Klaus-Heiner Röhl, Mittelstandsexperte des Instituts der deutschen Wirtschaft Köln, hat sich vor allem angeschaut, inwiefern professionelles Beteiligungskapital hierzulande für Unternehmensgründungen und mittelständische Firmen zur Verfügung steht. Obwohl diese Finanzierungsform Ende der neunzige Jahre im New-Economy-Boom schon einmal dabei schien sich zu etablieren, muss man heute nach wie vor feststellen: Im Vergleich zu den USA ist Deutschlands Venture-Capital-Markt unterentwickelt. Beteiligungsgesellschaften und private Einzelinvestoren, auch Business Angels genannt, haben einen schweren Stand. Stattdessen ist die öffentliche Hand in Deutschland vermehrt dazu übergangen, ihre wirtschaftlichen Fördermittel in Form von Beteiligungskapital über die KfW Bankengruppe bereitzustellen. Wie gut das funktioniert – auch dieser Frage geht Röhl in seiner Untersuchung auf den Grund. Sein wichtigstes Fazit: Deutschland muss dringend für private Kapitalgeber attraktiver werden – und dafür sind vor allem die rechtlichen Rahmenbedingungen zu justieren.
