    In Resurrecting Nagasaki, Chad R. Diehl examines the reconstruction of Nagasaki City after the atomic bombing of August 9, 1945. Diehl illuminates the genesis of narratives surrounding the bombing by following the people and groups who contributed to the city's rise from the ashes and shaped its postwar image in Japan and the world. Municipal officials, survivor-activist groups, the Catholic community, and American occupation officials interpreted the destruction and envisioned the reconstruction of the city from different and sometimes disparate perspectives. Each group's narrative situated the significance of the bombing within the city's postwar urban identity in unique ways, informing the discourse of reconstruction as well as its physical manifestations in the city's revival. Diehl's analysis reveals how these atomic narratives shaped both the way Nagasaki rebuilt and the ways in which popular discourse on the atomic bombings framed the city's experience for decades

    Siyria’s civil war has long since been decided in favour of the regime. There is no prospect of a negotiated settlement, reconciliation or lasting stabilisation. Syria faces enormous challenges, well beyond the rebuilding of infrastructure and housing. It will also need assistance to restart its economy, stabilise its currency and renew its public services, in particular education, health, electricity and water. The funds required for comprehensive reconstruction are extremely unlikely to become available, given the attitude of the Syrian leadership, the economic ramifications of the Covid-19 pandemic, and the geopolitical interests of regional and global powers. Nor are resources likely to be deployed in line with the needs of the population. The EU and its member states have made engagement in Syria’s reconstruction conditional on viable steps towards a negotiated conflict settlement and a political opening. They should adapt their approach to align better with the current realities and challenges on the ground. That means in particular targeting humanitarian aid more effectively, dismantling certain sectoral sanctions and supporting the rehabilitation of basic infrastructure - even in areas controlled by the Syrian government. This would represent a more effective contribution to improving living conditions and avoiding further erosion of public services. Lasting stabilisation will require fundamental reforms. In this vein, Brussels should spell out its “more for more” approach. Europe should refrain from normalising relations with the top leaders of the Assad regime and instead step up its support for prosecution of war crimes, grave human rights violations and the use of internationally banned weapons.

    In diesem Diskussionspapier legt das Umweltbundesamtes (UBA) erste Überlegungen für ein nachhaltiges Wiederaufbauprogramm für die Ukraine vor. Für die Gestaltung eines Wiederaufbauprogramms sollten nach Auffassung des UBAs die folgenden Grundsätze gelten: Integration von Umwelt-, Nachhaltigkeits- und Wirtschaftspolitiken; Resilienz; Suffizienz; sozial gerechte Gestaltung des Wiederaufbaus; Ownership; Lernorientierung; Solidarität; Nutzung von Potentialen der Digitalisierung. Die folgenden Rahmenbedingungen (Policy Mix) sollten für das Programm gelten: Ökologische Energiepreisreform; sozialökologische Steuerreform und Abbau umweltschädlicher Subventionen; grüne Innovationen aus der Wissenschaft und dem Privatsektor für die Wirtschaft, Gesellschaft und Verwaltung fördern; grüne(re) Arbeitsplätze schaffen, Qualifikationsoffensive starten; nachhaltige Beschaffungspolitik; Potentiale der zentralen Wirtschaftssektoren ausschöpfen. Einige, wesentliche Felder eines Wiederaufbauprogramms umfassen: Reduktion der Umwelt- und Klimabelastungen; Energie; Industrie; Verkehr; Infrastruktur; Städte; Bauen und Wohnen; Landwirtschaft; Governance und institutionelles Design. Für die politische Gestaltung des Wiederaufbauprogramms durch die ukrainische Regierung, die EU und die internationale Gemeinschaft werden vom UBA die folgenden Politikempfehlungen gegeben: umfassende Transformation zu einer nachhaltigen Wirtschaft und Gesellschaft; Durchführung eines Post-conflict environmental assessment; umfassende, nachhaltige Modernisierung der Industrie; Transformation des Energiesystems; Entwicklung einer nachhaltigen Landwirtschaft. This discussion paper presents the German Environment Agency's (UBA) initial considerations for a sustainable reconstruction program for Ukraine. In UBA's view, the following principles should apply to the design of a reconstruction program: Integration of environmental sustainability and economic policies; resilience; sufficiency; socially just design of reconstruction; ownership; learning orientation; solidarity; use of potentials of digitalization. The following frameworks (policy mix) should apply to the program: Green energy price reform; social-ecological tax reform and dismantling of environmentally harmful subsidies; promote green innovations in economy, society and administration; create green(er) jobs, launch skills offensive; sustainable procurement policy; exploiting potentials of central economic sectors. Some, essential fields of a recovery program are: Reducing environmental and climate impacts; energy; industry; transportation; infrastructure; cities; construction and housing; agriculture; governance and institutional design. For the policy design of the reconstruction program by the Ukrainian government, the EU and the international community, UBA makes the following policy recommendations: comprehensive transformation to a sustainable economy and society; implementation of a post-conflict environmental assessment; comprehensive, sustainable modernization of the industry; transformation of the energy system; development of sustainable agriculture.

