    President Vladimir Putin escalated Russia's war on Ukraine in September 2022, announcing a partial mobilisation and repeating his threat to use nuclear weapons. But what really ended efforts to bring about peace - which had continued since the 24 February invasion - was the proclaimed annexation of the Ukrainian oblasts of Luhansk, Donetsk, Zaporizhzhia and Cherson. Since his election in 2019, Ukrainian President Volodymyr Zelenskyy has repeatedly called on Putin to agree to a personal meeting, even in the first weeks of this year's Russian invasion. But on 4 October 2022, in response to the actions of the Russian side, he signed a decree rejecting direct talks. Ever since the beginning of the Russian aggression in 2014, and all the more so since 24 February 2022, the course of Ukrainian-Russian negotiations has been highly dependent on the situation in the battlefield and the broader political context.

    Direct negotiations on a ceasefire in Russia's war against Ukraine broke down within just a few months. Today, Moscow and Kyiv are pursuing diplomatic initiatives in order to shape the international context of the war in their favour. Russia’s war diplomacy aims to weaken the "collective West" at the global level as part of its strategy to bring external support for Ukraine to a halt. Ukraine is seeking to isolate Russia internationally. Meanwhile, Russia’s illegal war of aggression continues. If there is to be even a possibility of ceasefire negotiations in the future, Germany and its partners must carry on providing military support to Ukraine.

    Die "Präsidentschaftswahl" 2024 ist so stark manipuliert wie keine andere Wahl in der postsowjetischen Geschichte Russlands. Der politische Kontext ist diktatorisch, die Usurpation der Macht durch das Regime umfassend. Es herrscht Kriegszensur. Politischer Wettbewerb wird nicht einmal simuliert. Der Tod Alexej Nawalnys hat die Atmosphäre der Angst, in der die Abstimmung stattfindet, verstärkt. Die "Wahl" ist ein autoritäres Plebiszit. Dennoch zeigten sich im Vorfeld regime- und kriegskritische Regungen in der Bevölkerung. Deutschland und Europa sollten klarstellen, dass diese Wahl nicht demokratisch ist und keine Legitimität besitzt. Wichtiger ist jedoch, den Kontakt zu kriegskritischen Menschen in Russland zu halten.

    In the last decades global food value chains have seen the need for increasing vertical coordination in order to secure quality standards. A prominent way to govern the relationships between farmers and agri-business firms are farming contracts. We study the role of trust, risk and time preferences for farmers' contract choices in a discrete choice experiment among Ghanaian pineapple farmers. We find that experimental measures of trust, risk and time preferences can predict preferences for contract attributes. Especially trust has economically important effects on the willingness to pay for transparent quality controls. Differences in preferences for timing of payment and timing of agreement making cannot be explained by trust levels but the time preferences. Risk-sharing in form of reduced quality requirements is less important for risk-seeking individuals compared to risk-neutral or risk-avers farmers. Including behavioral preferences can significantly improve the explanatory power of the models. Our results indicate that preferences affect farmers' participation constraints and argue that a diversification of contract offers might increase the willingness of farmers to participate in contract farming. This has implications for companies who aim at developing stable long-term relationships with farmers.

    In November 2002, an international conference was held at the Institute of Germanic Studies in London in order to commemorate the 125th anniversary of Hermann Hesse's birth. Twenty distinguished speakers from North and South America, Russia, Switzerland, Germany and the United Kingdom attended the three-day conference with the specific aim of exploring the continuing importance of this widely read German-language author. This volume brings together the various responses to the complex challenge that Hesse, whose sheer success is sometimes seen as detracting from his status, presents to literary scholarship around the world. The author's current image among readers and scholars is approached from several distinct thematic and theoretical perspectives, with the objective of providing a concise overview of current research. The volume offers new readings of a number of Hesse's seminal works and makes a significant contribution to academic research into his past and present standing as a global icon. As the title suggests, the focus is on 'Hermann Hesse Today'. The book investigates his current significance for a modern readership, taking account of his importance in the lecture theatre and classroom, the multi-facetted applicability of his moral, ethical and aesthetic concerns in the context of a fragmented world, and the continuing relevance of his writings. With the ever-increasing importance of modern preoccupations such as the ecological movement or the growth of the internet, a fresh look at Hesse's works is long overdue. The most obvious sign of this is the appearance of a definitive, historical-critical edition of his works (prose, poetry, and literary criticism), which will give access to much hitherto unpublished material and stimulate fresh debates on an author who ranks among the best-known and most influential figures of the twentieth century. This volume will be of interest to teachers of German in higher education and their students as well as researchers and the general readership that continues to take an interest in Hesse on both sides of the Atlantic.

    Contract compliance is key for economic growth. However, determinants affecting contract breach are not yet well understood. In this paper, we focus on contract situations with a potential hold-up problem, such as contract farming agreements which are prevalent in many developing countries. We examine if agents' payoff expectations serve as a reference point affecting (non-)compliant behavior by inducing a subjective loss when the agent compares the realized payoff and the expected payoff from the contract. Results from our lab experiment in Ghana indicate that overconfident agents, i.e., agents with relatively high payoff expectations, breach more often than underconfident agents, i.e., agents with relatively low payoff expectations. Moreover, more pronounced individual loss aversion amplifies the effect of subjective losses on contract breach. In a treatment, we manipulate agent's overestimation exogenously and use it as an instrument to demonstrate that the reported effects are causal.

    The invasion of Ukraine on 24 February 2022 has catapulted Russia from hard autoc­racy into dictatorship. The relationship between state and society is growing increasingly totalitarian. This is no bolt from the blue: Today’s wartime censorship and re­pression are based on laws passed successively since the early 2010s. Vladimir Putin’s decision to go to war has absolutised the Russian power vertical. The negation of rights has accelerated, propaganda is massive and the suppression of independent media, opposition and civil society comprehensive. This will not change as long as Putin remains in power. But in the medium term the immense pressure generated by the war and the Western sanctions could bring about domestic political change and see an end to Putin’s regime. The conceivable scenarios, however, point to destabilisation rather than democratisation.

    Zusammenfassung: Direct negotiations on a ceasefire in Russia's war against Ukraine broke down within just a few months. Today, Moscow and Kyiv are pursuing diplomatic initiatives in order to shape the international context of the war in their favour. Russia’s war diplomacy aims to weaken the "collective West" at the global level as part of its strategy to bring external support for Ukraine to a halt. Ukraine is seeking to isolate Russia internationally. Meanwhile, Russia’s illegal war of aggression continues. If there is to be even a possibility of ceasefire negotiations in the future, Germany and its partners must carry on providing military support to Ukraine
