    In this paper we assess the impact of external economic liberalization in India on the transmission of aggregate shocks. We examine the relative importance of domestic and external shocks and capture their feedback effects by estimating an eight variable vector autoregression (VAR) model. We also test two propositions regarding the nature of India's liberalization policy: 1) under intermittency (or fits and starts') the transmission of aggregate shocks in the post-reform period is compared with two pre-reform periods; and 2) under gradualism the transmission of aggregate shocks over three consecutive episodes of economic reform are compared. Our test first consists of a simple regression analysis using output, interest rates, and prices for India and its world counterparts. The analysis is extended to include dummy variables and distributed lags method. Finally, we apply the recursive regression method and Chow-tests to uncover breaks in the estimated parameters. The preponderance of evidence suggests that India's liberalization policy has followed a continuous and smooth path, at least since the mid 1970s.

    Governments do not have perfect information regarding the priorities and the needs of different groups in the economy. This lack of knowledge opens the door for different groups to lobby the government in order to receive the government's support. We set up a model of hierarchical contests and compare the implications of a centralized allocation process with a decentralized allocation process.     We describe the simple analytics of the four main types of sales taxes under revenue neutrality: the retail sales tax, the value added tax, a cascading sales tax and a manufacturers' sales tax. The retail sales tax is shown to be equivalent to a value added tax. In order to produce equal revenues these two taxes must be at a higher rate than a cascading tax. However, output under a retail sales tax exceeds that under a cascading sales tax and deadweight losses are lower. The manufacturers' sales tax offers the worst of all worlds: with revenue neutrality the manufacturers' sales tax has a higher tax rate, lower output and greater deadweight loss than all the other taxes.

    This paper examines whether immigrants increase the likelihood of unemployment among native-born workers in the European Union. Earlier papers measure the presence of immigrants in the local labor market by computing the share of the foreigners in specific regions. This paper, instead, utilizes a unique feature of the 1988 Eurobarometer, which asks the native-born workers' assessment of the number of immigrants in the local market. By doing so, the association between unemployment of native-born workers in the European Union and presence of immigrants in the local labor market is evaluated from the native-born workers' own perspective. The empirical results indicate that there is little, if any, association between the presence of immigrants and unemployment among native-born workers.

The result that there is a 'premium' to work experience abroad for women is robust across the models we considered. For men, the return to working abroad is not generally significant.

    We analyze the early U.S. economic achievement of former Soviet citizens entering the United States during the period 1979 through 1985. Using the Soviet Interview project (SIP) data, we identify components of human capital acquired in the former Soviet Union (FSU), relating these to labor force participation and income outcomes in the United States. FSU education, experience and industry variables have important, variable and differing impacts upon both participation and income, and that such outcomes differ for males and females. FSU immigrants income is below U.S. income. Differing rates of return to characteristics, not the endowments themselves, are responsible for observed differentials.

    The speed at which immigrants assimilate is the subject of debate. Human capital formation plays a major role in this discussion. This paper compares the educational attainment of second generation immigrants to those of natives in the same age cohort. Evidence using a large German data set suggests ethnicity does matter: the size of the ethnic network has a positive effect on educational attainment, and a clear pattern is exhibited between countries-of-origin and educational attainment even in the second generation. For the children of the foreign-born, parental schooling plays no role in making educational choices. However, for Germans, contrary to the general findings in the literature, there is a statistically significant difference in favor of father's education over mother's education.

    This paper provides a statistical analysis of the determinants of attitudes towards foreigners displayed by Europeans sampled in Eurobarometer surveys in 1988 and 1997. Europeans who compete with immigrants in the labor market have more negative attitudes towards foreigners. In addition, an increased concentration of immigrants in local neighborhoods increases the likelihood of negative attitudes. Racial prejudice exerts a strong influence on anti-foreigner sentiment. The generally rising trend towards greater racial prejudice, and the decline in the strength of educational attainment in reducing negative attitudes towards foreigners, contribute to the increasing anti-foreigner attitudes between 1988 and 1997.

    This paper analyzes the determinants of rural poverty in India, contrasting the situation of the Scheduled Caste (SC) and Schedule Tribe (ST) households with the non-scheduled population. The incidence of poverty among SC and ST households is significantly higher than non-scheduled households. Using a probit decomposition analysis, we decompose the difference in the poverty rates between the scheduled castes (or tribes) and non-scheduled households into a part explained by the differences in characteristics and a part explained by the differences in probit coefficients. The paper finds that for SC households, differences in characteristics explain the gap in poverty rates more than differences in coefficients; while for ST households, it is the reverse. Differences in educational attainment explain about one quarter of the poverty gap for both social groups. Occupational structure strongly matters in determining the poverty gap for both SC and ST, as does differences in returns to individual occupations. While poverty rates are not very different between SC and ST households, the analysis suggests that the underlying factors for the higher incidence of poverty in these social groups are to a large extent different.

    This paper examines whether immigrants increase the likelihood of unemployment among native-born workers in the European Union. Earlier papers measure the presence of immigrants in the local labor market by computing the share of the foreigners in specific regions. This paper, instead, utilizes a unique feature of the 1988 Eurobarometer, which asks the native-born workers' assessment of the number of immigrants in the local market. By doing so, the association between unemployment of native-born workers in the European Union and presence of immigrants in the local labor market is evaluated fromthe native-bornworkers' own perspective. The empirical results indicate that there is little, if any, association between the presence of immigrants and unemployment among native-born workers.
