    Abstract ; Die Dissertation untersucht sechs südafrikanische Romane, die in einer Zeitspanne von wenigen Jahren um das Ende der Apartheid entstanden sind. Was sie zu einem Korpus eint, sind auffällige Merkmale, die in dieser Arbeit als Formen von Heimsuchung analysiert und differenziert werden. Heimsuchung meint dabei nicht nur die Suche nach einer Heimat, sondern auch störende Eindringlinge innerhalb der Grenzen des Eigenen: Dies können sowohl unheimliche Phantasmen als auch Gäste sein, die sich nicht an die Regeln derjenigen Ordnung halten, in der sie nun stören. Somit beschäftigt sich die Dissertation mit unsicheren Grenzen zwischen Vergangenheit und Gegenwart, zwischen Räumen des Eigenen und des Anderen, zwischen innen und außen sowie zwischen real und irreal. Die Analysen zeigen, dass Heimsuchungen in den Texten als Subversion einer zeitlichen, räumlichen oder psychischen Ordnung fungieren, als Bedingung sowie zugleich Unmöglichkeit eines „Schlupflochs“ − und als Orientierungsversuch der weißen unsettled settlers. ; Abstract ; This dissertation examines six South African novels written towards and after the end of the Apartheid regime. All texts have certain characteristics in common which I analysed and differentiated as forms of Heimsuchung. This German term refers at the same time to the search for a home and to disturbing intruders, like an uncanny phantasm or a guest who does not follow the given rules of the place it resides in. The dissertation thus deals with ambiguous boundaries between past and present, between spaces of one''s own and of ''the other'', between inside and outside, and between real and unreal. The analyses reveal that Heimsuchungen function as a subversion of a temporal, spatial or psychological order, as both a condition for and impossibility of a loophole − and as an attempt at orientation for white „unsettled settlers“.

    This book investigates the strategies and identities of colonials who have learned the languages of colonised people, using the context of isiXhosa in South Africa. While power in language learning research has traditionally focused on the powerful native speaker and the relatively disempowered learner, this book studies the inverse, where elites are the language learners. The author analyses the life histories of four white South Africans who acquired isiXhosa during the apartheid years. The book offers insights into relationships between language, power, race, identity and change in their stories and in the broader context of apartheid and post-apartheid South Africa, with its conflicted history and disparities.     Theoretical and empirical studies on multi-product firms have shown that firms adjust their product mix in response to trade liberalisation. This paper uses the South African Revenue Service (SARS) and National Treasury (NT) firm-level panel to assess the response of South African firms to trade policy changes and demand shocks in destination markets between 2010 and 2016. This paper shows that South African multi-product manufacturers shift their exports towards their core products when competition intensifies in their export destinations and that these dynamics lead to productivity gains at the firm level. Also, trade liberalisation policies in the destination country positively affect the number of exported goods (extensive margin) as well as the average value of already exported products (intensive margin) for multi-product exporters, whereas restrictive measures negatively affect the extensive margin. Regarding trade policy measures, results suggest that tariff liberalisation only amplifies the adjustment of South African exporters if tariff cuts affect South African firms directly, while tariff cuts benefitting other foreign competitors mitigate within firm adjustments. By contrast, the reduction of Non-Tariff Measures (NTMs) always positively affects South African exporters.

    South Africa has an incomplete social protection system without a mandatory pension savings scheme. Designing a universal insurance pension system would allow to reduce the important government funded pension grant system and ensure that the old-age population has decent income. Only 40% of employees are contributing to a form of saving-retirement scheme, with often a low pension. Moreover, South Africa has a dual, public and private, health care system. Half of the country’s health-care spending goes to the private sector, which covers only 16% of the population. Moreover, the health care system fails to deliver affordable quality services. The COVID-19 pandemic has highlighted the unequal distribution of health care services between public and private health providers. Around 70% of critical care beds available were in the private health care sector. Finally, the sizeable unconditional cash transfer system though reaching a large share of the population fail to lift many children in the poorest families above the poverty line.

    South Africa has turned towards tourism development to jump-start its weak economy. As tourism is a labour intensive sector that can also bring foreign currency into the country, the sector was identified as priority area by the South African government. Indeed, a doubling in international tourist arrivals from 1995 to 2017 was accompanied by a tripling of employment directly related to tourism. Despite South Africa’s rich and diverse natural and cultural assets, tourism development has been challenged by the country’s geographic location and perceived safety and security issues. As the country is a long-haul destination for many large source markets, good accessibility and international openness is key to expand international tourism, but current visa regulations put an administrative burden on potential tourists. While increasing tourist arrivals are necessary for tourism development, tourism growth has to be well planned and managed to be sustainable. Although the recent coronavirus (COVID-19) pandemic and resulting containment measures have hit the economy and in particular tourism, the sector has good potential to support the South African economy and contribute to employment growth post-COVID-19. Tourism provides job opportunities for different skills and experience levels allowing for greater social integration. For tourism development to translate into inclusive growth, the tourism industry needs to be integrated into the local economy and the benefits of tourism must spread geographically to also create economic opportunities in less travelled and less prosperous regions.

