    "Motherhood in the context of homeland security culture is a site of intense contestation--at once a powerful form of currency and a target of unprecedented assault. In this book, Natalie Fixmer-Oraiz designates the term "homeland maternity" in order to theorize the significant relationship between motherhood and nation within homeland security culture. While recent scholarship has explored both homeland security culture and the politics of contemporary motherhood from critical perspectives, no study to date has considered how recent discourses of motherhood and nation are deeply enmeshed and mutually constitutive. As reproductive bodies are represented as a threat to national security, either through supposed excess or deficiency, a culture of homeland maternity intensifies the requirements of motherhood as it works to discipline those who refuse to adhere. Each chapter takes up a specific site where this occurs. In so doing, Fixmer-Oraiz argues that homeland maternity offers a way to understand how the policing of maternal bodies in contemporary US culture serves an overt but unexamined political function--namely, securing the nation in times of perceived vulnerability, and with profound implications for women's reproductive lives and agency"-- "In US security culture, motherhood is a site of intense contestation--both a powerful form of cultural currency and a target of unprecedented assault. Linked by an atmosphere of crisis and perceived vulnerability, motherhood and nation have become intimately entwined, dangerously positioning national security as reliant on the control of women's bodies. Drawing on feminist scholarship and critical studies of security culture, Natalie Fixmer-Oraiz explores homeland maternity by calling our attention to the ways that authorities see both non-reproductive and "overly" reproductive women's bodies as threats to social norms--and thus to security. Homeland maternity culture intensifies motherhood's requirements and works to discipline those who refuse to adhere. Analyzing the opt-out revolution, public debates over emergency contraception, and other controversies, Fixmer-Oraiz compellingly demonstrates how policing maternal bodies serves the political function of securing the nation in a time of supposed danger--with profound and troubling implications for women's lives and agency"--

    Globalization in the United States can seem paradoxical: free trade coincides with fortification of the southern border, while immigration is reimagined as a national-security threat. US politics turn aggressively against Latinx migrants and subjects even as post-NAFTA markets become thoroughly reliant on migrant and racialized workers. But in fact, there is no incongruity here. Rather, anti-immigrant politics reflect a strategy whereby capital uses specialized forms of violence to create a reserve army of the living, laboring dead. Visible Borders, Invisible Economies turns to Latinx literature, photography, and films that render this unseen scheme shockingly vivid. Works such as Valeria Luiselli’s Tell Me How It Ends and Alex Rivera’s Sleep Dealer crystallize the experience of Latinx subjects and migrants subjugated to social death, their political existence erased by disenfranchisement and racist violence while their bodies still toil in behalf of corporate profits. In Kristy L. Ulibarri’s telling, art clarifies what power obscures: the national-security state performs anti-immigrant and xenophobic politics that substitute cathartic nationalism for protections from the free market while ensuring maximal corporate profits through the manufacture of disposable migrant labor

    This paper examines the foundations of Israeli security policy and analyses the impact of changes in the external threat environment and in domestic politics and society. It argues that the traditional policy of deterrence based on "offensive defence," elaborated under David Ben-Gurion and his successors, is no longer adequate in the face of the new challenges posed by low-intensity warfare and weapons of mass destruction. Israel's ability to meet these challenges depends to a large extent on the fate of the peace process. This in turn hinges, at least in part, on the outcome of the domestic contest over the future character of Israeli politics and society. This contest is essentially between two positions: one inward-looking or "backlash," the other outward-looking or "internationalist." Its outcome will have long-term implications for Israel's security policy, both in terms of the kinds of threats that the country will face, and how well it will be able to deal with them

    Is Japan re-emerging as a 'normal', or even a great, military power in regional and global security affairs? This Adelphi Paper assesses the overall trajectory of Japan's security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia. The paper examines Japan's evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan's national military capabilities and constitutional prohibitions; post-Cold War developments in the US-Japan alliance; and Japan's role in multilateral regional security dialogue, UN PKO, and US-led 'coalitions of the willing'. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US-Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan's strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally

Uncertain futures—devastation by terrorist attack, cyber crime, flood, financial market collapse—must be discerned and responded to as possibilities, however improbable they may be. In The Politics of Possibility, Louise Amoore examines this development, tracing its genealogy through the diverse worlds of risk management consulting, computer science, commercial logistics, and data visualization. She focuses on the increasingly symbiotic relationship between commercial opportunities and state security threats, a relation that turns the trusted, iris-scanned traveler into "a person of national security interest," and the designer of risk algorithms for casino and insurance fraud into a homeland security resource. Juxtaposing new readings of Agamben, Foucault, Derrida, Massumi, and Connolly with interpretations of post–9/11 novels and artworks, Amoore analyzes the "politics of possibility" and its far-reaching implications for society, associative life, and political accountability

Thomas connects this philosophical underpinning to how preparedness plays out in contemporary politics, emphasizing how it uses aesthetic elements like realism, genre, character, and plot to train people both to regard some disasters as normal and to ignore others. Training for Catastrophe makes an important case for how these documents elicit consent and compliance. Thomas draws from a huge archive of texts--including a Centers for Disease Control comic about a zombie apocalypse, the work of Audre Lorde, and the political thrillers of former national security advisor Richard Clarke--to ask difficult questions about the uses and values of fiction.
