Over the centuries, they have collected a wealth of source texts in various languages, Turkish texts being prominent among them. The present catalogue is the fourth and final volume in a series that covers the Turkish manuscripts preserved in public libraries and museums in the Netherlands. The volume gives a detailed description of Turkish manuscripts in minor Dutch collections, found in libraries and museums in Amsterdam, Groningen, The Hague, Leiden, Rotterdam and Utrecht, which hitherto have received little or no attention.

    Non-Conceptual Negativity: Damaged Reflections on Turkey critiques those who have accused Deleuze of an unbounded affirmation which, according to them, has played directly into the hands of capitalist modes of production. Yet no one has acknowledged that under the aegis of nano-fascism, late capitalism has grown into Neanderthal capitalism, invented and developed in laboratory countries like Turkey with the aid of an international Neanderthal league. Layer upon layer, Aracagök explains in fragmentary fashion that it is not only a matter of how Turkey has grown into a prime laboratory of nano-fascism with the aid of the US and the European Union, but also how the results obtained from this laboratory are put into practice in different countries under Neanderthal capitalism, enslaving each and every one of us into accepting even the position of suicide bomber. As none of us is exempted from nano-fascism today, perhaps it is timely to reconsider the ways in which Deleuzian thought is appropriated in the form of an unquestioned affirmation of everything and how its critique has ended up in an old-fashioned formulation of the in-dividual according to a party program. If this all goes to show that we are face to face with a route different from the accepted forms of affirmation — that is, if we are all affirmed and seem to be happily affirming life as it is as a result of the Neanderthal manipulation of the negative — then isn’t it timely to rethink the Deleuzian affirmation in its non-originary origin with regard to Adorno’s resistance against affirmation? That is, the double negation never ends up in affirmation, and if it does so, it might mean your negation is not strong enough.

    In recent years, diverging demand and growth regimes have received greater scholarly attention. In particular, the intersection between different variants of Comparative Political Economy and the post-Keynesian macroeconomic analysis provides a promising avenue for understanding the main dynamics of various growth regimes. Yet, the majority of these studies has focused on the global North. In this contribution, we expand this analysis to the global South by examining eight large emerging capitalist economies (ECEs) - Argentina, Brazil, China, India, Mexico, Russia, South Africa, and Turkey - during the periods 2000-2008 and 2009-2019. In so doing, we not only uncover the main demand and growth regimes of ECEs for the two periods, but also link these results to the main trends in the demand and growth regimes of developed capitalist economies (DCEs) for both periods. One of the main findings of our research is that ECEs did not follow the same path as DCEs after the Great Recession. While there was a clear shift in the demand and growth regimes of DCEs towards an export orientation, the main pattern in the ECEs remained the continuation of a trend that had already emerged before the 2007-09 crisis, i.e. domestic demand-led models. Finally, we provide some observations on the puzzle of resilient domestic demand-led models in ECEs.

    The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. The guiding principles of Turkish energy policy continue to be market reform and energy security. Rapid economic and population growth in the past two decades have not only driven strong growth in energy demand but also an associated increase in import dependency. Turkey has prioritised security of energy supply as one of the central pillars of its energy strategy, including efforts to boost domestic oil and gas exploration and production, diversify oil and gas supply sources and associated infrastructure, and reduce energy consumption through increased energy efficiency. Turkey has seen considerable diversification of its energy mix in the past decade, in particular through the growth of renewable electricity generation. The commissioning of Turkey’s first nuclear power facility in 2023 will further diversify the country’s fuel mix. Notwithstanding many positive changes Turkey has made toward liberalising its energy markets and diversifying its energy sources, the government should ensure that policies in place to bolster energy security – including growth in coal-fired generation and support for various forms of electricity generation – do not impede the economic efficiency of markets and the country’s longer-term decarbonisation efforts. In this report, the IEA provides energy policy recommendations to help Turkey smoothly manage the evolution of its energy sector.

    The work of teachers matters in many different ways. Not only do they provide students with the knowledge and skills needed to thrive in the labour market, but they also help develop the social-emotional skills that are vital for students’ personal development and for their active citizenship. But how do teachers best achieve this? By linking 2018 data from the Teaching and Learning International Survey (TALIS) with evidence from the Programme for International Student Assessment (PISA) – known as the TALIS-PISA link – this report aims to identify the teacher and school factors that matter most for student achievement and social-emotional development. The report uses a data-driven approach – based on machine learning and standard regression analyses – to identify the dimensions that are most strongly linked with student outcomes, and then combines this with a careful review of theory and previous research to analyse and interpret the findings. These findings provide a rich illustration of the many ways in which teachers and school leaders might influence the success of their students, acting as a tool for educators to reflect upon their own practice. Finally, the report offers several directions for education policy.

    Distinguishing between short-run and long-run outcomes we provide new insight into the relationship between education and migration. We examine the specific link between the acquisition of high levels of human capital in the form of university education in Turkey and migration to Germany. We implement bounds testing procedures to ascertain the long-run relationships with the variables of interest in a migration model. Although the bounds testing procedure has advantages compared to other methods, it has not been widely implemented in the migration literature. We find a negative and decreasing non-linear long-run and short-run relationship between home country university education and Turkish migration to Germany over 1970-2015. Over the long run, increased higher education reduces emigration flows.