    This paper investigates the impact of the COVID-19 pandemic and related policy measures on livelihoods in urban South Africa. Using qualitative research methods, we analyse two rounds of semi-structured phone interviews, conducted between June and September 2020 in the township of Khayelitsha, Cape Town. We contextualise these by presenting a snapshot of the nationwide dynamics using quantitative panel data. Our findings describe how the shock of the COVID-19 pandemic has deepened the economic vulnerability which preceded the crisis. Survivalist livelihood strategies were undermined by the economic disruption to the informal sector, while the co-variate nature of the shock rendered social networks and informal insurance mechanisms ineffective, causing households to liquidate savings, default on insurance payments, and deepen their reliance on government grants. In addition, the impact of the pandemic on schooling may deepen existing inequalities and constrain future upward mobility.

    Despite multilateral commitments and political statements of solidarity and cooperation to guarantee the availability and access to COVID-19 vaccines (and other relevant technologies for control and treatment), the scenario after the beginning of vaccination is marked by the deepening of vaccine nationalism, the concentration of inputs and vaccines production, and the uneven distribution of options of vaccine doses already approved for use. This pattern of production restrictions and unequal access will lead to an increase in international inequalities, leaving a large part of the world to have access to vaccines not until 2024. While advanced purchase agreements (APAs) among pharmaceutical companies and some developed countries are multiplying, the proposed mechanisms for voluntary licensing of technologies and the COVAX Facility do not achieve their goal of democratizing access to vaccines. In this sense, the current TRIPS (Agreement on Trade-Related Aspects of Intellectual Property Rights) waiver proposal seems to be the political and institutional response with the greatest potential to guarantee the scaling of the production of pharmaceutical inputs, allowing the adoption of a comprehensive strategy to ensure timely, sufficient, and affordable access to all technologies developed to fight COVID-19.

    In recent years, diverging demand and growth regimes have received greater scholarly attention. In particular, the intersection between different variants of Comparative Political Economy and the post-Keynesian macroeconomic analysis provides a promising avenue for understanding the main dynamics of various growth regimes. Yet, the majority of these studies has focused on the global North. In this contribution, we expand this analysis to the global South by examining eight large emerging capitalist economies (ECEs) - Argentina, Brazil, China, India, Mexico, Russia, South Africa, and Turkey - during the periods 2000-2008 and 2009-2019. In so doing, we not only uncover the main demand and growth regimes of ECEs for the two periods, but also link these results to the main trends in the demand and growth regimes of developed capitalist economies (DCEs) for both periods. One of the main findings of our research is that ECEs did not follow the same path as DCEs after the Great Recession. While there was a clear shift in the demand and growth regimes of DCEs towards an export orientation, the main pattern in the ECEs remained the continuation of a trend that had already emerged before the 2007-09 crisis, i.e. domestic demand-led models. Finally, we provide some observations on the puzzle of resilient domestic demand-led models in ECEs.

    In 2018, the city of Cape Town, South Africa, was close to the “Day Zero”, requiring all taps to be shut off and citizens to fetch a daily 25 litre per person. Though the day-zero was avoided, it is estimated that, at the current rate, South Africa will experience a 17% water deficit by 2030 if no action is taken to respond to existing trends. Lessons learned during that drought crisis have been valuable for the city to manage the short-term COVID-19 implications and design long-term solutions towards greater water resilience. As a result of a multi-stakeholder policy dialogue involving 100+ stakeholders from the city of Cape Town and South Africa, this report assesses key water risks and governance challenges in Cape Town, and provides policy recommendations towards more effective, efficient and inclusive water management building on the OECD Principles on Water Governance. In particular, the report calls for strengthening integrated basin governance, transparency, integrity, stakeholder engagement, capacities at all levels of government, financial sustainability and for advancing the water allocation reform to better manage trade-offs across multiple users.

    This study simulates the macro-micro economic impacts of the employment policy, focusing on hysteresis in youth unemployment in South Africa. Specifically, we apply a dynamic computable general equilibrium model to calibrate the 2015 South African Social Accounting Matrix to estimate, compare, and determine the impact of employment policy on youth unemployment as well as on aggregate economic outcomes. We simulate two scenarios where we reduce the import price of fuel by 20 per cent. Then, the total government savings from the reduced transport subsidy are reallocated to the education sector to support the unemployed youth. The research findings indicate that demand for youth labour increases in the long run, resulting in a decline in the unemployment rate. Moreover, the consumer price index decreased more than nominal income, thereby increasing household purchasing power and, potentially, easing poverty.
