    Surface irrigation is a common pool resource characterized by asymmetric appropriation opportunities across upstream and downstream water users. Large canal systems are also predominantly managed by the state. This paper studies water allocation under an irrigation bureaucracy subject to corruption and rent-seeking. Data on the landholdings and political influence of nearly a quarter million irrigators in Pakistan's vast Indus Basin watershed allow the construction of a novel index of lobbying power. Consistent with a model of misgovernance, the decline in water availability and land values from channel head to tail is accentuated along canals having greater lobbying power at the head than at the tail

    Does decentralizing the allocation of public resources reduce rent-seeking and improve equity? This paper studies a governance reform in Pakistan's vast Indus Basin irrigation system. Using canal discharge measurements across all of Punjab province, the analysis finds that water theft increased on channels taken over by local farmer organizations compared with channels that remained bureaucratically managed, leading to substantial wealth redistribution. The increase in water theft was greater along channels with larger landowners situated upstream. These findings are consistent with a model in which decentralization accentuates the political power of local elites by shifting the arena in which water rights are contested

    Management of common-pool resources in the absence of individual pricing can lead to suboptimal allocation. In the context of irrigation schemes, this can create water scarcity even when there is sufficient water to meet the total requirements. High-frequency data from three irrigation schemes in Mozambique reveal patterns consistent with inefficiency in allocations. A randomized control trial compares two feedback tools: i) general information, charting the water requirements for common crops, and ii) individualized information, comparing water requirements with each farmer's water use in the same season of the previous year. Both types of feedback tools lead to higher reported and observed sufficiency of water relative to recommendations, and nearly eliminate reports of conflicts over water. The experiment fails to detect an additional effect of individualized comparative feedback relative to a general information treatment

    In this study we estimate the distribution of costs of reclaiming and transporting treated wastewater for reuse in agricultural irrigation across Europe. We consider treatment costs as well as the costs associated with the water transport infrastructure and with energy for pumping. The study highlights a high variability of costs depending on the relative position of irrigated agricultural land with respect to the wastewater treatment plants. Treatment costs alone may be minor, about 8 €cents/m3, compared to other costs, with the majority of the theoretical water reuse volume available at typical total costs below or at 50 €cents/m3. However, when treatment requirements become more stringent, treatment costs are expected to increase to 0.23 €/m3, causing total costs to shift consistently. The energy requirements for pumping reclaimed water from wastewater treatment plants to agricultural land follow a distribution with a median of about 0.5 kWh/m3 and an interquartile range of another 0.5 kWh/m3, which seems slightly higher than reported in representative cases of irrigation with conventional water sources. The total volumes of water that can in principle be reused for irrigation are significant, and may help reduce water stress by up to around 10% in regions where irrigation is an important component. Water reuse may also contribute, in a less apparent and more uncertain way, to nutrient pollution mitigation. While the treatment and energy costs are rather minor, the total costs depend significantly on infrastructure costs and the distance from the urban wastewater treatment plants to the irrigated land, therefore the attractiveness of water reuse will vary for farmers. This indicates that (1) reuse is most suitable where irrigation infrastructure already exists and the necessary additional investments are minor, and (2) the cost of water reuse should be considered in a broader context as a water management tool. This context should be extended to include, on the one hand, the whole value chain supplied by agriculture and, on the other, the process of river basin management where reuse may represent a measure with important co-benefits.

Im geheimen Auftrag Alexanders des Großen lebt er seit einigen Jahren in einem fernen asiatischen Reich. Es erstreckt sich in einem gewaltigen blauen Tal, eingeschlossen von einem 'Himmelsgebirge', dessen Wände 'undurchdringlich sind für den Wind und für die Freiheit'. Statt das Bewässerungsprojekt für den dortigen Despoten durchzuführen, bereitet er einen Aufstand gegen ihn vor.'Nicht zur Veröffentlichung bestimmt', heißt es in einer Akte des sowjetischen Geheimdiensts über Andrej Platonow und sein Romanprojekt 'Der makedonische Offizier'. Zwischen 1932 und 1936 entstanden, blieb es Fragment und wurde erst Mitte der neunziger Jahre in Russland veröffentlicht. Der dichte Text enthält nicht nur die schärfste Kritik an Stalin, die Platonow jemals formulierte, sondern auch seine Vorahnung einer von Menschen verursachten globalen Katastrophe.