    How do inclusion and exclusion dynamics unfold in social security systems? Which groups are covered by social security, and in which chronological order are they included? This pilot study of a larger research project on Ideational Dynamics of Inclusion explores these questions through an analysis of old age protection in the Ottoman Empire and Turkey. Inclusion into social security systems either happens through the inclusion of ‘groups’ (‘social categories’ or ‘target populations’) into existing programmes or through the creation of new programmes for certain groups. In legislation, programmatic texts or public debates social rights are ascribed to certain groups of people. Such group construction processes are not trivial and may show much diversity: in social security law, groups may be constructed around diverse dimensions such as employment, profession, gender, age, merit, citizenship, location, or ascribed identity. Through an analysis of primary legislation and programmatic texts, this paper seeks to understand the sequence of inclusion into old age protection in the Ottoman Empire and Turkey. We observe a transformation from a system aimed at protecting state elites towards a system covering diverse societal groups and aspiring universal social protection. This long, gradual and halting process rested on the construction of a multitude of groups mainly but not exclusively along the dimension of employment status. The Ottoman Empire institutionalised its centuries-old system of protection of elderly state employees surprisingly early, through pension funds in the late nineteenth century. This narrow and deeply stratified pension system was transformed from the mid-twentieth century onwards. A close look at the sequence of inclusion reveals similarities in the shifts in political inclusion and the inclusion profile of old age protection. Key expansions in the scope of old age protection mirror shifts in the political regime. Inclusionary dynamics involved both, the expansion of existing programmes to new groups (e.g. employees working in small firms) and the creation of new programmes for new groups (e.g. the self-employed), producing new stratifications in turn.

    This study examines disparities in health and nutrition among native and Syrian-refugee children in Turkey. With a view toward understanding the need for targeted programs addressing child well-being among the refugee population, we analyze, in particular, the Turkey Demographic and Health Survey (TDHS). The TDHS is one of few data sets providing representative data on health and nutrition for a large refugee and native population. We find no evidence of a difference in infant or child mortality between refugee children born in Turkey and native children. However, refugee infants born in Turkey have lower birthweight and ageadjusted weight and height than native infants. When we account for a rich set of birth and socioeconomic characteristics that display substantial differences between natives and refugees, the gaps in birthweight and age-adjusted height persist, but the gap in age-adjusted weight disappears. Although refugee infants close the weight gap at the mean over time, the gap at the lower end of the distribution persists. The rich set of covariates we use explains about 35% of the baseline difference in birthweight and more than half of the baseline difference in current height. However, even after that, refugee infants' average birthweight is 0.17 standard deviations (sd) lower and their current height is 0.23 sd lower. These gaps are even larger for refugee infants born prior to migrating to Turkey, suggesting that remaining deficits reflect conditions in the source country prior to migration rather than deficits in access to maternal and child health services within Turkey.

    Even though the six Western Balkan countries (WB6) have close political ties with the EU, their alignment with the EU’s Common Foreign and Security Policy (CFSP) has in­creasingly come into focus since the beginning of the Russian war of aggression in Ukraine. The EU should take a differentiated view of the WB6’s political and security cooperation with external actors such as Russia, China and Turkey. Within the WB6, the two "outliers" of Serbia and Bosnia-Herzegovina’s Republika Srpska use their for­eign and security relations with Russia to achieve their own political goals. While Serbia seeks support for its Kosovo policy, Republika Srpska is trying to get backing for its separatist tendencies. The WB6 are not expected to end their cooperation with the aforementioned external actors in the near future. Nonetheless, in today’s shift­ing geopolitical arena, the EU must set priorities that bind the WB6’s outliers to the CFSP.

    Nearly a year after its formation, the Nation Alliance, consisting of six opposition parties ("Table of Six"), finally started to act like a full-fledged electoral alliance against the ruling bloc under President Recep Tayyip Erdoğan. The six opposition leaders have long been criticised for failing to take concrete steps towards embodying a viable political alternative to the People's Alliance of the ruling Justice and Development Party (AKP) and the Nationalist Movement Party (MHP) since they publicly signed the joint manifesto for Turkey's transition into the "Strengthened Parliamentary System" in February 2022. Although the alliance has yet to announce its joint presidential candidate, it has manifested an unprecedentedly comprehensive joint platform in nine policy areas, including the rule of law, public administration, social policy, economy, and foreign policy. The 200-page joint document provides a comprehensive overview of what changes Turkey can be expected to go through in the short and medium terms should the Nation Alliance manage to defeat President Erdoğan's ruling bloc in the up­coming elections, which will probably take place on 14 May 2023. Even though it would not immediately offer a solution to various issues in Turkey-EU relations, a possible opposition victory could bring bilateral relations back to an institutional framework, whereby both parties can cooperate in a productive way to work out their problems and focus on common interests.

