    La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas. Resumen .-- Capítulo I. Pandemia, crisis global y agotamiento de un estilo de desarrollo .-- Capítulo II.     This paper addresses the self-selection of potential migrants. In particular, the study examines whether risk and time preferences explain a significant proportion in the movement heterogeneity of individuals. It is further intended to shed light on the role of social preferences (trust, altruism, reciprocity) as potential migratory determinants. By making use of a unique cross-sectional data set on migration intentions (Gallup World Poll) and experimentally-validated preferences (the Global Preference Survey) covering 70 countries worldwide, a probit model is estimated. The empirical results provide evidence that potential migrants exhibit higher levels of risk-taking and patience than their counterparts who stay at home (the stayers). This holds true across differing countries with various cultural backgrounds and income levels. Trust and negative reciprocity are found to be significantly related to migration aspirations as well. Yet conclusive clarifications still remain necessary, providing impetuses for future research.

    The social fragmentation of societies is one of the greatest challenges for peace, democracy and human rights worldwide. For some years now, observers have been witnessing ever-stronger tendencies towards social division, also in Western societies, which had been believed to be united for so long. Rising inequality, the rejection of previously shared values and growing scepticism towards public institutions suggest that social cohesion is at risk. Against this background, it seems more important than ever to understand what factors hold a society together – and when such cohesion is most vulnerable. Protecting and strengthening social cohesion has therefore become an objective of many activities at the local, national and international levels, and academics have started to develop methodologies on how to measure social cohesion (see, with further references: Leininger et al., 2021). This paper aims: • to give a systematic overview of the literature on African concepts of social cohesion; • to introduce the discourse around African concepts and to see which relevant concepts of social cohesion can be located in African societies; • to analyse in more detail some key African concepts and their core elements and to see which conceptual dimensions and insights on determinants of social cohesion differ from the mainstream, while inviting scholars to add further to this listing; and, in particular • to gain a better understanding of the academic discourse on social cohesion in Africa by analysing the concepts, determinants, origins and context of social cohesion theories as well as the risk of Western bias in identifying concepts for social cohesion in the African context. One of the questions that inspired the present research project is how we could better understand which relevant concepts of social cohesion in African societies are particularly emphasised by African scholars and how “Western” concepts of social cohesion relate to the various African academic approaches to the topic. Further research questions that were raised in the context of the present paper are: • How can traditional knowledge and African social theories contribute towards contextualising the debate on social cohesion in Africa? • What are the key aspects of the concepts of social cohesion in selected African countries, and how can these be analysed? • How did pre-colonial societies in Africa understand social cohesion, and what insights can be gained from this? Methodologically, we identify and analyse concepts within the African context in order to gain insights into basic elements of social cohesion. This literature review draws on different sources such as ethnophilosophy, political philosophy, religion, culture, economics and international discourses. This literature review is the first part of an assessment of concepts of social cohesion in Africa. It is followed by a systematic comparison of social cohesion concepts in specific African countries. The academic benefit is to identify the current state of research on social cohesion in Africa, to identify the need for further research and to deepen the understanding of the phenomenon of social cohesion. In addition, we aim to deliver developmental value through these publications by helping decision-makers come to evidence-based decisions and synthesise as well as make use of scientific evidence for development practice.

    Violence against women is acknowledged globally as a fundamental human rights violation. Gender-Based Violence [GBV] is prevalent across high, middle, and low-income countries. It produces high economic costs in terms of expenditures on service provisions, lost income, and decreased productivity, including adverse consequences on future human capital formation for women and their families. This paper aims to make a significant contribution to the discussion through the conceptual mapping of the links between GBV and its economic impact. It reviews costing methods and identifies types of costs that potentially can be estimated given the different degrees of data availability. This study which is based on 2018 data, argues strongly for a focus on assessing the financial consequences of GBV, as it comprises a crucial element of economic growth. The empirical estimation suggests that this impact is significant, and in the case of Namibia, this cost is equivalent to 6.01 per cent of GDP in 2018. Gewalt gegen Frauen wird weltweit als grundlegende Menschenrechtsverletzung anerkannt. Geschlechtsspezifische Gewalt (GBV) ist in Ländern mit hohem, mittlerem und niedrigem Einkommen verbreitet. Es verursacht hohe wirtschaftliche Kosten in Bezug auf Ausgaben für Leistungserbringung, Einkommensverluste und verminderte Produktivität, einschließlich nachteiliger Folgen für die künftige Humankapitalbildung für Frauen und ihre Familien. Dieses Papier soll einen wesentlichen Beitrag zur Diskussion leisten, indem die Verbindungen zwischen GBV und seinen wirtschaftlichen Auswirkungen konzeptionell abgebildet werden. Es überprüft die Kalkulationsmethoden und identifiziert Arten von Kosten, die aufgrund der unterschiedlichen Datenverfügbarkeit möglicherweise geschätzt werden können. Diese Studie, die auf Daten aus dem Jahr 2018 basiert, spricht sich nachdrücklich für eine Bewertung der finanziellen Folgen von GBV aus, da sie ein entscheidendes Element des Wirtschaftswachstums darstellt. Die empirische Schätzung legt nahe, dass diese Auswirkungen erheblich sind, und im Fall von Namibia entsprechen diese Kosten, im Jahr 2018, 6,01 Prozent des BIP.

