    The Netherlands has ambitious greenhouse gas emission reduction targets for the future - to cut them by 49 percent below 1990 levels by 2030 and 95 percent by 2050. These targets and the likely new EU-wide targets under the recent EU Green Deal entail a rapid acceleration in decarbonization. This paper discusses the government's mitigation strategy and advances several recommendations to complement and reinforce that strategy and to achieve better alignement of the effective carbon prices across sectors. The paper discusses alternatives to make the recently-introduced industry carbon levy more effcient and recomends the use of revenue-neutral feebate schemes in industry, transportation, buildings, and agriculture. For power generation, it recommends eliminating taxes on residential and industrial electricity, supplementing the coal phaseout plan with an increase in the CO2 emissions floor price. The impacts of these reforms on consumption would be low and relatively evenly split across the income distribution

    This study seeks, in a preliminary way, to evaluate national and international experiences in the use of cross-subsidies applied to transport infrastructure concessions with less commitment from the public budget. Alternatives to the adopted concession models are analyzed, such as the use of public funds, the concession through bundles of projects and clearing house systems, in order to identify the specificities, advantages and disadvantages of the selected models. We conclude that the improvement and strengthening of the Brazilian institutional framework with regard to fiscal management is essential to ensure the success of concession models involving cross-subsidy with the use of public resources.

    We study the interaction between transit improvements and land use policies in the context of Bengaluru, one of India's largest cities. The city inaugurated a metro system in 2011. Yet it has low building heights even near metro stations, reflecting low floor-area ratio limits. We construct a rich dataset that includes information on travel times between 198 wards, parcel-level land use, and building heights from satellite images. We then build a quantitative spatial model where heterogeneous workers choose among different commuting modes. The simulations show that the metro system increases citywide output and welfare, even net of costs. However, the net gains are several times larger when floor-area ratio limits are relaxed near metro stations (transitoriented development) or in the city center. Moreover, the metro and transit-oriented development are complementary-their joint effect on incomes, prices, and welfare is greater than the combined effect of the two policies implemented separately.

    This report estimates the CO2 emissions of freight transport on a hypothetical high-speed rail (HSR) line along the northern route, from Lyon to Warsaw, of a 'European Silk Road' (ESR). Using a methodology consisting of predictions regarding the freight-carrying capacity of the future HSR, and the freight modal shift, our results indicate that a best-case scenario, at a project lifecycle of 60 years, in which all trains run with 257 tonnes of load, provides for a reduction of 176.2 Mt of net CO2 emissions compared with current levels. These lifespan savings are comparable to a reduction of net emissions by close to 24% of the overall EU transport sector emissions (excluding air transport) of one year (as measured by the net emissions in 2018). The net negative emissions in the optimistic full-capacity scenario will compensate for the construction costs in 13 years. Thus, the potential for emission reduction along the northern route of the ESR is quite substantial, given that this is just one line, with limited capacity. This hints at the importance that bold missions, such as the construction of a pan-European HSR network, could have for the definition of a European Green Industrial Policy that is capable of supporting the fulfilment of the goals of the Paris Agreement on climate change.

    In recent years, extreme weather around the world due to climate change has occurred increasingly frequently, and countries globally have gradually realized the harm caused by global warming. All countries are also making efforts to promote less consumption of fossil fuel energy and the use instead of renewable energy technologies that are environmentally friendly and have lower carbon emissions. The transportation sector, as a main contributor to energy consumption and pollution emissions, is receiving increasing attention. At the same time, new energy vehicles are more energy efficient and environmentally friendly than fuel vehicles, making them more prevalent in the automotive market, which is flourishing. Green hydrogen energy can be used as a renewable, clean, and efficient energy source for new energy vehicles and is also gradually being used in transportation to promote the goal of carbon neutrality. This paper reviews the research on hydrogen energy in the transportation field, summarizes the previous research results, and presents the challenges to the future application of hydrogen energy.

    Denmark has a highly ambitious goal of reducing greenhouse gas emissions 70 percent below 1990 levels by 2030. While there is general agreement that carbon pricing should be the centerpiece of Denmark’s mitigation strategy, pricing needs to be effective, address equity and leakage concerns, and be reinforced by additional measures at the sectoral level. The strategy Denmark develops can be a good prototype for others to follow. This paper discusses mechanisms to scale up domestic carbon pricing, compensate households, and possibly combine pricing with a border carbon adjustment. It also recommends the use of revenue-neutral feebate schemes to strengthen mitigation incentives, particularly for transportation and agriculture, fisheries and forestry, though these schemes could also be applied more widely.