    Russia’s brutal war against Ukraine has disastrous consequences for the country. Although an end to the war is currently not in sight, it is already clear that a huge international effort will be required to support Ukraine’s reconstruction. At the Ukraine Recovery Conference in July, the Ukrainian government presented a National Recovery Plan that envisions a deep modernisation of the country. The Ukrainian government’s reconstruction priorities are well in sync with the European Union’s (EU) ambition to promote Ukraine’s transformation towards an EU member state and to foster the country’s green and digital transition. The National Recovery Plan fully embraces the "build back better" principle and closely aligns the reconstruction plans with the EU’s norms and standards. The EU, on its part, is willing to bear a major share of the international effort required for Ukraine’s recovery. However, the same degree of unity and resolve that the EU showed when forging its initial response to the war will be needed to realise a strong EU leadership role in supporting Ukraine’s long-term reconstruction. To provide a sustainable basis for Ukraine’s recovery, the EU and member states need to combine ad hoc humanitarian assistance with predictable, long-term support for reconstruction. In doing so, they should consider the following key recommendations: Adopt a two-phase approach to reconstruction. The modernisation and transformation of Ukraine towards an EU member state will take several years. At the same time, the vast infrastructure losses that Ukraine is currently facing need to be addressed urgently, ideally before the winter sets in. Hence, international donors should prioritise the reconstruction of infrastructure related to basic needs, including schools, hospitals, housing, electricity grids and roads. In a second phase, deeper modernisation efforts and institutional reforms that are of relevance for eventual accession to the EU should follow. Set up adequate governance mechanisms for the joint management and oversight of reconstruction efforts. The Ukrainian government and the EU should set up a coordination platform that also involves other international partners and Ukrainian civil society actors. This platform should then develop institutional governance mechanisms for the management and oversight of projects, and ensure close coordination between the Ukrainian government and international partners. Negotiate a comprehensive agreement on the EU’s contribution to the reconstruction of Ukraine. A timely agreement on the governance and funding of the EU’s long-term assistance to Ukraine is needed. A mixed strategy that includes borrowing capital on behalf of the EU on the markets and funnelling additional contributions by member states to the EU’s budget might be a potential way forward. In addition, the EU should swiftly examine legal possibilities to channel sanctioned Russian assets towards Ukraine’s recovery. Continue and expand military assistance to Ukraine. Substantive investments in Ukraine’s reconstruction should not come at the expense of necessary military aid. One priority should be to strengthen Ukraine’s ability to protect its skies against Russian missile attacks. Moreover, the EU should realise its plans for an EU military training mission, provided that it creates real added value to existing efforts and matches Ukrainian needs.