    It has become cliché to argue that Turkish-Iranian relations oscillate between a controlled rivalry and limited cooperation. However, in Iraq and Syria, rising tensions between Turkey and Turkey-affiliated groups on the one hand and Iran and Iran-backed groups on the other, have put the two countries on a collision course. Con­flictual relations between Turkey and Iran have the potential to destabilise the Middle East and the South Caucasus, spawning additional security risks as well as waves of migration towards Europe. Such a situation could also complicate matters related to European energy security. Europe should remain alert and help to ease tensions through deescalation mechanisms. In this regard, efforts to strengthen Iraqi sovereignty may serve as a preemptive measure.

    In this paper, we aim to contribute to the recently growing body of political economy literature on growth regimes. Theoretically, we apply the demand and growth regime approach developed within post-Keynesian macroeconomics. This is complemented by a critical comparative political economy perspective to analyse the socio-political underpinnings of a demand and growth regime by using the concept of dominant social blocs and their growth strategies. We posit that the concept of growth strategy is useful to uncover the intention of a dominant social bloc to consolidate or change the current demand and growth regime. Using this framework, we examine the demand and growth regimes of Poland and Turkey from 1999 to 2020. We identify a domestic demand-led regime in Poland between 1999 and 2008, which transitioned to a weakly export-led regime between 2009 and 2020. In Turkey, we identify a domestic demand-led regime before the Global Financial Crisis (GFC) that became a private debt-led regime until the taper tantrum in 2013. Since then, a development towards a more export-led regime is observable, albeit at lower and unstable growth levels. We argue that in both countries the trend toward a more export-led regime after the GFC is associated to changes in the dominant social blocs. Both of the new dominant social blocs that established themselves during the 2010s - represented by the PiS-party in Poland and the AKP in Turkey - pursue a growth strategy toward "national capitalism". Politically, these strategies have come with a democratic backlash. Economically, they aim to gain more control over key sectors such as banking and finance while developing a more competitive export sector through domestic re-industrialisation initiatives.

    Millions of Turkish voters are geared up for the twin (parliamentary and presidential) elections that are scheduled to take place in June 2023 at the latest. After nearly 20 years in power, Recep Tayyip Erdoğan’s rule may seem unassailable to many observers of Turkish politics. However, owing to the economic downturn and rifts in his ruling party, this will be the first election in which Erdoğan is not the clear favourite. Six opposition parties of different ideological origins have come together to pick a joint presidential candidate to stand against Erdoğan and to offer a common platform for restoring parliamentary democracy. Although the opposition alliance has reasonable chances of defeating Erdoğan’s ruling bloc, their victory would not guarantee a smooth process of transition to parliamentary democracy. If the opposition can defeat Erdoğan, the new government would need to undertake the arduous tasks of establishing a meritocratic bureaucracy, restructuring Turkey’s diplomatic course and economic policy, and switching back to parliamentary rule. Due to the opposition alliance’s diverse composition, accomplishing these goals may be as difficult as winning the elections.

    Among the many significant geopolitical consequences of Russia’s war against Ukraine has been the reinvigoration of the Middle Corridor, both as a regional economic zone comprising Central Asia, the Caucasus, and Turkey but also as an increasingly attrac­tive alternative route between Europe and China. Russia’s war has disrupted overland connectivity via the New Eurasian Land Bridge, also known as Northern Corridor, which passes through - now heavily sanctioned - Russian and Belarusian territory. While the Middle Corridor will not be able to fully replace the Northern Corridor, regional integration along the Trans-Caspian International Transport Route is likely to increase its potential at the expense of Russia in the long-term. Ankara’s close cultural ties with the Central Asian republics combined with the latter’s willingness to diversify their foreign relations away from Moscow and Beijing provide Turkey with greater leverage in the region. The EU and Turkey share a common interest in enhancing Eurasian connectivity for several reasons: to promote peace and prosperity in the South Caucasus and Central Asia, to enhance commercial access to Central Asia, to increase the resilience of European supply chains, and to diversify European energy supplies. Strengthening Eurasian connectivity would also work to balance Russian, Chinese, and Iranian influence in Central Asia.

    With the background of the Syrian crisis, irregular migration, and authoritarianism - strengthened by the collapse of the Peace Process of the Turkish state with the Workers’ Party of Kurdistan (PKK) in 2015 and the 2016 coup attempt - the Turkish government has amended the Citizenship Law, changed policies concerning refugees and irregular migrants, and re-designed access to basic citizenship rights in the last decade. Due to these amendments and changes, tens of thousands of Syrians have been awarded Turkish citizenship. A few millions of them are now settled in Turkey and exercising social and education rights without being Turkish citizens. This state of affairs contradicts previous Turkish policies for citizenship and supports the claims that the government under the Justice and Development Party (AKP) has been constructing a more Islamic and less secular Turkish nationhood. Concomitantly, the basic citizenship rights of Kurds and members of the Gulen community have been massively violated. This indicates that being Muslim or Turkish does not protect citizens from discrimination.
