    Abstract: This article aims to analyze the work 'Mal-entendido em Moscou' ('Misunderstanding in Moscow'), by Simone de Beauvoir from to specific themes: the aging and the finitude. The book tells the story of André and Nicole, two retired professors who feel the weight of aging and travel to the USSR for the second time in their life. Thus, a series of misunderstandings start taking place: the lack of communication, the fear of aging, a long-standing love, the assumption of female identity, their political expectations and the difference between the characters’ comprehension of the world itself. In this text, I address these divergences, especially the impact of aging and the realization of finiteness by the main character and how these matters of uneasiness reverberate in all of us as well. Os indicadores da dimensão comunidade são os mais elevados e estão acima da média; os indicadores da dimensão crença são elevados ou médios; os indicadores da dimensão prática são baixos ou médios; os indicadores da dimensão norma são médios e estão próximos da média.     The dimensioning and behavior of environmental expenditures made by a country are required information to assess the relevance that the theme occupies in public and private agendas, because they allow for the understanding of priorities and commitments in the pursuit of sustainable development. Here we present the federal government’s environmental spending for the years between 2001 and 2018. During this period, the federal government spent an average of R$ 5.9 billion per year on the environment, which corresponds to a total of R$ 106.7 billion. This represents an average of 0.10% of GDP/year and 0.25% of total federal government spending/year. Or, to expenditures in the amount of R$ 30.43 per capita/year. The largest expenditures were practically shared among three themes: the management of aquatic resources, in particular with the payment of unemployment insurance for artisanal fisherfolk (25.65%), on other environmental protection activities, which includes the operational costs of the Ministry of the Environment and related institutions (25.63%), and the management of liquid effluents and wastewaters (24.73%). Compared to other LatinAmerican countries, Brazil’s spending on environmental protection is, proportionally, small, indicating that successive Brazilian governments have given low budgetary priority to environmental policies. Despite this, Brazil has developed a series of actions that have resulted in progress in environmental policies.

    In this paper we analyze Pesquisa Nacional por Amostra de Domicílios Contínua (PNAD Contínua) microdata from 2012 to 2018 to document how the mid-decade economic recession reversed the trend of pro-poor growth that dated back to the early 2000s. Since the recession, there was a rise in inequality and poverty levels and aggregate welfare decreased. While average incomes surged from 2017 to 2018 they were still below their peak in 2014. More than 80% of all income growth between 2015 and 2018 accrued to the top 5%. Most distributional statistics suggest Brazil in 2018 was either back at the same levels or even worse-off than in 2012. This paper also relies on decomposition techniques to investigate the immediate causes behind this reversal of fortune. We find that the effects of the recession on the labor market explain a lot of the recent changes, but public transfers also played a role in distributional dynamics – either by action or inaction. Social assistance transfers and unemployment compensation failed to address rising inequality and poverty in any significant way. At the same time, Social Security contributed to surprisingly large increases in inequality due to the rise in pensions to the well-off. Finally, we show that in the past few years poverty rates were much more sensitive to changes in inequality than in average incomes. Indeed, if there were no increase inequality Brazil would have made further progress in reducing poverty even amid the recession.

    Historically consolidated as the centre of the Brazilian industrialization process, the State of São Paulo, and particularly its metropolitan homonymous region, observed a relative loss of participation in the industrial product from the 1970s. Factors such as the diseconomies of agglomeration manifested in the Metropolitan Region of São Paulo and the direct public investments and fiscal incentives in economically lagging regions were relevant in this process. However, the “debt crack” in the 1980s and the redefinition of the state’s role since the 1990s implicates new challenges for regional development and industry dynamics, which atrophied its territorial links and weakened the process of productive distribution lauched in the previous decade. The formation of a preferential area of industrial concentration, known as the industrial polygon, is tried based on the locational decisions of the industry based in the MRSP through the Rais microdata, thus indicating the tendencies of occupation of the sector from its center-radial.

    The infrastructure of public services for rural areas and the outskirts of cities, on the global level, has shown the worst coverage and quality indicators. The World Health Organization (WHO) reported, in 2017, that 55% of rural inhabitants had access to safe water and only 35% had access to a safe sanitation system. In Latin America and Brazil, the fact is no different, according, as highlighted in this paper. In the country, close to 31 million people live in the countryside and depend on individual or collective solutions. Because of the low amount of data and publications on this subject, the main objective of this text is to describe this reality and highlight water supply solutions in rural areas, their importance, difficulties and challenges. We discuss the experience of Latin America and Brazil with solutions through Community Organizations for Water and Sanitation Services (OCSAS), or community water management (GCA), whose actions are aligned with the United Nations Sustainable Development Goals (SDGs). The need for protagonism and community organization is highlighted, as well as the participation of social organizations, in addition to the actions of the State and sanitation companies, to enable simplified water supply solutions for rural producers, indigenous and traditional communities. The text identifies several bottlenecks and points out suggestions for guarantee financing, expansion and continuity of community water systems.
