    New ESRI/European Migration Network research finds that Ireland has more favourable conditions for acquiring citizenship by naturalisation than many EU Member States. However, processing delays and lack of clarity on some eligibility conditions have been highlighted by NGOs and in parliamentary debate. There are three main "pathways" to Irish citizenship: at birth by descent, by birth on the island of Ireland, and naturalisation. This study is part of EU-wide research on naturalisation, which is the main way by which migrants may access citizenship and its associated rights.

    With the background of the Syrian crisis, irregular migration, and authoritarianism - strengthened by the collapse of the Peace Process of the Turkish state with the Workers’ Party of Kurdistan (PKK) in 2015 and the 2016 coup attempt - the Turkish government has amended the Citizenship Law, changed policies concerning refugees and irregular migrants, and re-designed access to basic citizenship rights in the last decade. Due to these amendments and changes, tens of thousands of Syrians have been awarded Turkish citizenship. A few millions of them are now settled in Turkey and exercising social and education rights without being Turkish citizens. This state of affairs contradicts previous Turkish policies for citizenship and supports the claims that the government under the Justice and Development Party (AKP) has been constructing a more Islamic and less secular Turkish nationhood. Concomitantly, the basic citizenship rights of Kurds and members of the Gulen community have been massively violated. This indicates that being Muslim or Turkish does not protect citizens from discrimination.

    Scandinavian countries have a long tradition of widespread public schooling linked to civic education. In the most recent curriculum reforms, concepts from rhetoric appear in various forms in language arts subject curricula from primary to upper-secondary school. In this article, we examine how current Scandinavian curricula reflect rhetoric and rhetorical education through content analysis based on David Fleming’s update of the classical triad in rhetorical education. We examine explicit and implicit references to rhetorical art, practice, and inquiry to gain insight into how rhetoric is reflected and conceptualized in national curricula, thereby providing a nuanced outlook for future research on the rhetorical turn of education. The analysis shows that the curricula for language arts subjects in all Scandinavian countries include several key components of contemporary rhetorical education, and in Swedish and Norwegian curricula, rhetoric is also explicitly linked to the development of democratic citizenship. However, references to rhetoric in curricula documents are sometimes implicit, and the explicit references that are present might give the impression that rhetoric should be taught only as a technical skill devoid of context or as critical text analysis.

    Das Bundeskabinett hat einen Gesetzentwurf zur Modernisierung des Staatsangehörigkeitsrechts beschlossen. Dadurch kann sich der Bildungserfolg von Kindern mit Migrationshintergrund verbessern. Denn: Wenn Kinder mit Migrationshintergrund einen deutschen Pass erhalten, müssen sie seltener eine Klasse wiederholen, besuchen häufiger das Gymnasium und erzielen im Durchschnitt bessere Schulnoten als vergleichbare Kinder ohne deutsche Staatsbürgerschaft. Zu diesen Ergebnissen kommt eine Studie des RWI - Leibniz-Institut für Wirtschaftsforschung und des Luxembourg Institute of Socio-Economic Research (LISER).

    Inequality of opportunity, particularly when overlaid with socioeconomic, ethnic, or cultural differences, may limit the scope of cooperation between individuals. A central question, then, is how to overcome such obstacles to cooperation. We study this question in the context of Germany, by asking whether the propensity of immigrant youth to cooperate with native peers was affected by a major integration reform: the introduction of birthright citizenship. Our unique setup exploits data from a large-scale lab-in-the-field experiment in a quasi-experimental evaluation framework. We find that the policy caused male, but not female, immigrants to significantly increase their cooperativeness toward natives. We show that the increase in out-group cooperation among immigrant boys is an outcome of more trust rather than a reflection of stronger other- regarding preferences towards natives. In exploring factors that may explain these behavioral effects, we present evidence that the policy also led to a near-closure of the educational achievement gap between young immigrant men and their native peers. Our results highlight that, through integration interventions, governments can modify prosocial behavior in a way that generates higher levels of efficiency in the interaction between social groups

    Recent empirical studies have revealed prejudice based on country of origin in the Swiss naturalization system before courts banned closed ballot voting in 2003. Although the switch to elected councils has ameliorated the situation for the discriminated applicant groups, little has been known about the issue since due to lack of microlevel data. This paper presents an alternative approach. I propose a simple model of a council deciding whether to grant applicants citizenships. The model implies an outcome test for relative prejudice using rejection rates grouped by country of origin. Importantly, this specific outcome test does not suffer from the well-known infra-marginality problem. The test is implemented with unique data from 2003 to 2012 raised from large Swiss municipalities to test the hypothesis of no relative prejudice.

    Does granting citizenship at birth help immigrant children to integrate in the host country's educational system and thus, to promote their educational success? Our identification strategy is based on a reform of the German naturalization law in 2000. We exploit this natural experiment and use a difference-in-difference design that compares children born shortly before and after the reform in years of policy change and years where no policy change took place. Our empirical analysis relies on two comprehensive datasets, administrative data from school entry examinations and the German Micro Census, Europe's largest household survey. We find positive effects on immigrant children's participation in non-mandatory preschool (by 3.2 percentage points) and referral to upper secondary school (by 7.8 percentage points).
