    Abstract: The Great Recession after 2008 did not turn out to be as deep and severe as the Great Depression of the 1930s. According to the European Commission, this positive result is due to the fact that economic policymakers around the world learnt their lessons from the Great Depression in stabilizing their financial systems and, moreover, that particularly the European Union and its economic governance system has become a shelter against negative external shocks in coordinating stabilization policies to maintain aggregate demand. This paper argues that the claim of the European Commission needs some qualifications: on the one hand, the lessons have not been applied appropriately in all EU and, particularly, Eurozone Member States. This is, on the other hand, not merely the result of mismanagement of individual governments but the systematic outcome of an ineffective and even counterproductive European economic governance system.     Abstract: "This study analyses options to improve the division of labour between the various donors of the European Union: the European Commission and the Member States. It was commissioned by the German Federal Ministry for Economic Co-operation and Development (BMZ). However, it is the responsibility of the German Development Institute (DIE) alone and any conclusions should not be attributed to BMZ. The study is part of a research project on division of labour in EU development co-operation of DIE, the Centre of International Relations at the University of Ljubljana and the Centre of African and Development Studies at the Technical University of Lisbon. Case studies on the possible roles of the New Member States and Portugal in a division of labour will be published in another DIE discussion paper." (author's abstract)

    Abstract: "Reducing disparities among regions within European countries is the aim of European and national structural policies. In particular, a European grant contributes to the German governmental program for equalizing regional unemployment. The goal is to bring it down to the national average by creating new and/or by safeguarding existing jobs. In the given paper the distribution of available aid among 271 German labor market regions is considered as an econometric decision problem. At first, the dependence of the unemployment rate on the amount of aid is estimated for each eligible region. Using this dependence, the variance of regional unemployment rates is expressed as a function of the regional subsidies. The optimal aid distribution among regions is obtained by minimizing this variance subject to the total budget constraint and administrative restrictions. The optimal figures computed are compared with statistical data for 2000-2002. They show that the regional unemployment in Wes

    Abstract: "Im Laufe des letzten Jahrzehnts haben die meisten OECD-Länder grundlegende Reformen ihrer Agrarpolitik in Angriff genommen. Die Frage, inwieweit politische Maßnahmen auf internationaler Ebene den Anstoß für diese Reformen gegeben haben, wird derzeit kontrovers diskutiert. Diese Diskussion wirft wichtige theoretische Fragen darüber auf, wie das Ausmaß der Interdependenz zwischen internationalen, regionalen (EU) und nationalen Politikänderungen theoretisch erfasst und empirisch bestimmt werden kann. Wir bieten das Konzept autonomer, miteinander verbundener Spiele als theoretischen Ansatz an, der zur Lösung dieser Fragen beitragen könnte. Dieser Ansatz könnte auch eine stringentere theoretische Analyse der Rolle internationaler Organisationen bei der Politikgestaltung ermöglichen. Der Schwerpunkt liegt insbesondere auf der Europäischen Kommission und dem GATT-Sekretariat.
