    Rapid technological advancements and shifting economic paradigms in the 21st century also continuously change the nature of work wherein more complex and sophisticated skill sets are being required. There is a growing recognition of the pivotal role soft skills play in preparing the youth for this evolving environment. However, there remains a notable gap in identifying what comprises these soft skills, or Transversal Competencies (TVC). The study aims to contribute to policy discussions to support the government in enhancing its understanding of soft skills building and in formulating strategies to cultivate a workforce well-prepared for the future. The study utilized different interrelated methodological approaches: scoping review and key informant interviews (KIIs), with distinct data-collection methods. The results of the scoping review and KIIs suggest there was no clear common definition of the concept or its dimensions. However, the Philippine articulations of TVCs commonly identify these three categories: (a) critical thinking and other cognitive skills, (b) interpersonal skills, and (c) intrapersonal skills. While these dimensions are prioritized, the data were less clear about what the priorities were in which TVC concepts and skills should be assessed. To lay the groundwork on potential assessments, a recommendation of the study involves a need to formulate a multicomponent assessment of soft skills aligned with basic and higher education curricula. Co-creating a systematic approach of developing assessments of TVCs may include stakeholder consultations, cost-benefit analyses, and meticulous test development phases to ensure technical expertise and appropriateness to local contexts. In the future, these assessments may also be leveraged for human resource development and learning in various employment sectors.

    We explore the role of interest rate policy in the exchange rate determination process. Specifically, we derive exchange rate equations from interest rate rules that are theoretically optimal under a few alternative settings. The exchange rate equation depends on its underlying interest rate rule and its performance could vary across evaluation criteria and sample periods. The exchange rate equation implied by the interest rate rule that allows for interest rate and inflation inertia under commitment offers some encouraging results - exchange rate changes "calibrated" from the equation have a positive and significant correlation with actual data, and offer good direction of change prediction. Our exercise also demonstrates the role of the foreign exchange risk premium in determining exchange rates and the difficulty of explaining exchange rate variability using only policy based fundamentals. -- Taylor Rule ; exchange rate determination ; mean squared prediction error ; direction of change ; foreign exchange risk premium

    This article analyzes contemporary Eritrea's acute crisis within the framework of the theory of anomie. It is based on the hypothesis that militarization, forced labor, mass exodus, and family disintegration can be interpreted as the consequences of two incompatible norm and value systems: the collectivist, nationalistic, and militaristic worldview of the former liberation front and ruling party People's Front for Democracy and Justice (PFDJ), and the traditional cultural system of Eritrea's society. In 2002 the regime introduced an unlimited "development campaign", thereby forcing large parts of the society to live as conscripts and perform unpaid labor. This has caused a mass exodus of young people and a rapid process of family disintegration. The article is based on empirical fieldwork and evaluates the ongoing developments, which have led to rapid economic decline and the destabilization of the entire fabric of society. -- Eritrea ; militarization ; forced labor ; family disintegration ; mass exodus ; anomie "In Eritrea werden keine Träume wahr": Anomie und Familiendesintegration als Folge der strukturellen Militarisierung der Gesellschaft Im vorliegenden Artikel wird die akute Krise, die Eritrea erfasst hat, im Rahmen der Anomietheorie analysiert. Der Text basiert auf der Hypothese, dass Militarisierung, Zwangsarbeit, Massenexodus und Familiendesintegration als Folgen zweier inkompatibler Normen- und Wertesysteme interpretiert werden können: der kollektivistischen, nationalistischen und militaristischen Weltanschauung der ehemaligen Befreiungsfront und nun regierenden People's Front for Democracy and Justice (PFDJ) und der traditionellen Wertordnung der eritreischen Gesellschaft. Im Jahr 2002 rief das Regime eine zeitlich unbegrenzte "Entwicklungskampagne" aus, die große Teile der Bevölkerung zu unbezahlter Zwangsarbeit als Rekruten zwingt. Dies verursachte einen Massenexodus der jüngeren Generation und zu einem rapiden Prozess der familiären Desintegration. Der Artikel basiert auf empirischer Feldforschung und analysiert die aktuellen Entwicklungen, die zu einem rapiden ökonomischen Niedergang und einer Gefährdung des gesamtgesellschaftlichen Zusammenhangs führten.

    Das reale Bruttoinlandsprodukt nahm in den neunziger Jahren in Deutschland je Jahr um etwa einen halben Prozentpunkt weniger zu als in den übrigen Ländern der Europäischen Währungsunion im Durchschnitt. Ein Teil der ?Wachstumslücke? kann durch Unterschiede der Staatsausgaben in Relation zum Bruttoinlandsprodukt bzw. durch eine unterschiedliche Entwicklung der Staatsausgabenrelation erklärt werden. Während die Staatsausgaben in Deutschland – gemessen am Bruttoinlandsprodukt – in den neunziger Jahren etwa konstant blieben, sind sie in den anderen Ländern der Währungsunion im Durchschnitt gesunken. In the nineties, the German economy grew about half a percentage point less than the rest of the European Monetary Union (EMU). The paper deals with differences in fiscal policy as a potential reason for this. At least a part of the “growth gap” between Germany and the rest of the EMU can be related to the difference in the relation of government expenditures to GDP. This relation was more or less constant in Germany in the nineties, whereas it declined significantly in the other EMU countries on average, thus contributing to higher growth there.

    Working in non-profit organizations has been shown to be good for individuals' satisfaction with their jobs despite lower incomes. This paper explores the impact of nonprofit work on life satisfaction more general for the British Household Panel Survey (BHPS) and finds a significant positive impact the size about more than a fourth of that of getting widowed. This effect is quite uniform across the subjective well-being distribution, and thus exists also for those who are already happy. Shadow prices peg this effect at around 22.000 GBP p.a., nearly the average amount of equivalent net household income in the sample analyzed (which is roughly 27.000 GBP p.a.). The positive effect can be explained by third sector workers enjoying their day-to-day activities more, being more happy (affectively) and feeling that they are playing a useful role in their lives.