    The Covid-19 containment measures taken in Uganda have been amongst the most radical in Africa: closure of the borders, a ban on public and private transport, closure of non-essential shops, and a ban on political, religious and cultural meetings. Even before the identification of the first case of Covid-19, the Ugandan government had taken measures to prevent the dissemination of the disease, helped by a solid experience in managing pandemics. Nonetheless, and despite the strong reactivity of the Ugandan government to take firm sanitary measures to fight the disease, the response to the socio-economic consequences of the Covid-19 pandemic was extremely limited and mainly directed toward the formal private sector. Informal urban workers, despite being the most affected by the crisis, were only targeted by rudimentary relief measures that could be described as humanitarian “band-aids”. Indeed, social protection is still a very young preoccupation of the Ugandan government, but this has to be analyzed within the broader context of the presidential election that took place in January 2021. The incumbent government used the containment measures to muzzle the opposition on the one hand, and to monopolize actions and discourses on the disease on the other.

    This report summarises and analyses Kenya’s social policy response to Covid-19. Following the global outbreak of the pandemic, Kenya’s parliament passed several economic and social laws. Tax law amendments aimed to cushion citizens and businesses from the negative effects of the disease by increasing household income for basic needs and enabling businesses to remain in operation. Other significant measures instituted were social protection interventions in the form of cash transfers and public works programmes targeted to poor and vulnerable households. Kenya’s social policy response to the pandemic followed a continuity path of minimal state provisioning. The government’s overreliance on cash transfers as the major form of social policy intervention resulted in an inadequate, exclusionary and ill-suited response.

    This report discusses South Africa’s initial social policy response to the Covid-19 pandemic. It provides a timeline of the early stages of the pandemic and of the government’s legislative interventions. South Africa’s social policy response was premised on the country’s post-apartheid development agenda, which is significantly informed by the Reconstruction and Development Programme (RDP). In response to the pandemic, South Africa’s government rolled out a social relief and economic support package worth approximately 10% of GDP. This package funded, for instance, a special Covid-19 “Social Relief of Distress Grant” for all those individuals who were unemployed and did not receive any other form of social assistance. South Africa could roll out such a massive social relief and economic support package because the necessary institutional infrastructure was already in place. The report concludes with some reflections on the broader social implications of the pandemic.

    Since 2015 a new category of media star has come to public awareness and sparked controversial discussion in China: internet celebrity (Wanghong). Wanghongs build their fame and fandom mostly on their eye-catching and hyperfeminine appearance, which they present extensively on social media platforms to gain public attention and to acquire followers and fans. The stereotypical so-called internet celebrity face (Wanghong lian) became the most discussed buzzword of the year 2016, and led to a society-wide discussion about new beauty ideals and the growing popularity of cosmetic surgery, the objectification and commercialization of the body, as weil as the increasing importance of presenting an appropriate appearance for the individual's social and economic success since the turn of the millennium. To address these key emerging issues, the article analyzes the development and characteristics of this new group of celebrities and locates them within the booming "beauty economy." By literally selling their beautiful face, Wanghongs convert symbolic capital through ecommerce and online advertising into real economic advantage. The utilization of "body capital" has stoked the public discourse about yanzhi (value of a pretty face) in China's status-conscious society. With an analysis of the internet celebrity phenomenon, this paper looks behind the sparkling social media fac̦ade and reveals the social and economic conditions that have led to this new ideology of "beauty as capital" in China.     lmages of the female body are widely employed in advertising, cinema, fashion, and media the world over. In Chinese cities, meanwhile, everywhere we look we can see advertisement for cosmetic treatments that depict desirable bodily representations with the following core characteristics: thin figure, oval face with pointed chin, slim cheeks, high-bridged nose, big eyes, and fair skin. These are the supposed features of the modern beautiful woman, and set the beauty standards that cosmetic treatments aim to reach up to. The beauty standards promoted nowadays are, to a certain extent, the result of globalization and individualization: with the reform era the diffusion of Western (i.e. Euro-American) culture in China had an impact on existent norms of beauty, creating new global and local standards - ones that women choose to pursue as a way to affirm their individual identity. This Research Note focuses on the ideals of beauty that are currently widespread in Chinese society, highlighting specifically the cultural and social influences that have shaped them. Additionally it points out the currently popular cosmetic surgery trends, as they embody perfectly such ideals of beauty - and thus ultimately attempts to show the power of body images in the construction of modern individuals.     Das dritte Kolloquium „Solidarische Ökonomie“ des Kasseler Internationalen Graduiertenzentrums Gesellschaftswissenschaften (KIGG) hat den Schwerpunkt „Solidarische Ketten, Erzeugergemeinschaften, Kooperationen und andere komplexe solidarische Wirtschaftsunternehmen“. Solidarische Ökonomie ist ein Instrument für nachhaltige Entwicklung, die immer mit den Gesellschaften und ihren Ökosystemen verbunden ist und territoriale Dimension aufweist. Ausgehend vom Naturpotenzial und menschlichen Bedürfnissen geht es um solidarische Kooperation. Dies ist immer auf dem spezifischen kulturellen Hintergrund und im Zusammenhang mit kulturellem Austausch zu sehen. Kulturelle Traditionen sind ein gesellschaftliches Potenzial. Die technische Verarbeitung eigener Naturpotenziale kann weiterentwickelt werden. Eigenentwicklung und Ausbildung für die Optimierung der Produktion von Gütern und Dienstleistungen in ihren jeweiligen Ökosystemen sind wichtige Schritte beim Aufbau und während des Prozesses der Konsolidierung selbst verwalteter Unternehmen.
