    Russia and China are assumed to challenge democratization and to promote autocracy. In a first step, we analyze Central Asia as the most-likely case, considering both Russia and China as relevant external actors. We develop a concept for our analysis based on the different strategies of Russia (dominance) and China (doing-business) towards the region and present the results of a qualitative study of the main dimensions of autocracy promotion with respect to regional and bilateral schemes. In a second step, we extend a previous framework (Melnykovska and Schweickert 2011) and provide econometric evidence based on a panel of post-socialist countries. We show that bilateral schems are (still) more relevant for external influences in Central Asia and that (unintentionally) China’s doing-business approach may in fact promote institutional change.     Bolivia's macroeconomic performance in the period 1994 to 1998 is analyzed and compared with the performance in former periods and the performance of other developing countries (grouped according to income, region, and debt status). This allows to assess what has been achieved in Bolivia since the deep crisis of the early 1980s. A special focus is whether the constraints to investment, economic development, and redistribution, i.e. on domestic savings, export performance, and fiscal revenues have been relaxed. Findings suggest an overperformance with respect to stabilization and an underperformance with respect to the growth constraints.

    Der Beitrag analysiert die Argentinien-Krise, vergleicht die makroökonomische Entwicklung von Argentinien, Brasilien, Chile und Mexiko seit der Mexiko-Krise und entwickelt Indikatoren zur Beurteilung der Entwicklungschancen dieser Länder. Für Argentinien wie für Brasilien, Chile und Mexiko zeigt sich im Zeitraum 1994-2002 kein eindeutiger Zusammenhang zwischen Wechselkursregime, realer Aufwertung, Staatsdefizit und Leistungsbilanzentwicklung. Strukturreformen und monetäre Stabilität sind daher für Argentinien wichtiger als Sparprogramme und ein flexibler Wechselkurs. Die Indikatoren "Makroökonomische Perspektiven", "Wettbewerbsfähigkeit" und "Strukturreformen" zeigen im internationalen Vergleich: Nur für Chile sind die Entwicklungschancen als gut und für Mexiko als durchschnittlich zu bezeichnen. Für Brasilien sind die Entwicklungschancen unsicher: die Schuldensituation des Landes ist nach wie vor als kritisch einzustufen und die Geldmarktzinsen sind - bei geringen und sinkenden Währungsreserven - nach wie vor hoch. This paper analyzes the Argentine crisis, compares the macroeconomic development in Argentina, Brazil, Chile and Mexico since the Mexican crisis, and develops indicators for the evaluation of development perspectives. For all four Latin American countries, there is no significant correlation between exchange rate regimes, real appreciation, public deficits, and current account developments. This implies that structural reforms and monetary stability are more important for Argentina than austerity programs and a flexible exchange rate. Indicators on "macroeconomic perspectives", "competitiveness", and "structural reforms" show in an international comparison that there are good development perspectives only for Chile. While Mexico shows an average performance, the situation of Brazil is uncertain: the debt situation remains risky and short-term interest rates remain high.

    Fortschritte bei der Armutsbekämpfung sind in Bolivien seit Beginn der Reformen eher bescheiden geblieben, wenn man die erzielten Stabilisierungs- und Wachstumserfolge als Referenz zugrunde legt; sie sind sogar enttäuschend, wenn man sie an den Zielen der Armutsreduzierungsstrategie misst. Die Armutsreduzierungsstrategie, die im Rahmen der Hilfe für hoch verschuldete Niedrigeinkommensländer (HIPC-Initiative) von Bolivien entwickelt wurde, ist vor allem als institutionelle Reform zu würdigen. Sie liefert einen Rahmen für den nationalen Dialog, beteiligt arme Bevölkerungsgruppen dadurch stärker am politischen Willlensbildungsprozess und stärkt durch quantitative Zielvorgaben das Problembewusstsein. Die Strategie weist allerdings wesentliche Schwachpunkte auf. Ein Schwachpunkt besteht darin, dass die Bedeutung von Flexibilitätshemmnissen für die Persistenz der Armut unterschätzt wird. Negative externe Schocks können nicht ausreichend absorbiert werden und treffen in erster Linie die Armen. Das auf wenige Wirtschaftsbereiche konzentrierte Wachstum erreicht dagegen fast nur die einkommensstärkeren Haushalte. Außerdem ist die Mobilisierung von Ersparnissen zu gering, um ein dauerhaftes, armutsreduzierendes Wachstum zu erreichen. Ein weiterer Schwachpunkt ist die unzureichende Fokussierung auf die traditionelle Landwirtschaft und den städtischen Arbeitsmarkt. Die Kleinbauern und die Anbieter einfachster Dienstleistungen im städtischen informellen Sektor sind von Armut am stärksten betroffen. Während die Kleinbauern kaum Produktivitätssteigerungen erzielen, bleiben für die informell Beschäftigten höher bezahlte Tätigkeiten im formellen Arbeitsmarkt weitgehend verschlossen. Eine stärkere Fokussierung der Armutsbekämpfungsstrategie könnte zu mehr Teilhabe dieser armen Bevölkerungsgruppen an der gesamtwirtschaftlichen Entwicklung beitragen: - In der traditionellen Landwirtschaft müssten Eigentumstitel formalisiert oder z.B. durch staatliche Garantien ersetzt werden, um den Landwirten Zugang zum formellen Kreditmarkt zu verschaffen und damit produktivitätserhöhende Investitionen zu ermöglichen; vom Staat oder von Nichtregierungsorganisationen subventionierte Kleinstkredite können nur eine ergänzende Rolle spielen. Komplementäre Investitionen in Forschung und Infrastruktur sollten die Angebotsbedingungen weiter verbessern, während die Schaffung der Möglichkeit, einen ersten Bildungsabschluss nach 8 Jahren statt bisher nach 12 Jahren zu erreichen, die soziale Mobilität der Landbevölkerung erhöhen würde. - Auf dem städtischen Arbeitsmarkt sind in erster Linie Deregulierungsbemühungen gefragt, um die Zugangsschranken zum formellen Arbeitsmarkt zu senken. Unterstützt werden sollte dies durch berufsbezogene Bildungsabschlüsse, Umwidmung von Bildungsausgaben zu Gunsten von Vorschulen und der Sekundarstufe, Hilfe bei der Schaffung von Wohnungseigentum und eine effiziente Bereitstellung von Basisdienstleistungen. Ohne die Schaffung besserer Rahmenbedingungen für die armen Bevölkerungsgruppen zeichnet die bolivianische Armutsreduzierungsstrategie ein zu optimistisches Bild. Die bereits geplanten Reformen des Arbeitsmarktes und des Steuersystems werden Bolivien nur bei optimistischen Annahmen über hohe Zuflüsse an Direktinvestitionen in die Lage versetzen, das in der Armutsreduzierungsstrategie angestrebte Mindestwachstum von 5 Prozent zu erreichen. Selbst dann ist es eher unwahrscheinlich, dass damit das Ziel der Reduzierung der Armutsrate um jährlich 1,5 Prozent realisiert werden kann.
