanagements umfasst, einen Beitrag. Sechs und achtzehn Monate nach dem Ende des Programms finden wir eingeschränkte Auswirkungen auf Geschäftspraktiken, Zugang zu Finanzmitteln und Unternehmensleistung. Auf der Beschäftigungsseite finden wir beträchtliche, positive Auswirkungen auf die Qualität der Arbeitsplätze, die durch den Anteil der Beschäftigten, die mindestens den Mindestlohn erhalten, und den Anteil mit schriftlichen Verträgen bestimmt werden. Auf die Anzahl der Mitarbeiter haben wir keine signifikanten Auswirkungen festgestellt. Zusammengenommen unterstreichen unsere Ergebnisse einerseits die Schwierigkeit, die Unternehmensleistung zu steigern und Arbeitsplätze mit einer wenig intensiven Intervention zu schaffen, und andererseits die Machbarkeit und Bedeutung von Verbesserungen der Beschäftigungsqualität in KKMU in Entwicklungsländern.

    We analyse the effect of parental risk preferences and a novel measure of maternal bargaining power over educational expenses - elicited via lab-in-the-field experiments in rural Côte d'Ivoire - on the educational progression of boys and girls. Data from 135 couples and their children show that father's risk aversion is negatively associated with school attendance for boys and lowers the likelihood of transition from no-schooling to primary schooling for both boys and girls. Mother's risk aversion, on the other hand, has a positive association with the transition into primary schooling and a negative association with the transition into secondary schooling only for girls. Mother's bargaining power is also negatively associated with girls' schooling, while greater bargaining power for mothers who are relatively more risk averse than the father adversely impacts the transition into primary schooling for boys. Our findings are in line with suggestive evidence that points to a preference for current income generated by the employment of boys in high value cash crop production and the concern for girls' safety associated with traveling long distances to attend secondary schools.

    This paper analyzes changes in agricultural productivity gender gaps in Cote d'Ivoire between 2008 and 2016 using decomposition methods. The analysis finds that the unconditional gender gap between male- and female-headed households has decreased by 14 percent over the past decade. The conditional gender gap has decreased by 32 percent and becomes statistically insignificant once accounting for whether households farm export crops. This transition is driven by improvements across crop types, but it is particularly remarkable for export crop productivity, likely due to increased adoption of fertilizer and pesticide by female-headed households. Despite these substantial improvements, female-headed households in the bottom half of the distribution remain disadvantaged. Moreover, over the past decade, female-headed households did not transition into commercial agriculture and have witnessed greater reductions in land area compared with their male counterparts. The results show that helping these female-headed households access agricultural labor, strengthen their land rights, and adopt export crops are the three most promising policy options to reach gender parity in agriculture in Cote d'Ivoire

    Since his election in 2017, President Emmanuel Macron has tried to distance himself from established and widely criticised patterns of France's Africa policy. He diversified relations with Africa in regional and substantive terms, integrated non-state actors and cultivated a comparatively open approach to France’s problematic past on the continent. However, Macron's efforts to craft a narrative of change was overshadowed by path dependencies, above all the continuation of the military engagement in the Sahel and incoherent relations with autocratic governments. The involuntary military withdrawal first from Mali (2022), from Burkina Faso (2023) and finally from Niger (announced for late 2023) marks a historic turning point in Franco-African relations. The question is no longer whether relations between France and its former colonies will change; the real question is whether Paris will be able to shape this change or if it will be a mere bystander to a transformation that is largely driven by African actors.

    Zusammenfassung: Since his election in 2017, President Emmanuel Macron has tried to distance himself from established and widely criticised patterns of France's Africa policy. He diversified relations with Africa in regional and substantive terms, integrated non-state actors and cultivated a comparatively open approach to France’s problematic past on the continent. However, Macron's efforts to craft a narrative of change was overshadowed by path dependencies, above all the continuation of the military engagement in the Sahel and incoherent relations with autocratic governments. The involuntary military withdrawal first from Mali (2022), from Burkina Faso (2023) and finally from Niger (announced for late 2023) marks a historic turning point in Franco-African relations. The question is no longer whether relations between France and its former colonies will change; the real question is whether Paris will be able to shape this change or if it will be a mere bystander to a transformation that is largely driven by African actors

    This paper analyzes changes in agricultural productivity gender gaps in Cote d'Ivoire between 2008 and 2016 using decomposition methods. The analysis finds that the unconditional gender gap between male- and female-headed households has decreased by 14 percent over the past decade. The conditional gender gap has decreased by 32 percent and becomes statistically insignificant once accounting for whether households farm export crops. This transition is driven by improvements across crop types, but it is particularly remarkable for export crop productivity, likely due to increased adoption of fertilizer and pesticide by female-headed households. Despite these substantial improvements, female-headed households in the bottom half of the distribution remain disadvantaged. Moreover, over the past decade, female-headed households did not transition into commercial agriculture and have witnessed greater reductions in land area compared with their male counterparts. The results show that helping these female-headed households access agricultural labor, strengthen their land rights, and adopt export crops are the three most promising policy options to reach gender parity in agriculture in Cote d'Ivoire