    Russlands brutaler Angriffskrieg auf die Ukraine hat katastrophale Folgen für das Land. Zwar ist aktuell kein Ende des Krieges in Sicht, doch ist bereits absehbar, dass es enormer internationaler Anstrengungen bedürfen wird, um die Ukraine beim Wiederaufbau zu unterstützen. Auf der Ukraine Recovery Conference im Juli stellte die ukrainische Regierung einen nationalen Wiederaufbauplan vor, der eine tiefgreifende Modernisierung des Landes vorsieht. Die Prioritäten, die die ukrainische Regierung für den Wiederaufbau setzt, lassen sich gut mit dem Ziel der Europäischen Union (EU) vereinbaren, die Ukraine fit für einen EUBeitritt zu machen und den grünen und digitalen Wandel des Landes voranzutreiben. Die EU ist ihrerseits bereit, einen großen Teil der für den Wiederaufbau der Ukraine erforderlichen internationalen Anstrengungen zu stemmen. Allerdings muss die EU, will sie beim langfristigen Wiederaufbau der Ukraine eine starke Führungsrolle übernehmen, genauso viel Einigkeit und Entschlossenheit zeigen wie zu Kriegsbeginn. Um eine nachhaltige Grundlage für den Wiederaufbau der Ukraine zu schaffen, müssen die EU und die Mitgliedstaaten humanitäre Ad-hoc-Hilfe mit verlässlichen, langfristigen Wiederaufbaumaßnahmen kombinieren. Dabei sollten sie die folgenden zentralen Empfehlungen berücksichtigen: Einen zweistufigen Ansatz für den Wiederaufbau verfolgen Die Modernisierung und Vorbereitung der Ukraine für einen EU-Beitritt werden mehrere Jahre dauern. Gleichzeitig müssen die enormen Infrastrukturverluste in der Ukraine dringend behoben werden, am besten noch vor dem Wintereinbruch. Daher sollten die internationalen Geber dem Wiederaufbau der kritischen Infrastruktur Vorrang einräumen, wie etwa Schulen, Krankenhäusern, Wohnungen, Stromnetzen und Straßen. In einer zweiten Phase sollten umfassendere Modernisierungsmaßnahmen und institutionelle Reformen für einen EU-Beitritt folgen. Geeignete Steuerungsmechanismen für den Wiederaufbau einrichten Die ukrainische Regierung und die EU sollten eine Koordinierungsplattform einrichten, an der auch andere internationale Partner und Akteure der ukrainischen Zivilgesellschaft beteiligt sind. Sie sollte dazu dienen, institutionelle Mechanismen zur Steuerung und Überwachung der Projekte zu entwickeln, und eine enge Koordinierung zwischen der ukrainischen Regierung und internationalen Partnern ermöglichen. Ein umfassendes Abkommen über den Beitrag der EU zum Wiederaufbau der Ukraine aushandeln Es braucht zeitnah ein Abkommen über die Steuerung und Finanzierung der langfristigen EU-Hilfe für die Ukraine. Möglich wäre eine kombinierte Strategie, die eine gemeinsame Kreditaufnahme durch die EU und zusätzliche Beiträge der Mitgliedstaaten zum EU-Haushalt umfasst. Darüber hinaus sollte die EU zügig rechtliche Wege prüfen, um eingefrorene russische Vermögenswerte für den Wiederaufbau der Ukraine einzusetzen. Die Militärhilfe für die Ukraine fortsetzen und ausweiten Umfangreiche Investitionen in den Wiederaufbau der Ukraine dürfen nicht zu Lasten der notwendigen Militärhilfe gehen. Zuallererst sollte die Ukraine dabei unterstützt werden, ihren Luftraum gegen russische Raketenangriffe zu verteidigen. Darüber hinaus sollte die EU ihre Pläne für eine militärische Ausbildungsmission verwirklichen, vorausgesetzt, sie schafft einen echten Mehrwert zu den bestehenden Bemühungen und entspricht dem ukrainischen Bedarf.

    Der Wiederaufbau der Ukraine beginnt jetzt - auch wenn das Umfeld, in dem er stattfindet, von Krieg, Gewalt und Zerstörung geprägt ist und Russland seinen Angriffskrieg fortsetzt. Mit der Aufnahme der Ukraine als Beitrittskandidat hat die Europäische Union (EU) den Wiederaufbau auch zu ihrer Aufgabe gemacht. Damit er gelingen kann, sind spezifische Rahmenbedingungen zu beachten, aber auch Erfahrungen aus anderen Wiederaufbauprozessen, etwa auf dem Westbalkan oder im Irak: Funktionale Staatlichkeit: Im Vergleich zu vielen anderen Fällen liegen in der Ukraine bessere interne Voraussetzungen vor, insbesondere eine funktionale und breit akzeptierte Staatlichkeit in weiten Teilen des Landes. Wiederaufbauhilfe kann eine zukunftsorientierte, ökologisch nachhaltige Transformation von Wirtschaft und Gesellschaft anstoßen. Zugleich besteht die Gefahr, dass massive externe Mittelzuflüsse alte Korruptions- und Patronagenetzwerke alimentieren und neue entstehen lassen. Um dem entgegenzuwirken, sind klare Rechenschaftslegung und Sanktionen im Falle von Missbrauch erforderlich. Agile Planung statt linearem Phasenmodell: Wiederaufbau findet in einem Kontext großer Ungewissheit statt. Die Planungen müssen daher für unterschiedliche Kriegsverläufe anpassungsfähig sein. Eine lineare Abfolge von Wiederaufbauphasen wird dem nicht gerecht. Dies zeigt sich bereits jetzt bei der Sicherung der kritischen Infrastruktur. Ihr Funktionieren ist essenziell für das tägliche Leben der Bevölkerung und für jede Art des Wiederaufbaus; zugleich kann sie jederzeit wieder Ziel von Angriffen werden. Ukraine als selbstbewusster Partner: Die ukrainische Regierung tritt in Folge des Kriegsverlaufs selbstbewusst gegenüber internationalen Gebern auf. Dies ist grundsätzlich positiv, kann aber auch zu Reformresistenz führen. Die Aussicht auf einen EU-Beitritt schafft hier einen gemeinsamen Zielhorizont und kann kohärente Kriterien auch für den Wiederaufbauprozess begründen - jedoch nur so lange, wie die Beitrittsperspektive tatsächlich glaubwürdig bleibt. Steuerung der Wiederaufbauhilfe: Als Koordinationsinstrument haben sich Wiederaufbaufonds bewährt. Ob es einen oder mehrere komplementäre Fonds geben wird, ist eine offene Frage. Ein zentraler Ukrainefonds sollte geberseitig von der Europäischen Kommission (ko-)geleitet werden, da sie mit dem EU-Beitritt über den stärksten Reformanreiz verfügt. Dazu müsste die EU indes sicherstellen, dass Kommission und Mitgliedsstaaten gemeinsam auch den größten Anteil der Mittel einbringen. Vielfalt und Inklusivität: Die Governance-Strukturen des Wiederaufbaus sollten darüber hinaus so ausgestaltet werden, dass sie pluralistischen politischen Institutionen und zivilgesellschaftlichen Stimmen in der Ukraine Teilhabe und Mitsprache eröffnen sowie Geschlechtergerechtigkeit stärken. Um einem "Braindrain" entgegenzuwirken, müssen sich zudem jüngere und mobile Bevölkerungsschichten (inklusive Geflüchteter im Ausland) beteiligt fühlen können. Sozialer Ausgleich: Wesentlich wird auch die Berücksichtigung sozialer Aspekte im Wiederaufbau sein. Angesichts der alarmierenden Verarmung der Bevölkerung infolge des Krieges werden vulnerable Gruppen besondere Unterstützung benötigen. Investitionsanreize: Wesentliche Wiederaufbauleistungen müssen von der Privatwirtschaft erbracht werden. Dafür müssen klare Anreize geschaffen werden, u. a. durch Investitionsgarantien. Sensibilität für Traumatisierung: Der Wiederaufbau findet in einem Kontext von Gewalt und Traumatisierung statt. Das erfordert eine besondere Sensibilisierung aller Beteiligten für den Umgang mit Opfern von Gewalt und einer traumatisierten Gesellschaft.

    Rebuilding Ukraine starts now - even if it is being undertaken against a backdrop of conflict, violence and destruction, with Russia continuing to wage its war of aggression. In granting Ukraine European Union (EU) candidate status, the EU has also made the country’s recovery one of its own priorities. If this reconstruction project is to succeed, then it is necessary to take into account specific contextual conditions, along with experiences from other recovery processes, such as those in the Western Balkans and Iraq. Functional statehood: Ukraine is better placed in this regard than many other countries, particularly given the functional and widely accepted statehood throughout much of its territory. Reconstruction assistance can kick-start a forward-looking, sustainable green transformation in the economy and society. At the same time, there is a risk that massive external cash flows could feed old networks of corruption and patronage and create new ones. Clear accountability structures are required, along with sanctions for the misuse of funds, if this is to be counteracted. Agile planning over linear phase model: Rebuilding work is taking place in an atmosphere of great uncertainty. Consequently, planning processes must be flexible in order to adapt to different war scenarios. A linear sequence of recovery phases fails to properly address the situation. This is already visible when it comes to efforts to secure critical infrastructure. Its proper functioning is essential to people’s daily lives and to all forms of reconstruction, yet this infrastructure could become a target for attacks again at any time. Ukraine as a self-confident partner: As a result of the war’s trajectory, the Ukrainian Government is adopting a self-assured demeanour in its dealings with international donors. While this is essentially a positive thing, it can also give rise to a resistance to reform. The prospect of EU accession creates a common objective to work towards and can also establish coherent criteria for the recovery process, but only as long as accession remains a credible prospect. Managing reconstruction assistance: Recovery funds have proven an effective means of coordination, though it remains to be seen whether there will be a single fund or several complementary ones. A central Ukraine fund should be (co-)managed on the donor end by the European Commission, as it has at its disposal the strongest reform incentive, namely EU accession. In the meantime, the EU needs to ensure that the Commission and the member states also provide the majority of the funding between them. Diversity and inclusion: The governance structures of the reconstruction project should be designed to afford participation and a say to pluralist political institutions and civil society voices, and strengthen gender equality. In order to counter brain-drain, it is also imperative that young, mobile population groups (including refugees abroad) feel included. Social equity: Incorporating social factors into the recovery process will also be essential. Vulnerable groups will require particular support, given the alarming level of impoverishment among the population as a result of the war. Investment incentives: Essential reconstruction services have to be provided by the private sector. This requires that clear incentives be created, not least by providing investment guarantees. Developing trauma sensitivity: The rebuilding work is taking place in a context of violence and trauma. This requires that all stakeholders develop a particular sensitivity in dealing with survivors of violence and engaging with a traumatised society.

    Ukraine is a big country with a developed multimodal transport infrastructure that includes a network of roads, railways, airports and seaports, as well as pipelines. In addition, the country has significant infrastructure for electricity generation and distribution, and for gas transportation. Ukraine is an urbanised country, with 46% of its population living in an apartment. The ongoing armed aggression by the Russian Federation has had a significant impact on Ukrainian infrastructure, leading to the destruction of roads, rail tracks, power stations and housing units. Over the next few years, the infrastructure sector will require significant financing, prioritisation and coordination between the Ukrainian government and international actors, based on the principles of multimodality, flexibility, connectivity and sustainable urban mobility. Energy and housing infrastructure should rely on renewable energy sources, distributed generation and energy-efficient housing. In addition, domestic infrastructure policies should be combined with EU infrastructure initiatives.

    In reaction to the mass killings, atrocities, and hostage-taking by Hamas, the Palestinian Islamic Jihad and other militant groups on 7 October 2023, Israel declared war, further tightened the closure of the Gaza Strip, and started a military operation. More than four months into the war, there has been limited progress towards fulfilling Israel’s war aims. At the same time, Gaza’s civilian infrastructure and residential buildings have been largely destroyed, its population has been internally displaced, more than 27,000 Palestinians have been killed, and the humanitarian situation has become ever more horrific. As Israel’s representatives have announced elements of a post-war order, and as military operations are increasingly determining facts on the ground, international actors have also started to engage on the topic of the “day after”. Yet, the interests, priorities, and capabilities of the main protagonists hardly align. Still, the European Union (EU) and its member states should seek to contribute towards ending the war and sustainable stabilisation. Such efforts will have to address governance, security, reconstruction, and a political framework.
