    Crowdsourcing beschreibt ein Ansatz, mit dem Organisationen systematisch nutzergenerierte Daten von grossen Netzwerken an Personen sammeln können. Während in den vergangenen Jahren bereits die technologischen Voraussetzungen für die Analyse solcher Daten geschaffen wurden, ist noch weitestgehend unklar, wie sich Entscheidungsprozesse in Unternehmen durch den Zugang zu diesen Daten verändern. Das Ziel der Dissertation ist es, (1) eine Charakterisierung der im Crowdsourcing entstehenden Entscheidungsprozesse vorzunehmen, (2) ein besseres Verständnis dafür zu schaffen, wie diese Entscheidungsprozesse mithilfe von Text Mining und Machine Learning verbessert werden können und (3) Gestaltungswissen für Entscheidungsunterstützungssysteme im Crowdsourcing zu entwickeln. Dazu ist die Dissertation in drei Teilen organisiert. Ziel des ersten Teils ist es, typische Muster von Entscheidungsprozessen im Crowdsourcing zu beschreiben. Es wird eine explorative Interviewstudie durchgeführt, um besser zu verstehen, wie die Struktur von Entscheidungsproblemen, die Eigenschaften der verfügbaren Daten und die Art und Weise der Datengenerierung die Entscheidungsprozesse beeinflussen. Im zweiten Teil wird untersucht, wie Entscheidungsprozesse im Crowdsourcing durch Text Mining und Machine Learning verbessert werden können. Mithilfe von statistischen Analysen soll erklärt werden, wie Netzwerke von Personen wertvolle Beiträge für Unternehmen schaffen und wie diese Beiträge effizient und effektiv identifiziert werden können. Der dritte Teil folgt abschliessend einem gestaltungsorientierten Forschungsansatz. Ziel ist es, Gestaltungswissen für die Entwicklung von Entscheidungsunterstützungssystemen im Crowdsourcing auszuarbeiten. Zusammengefasst bietet die Dissertation damit eine Reihe von wichtigen theoretischen Beiträgen. Erstens zeigt die Dissertation die Grenzen der traditionellen Entscheidungstheorie in datengetriebenen Kontexten, w Crowdsourcing represents a powerful approach for organizations to systematically collect data from large networks of people. While research already made great strides in recent years to develop the technological foundations for processing large amounts of user-generated data, it remains mostly unclear how these new data sources and technologies affect decision making in organizations. The objectives of this dissertation are to (1) identify patterns of decision making that emerge in crowdsourcing, (2) understand how decision making in crowdsourcing can be improved with text mining and machine learning, and (3) capture the necessary design knowledge to develop decision support systems in crowdsourcing. To accomplish these objectives, the dissertation is organized in three research streams. The first research stream aims to describe common patterns of decision making in crowdsourcing. It is based on an exploratory interview study that seeks to offer a better understanding of how the structure of decision problems, the characteristics of the available data, and the way in which such data can be generated in crowdsourcing affect decision making. The second research stream aims to examine how decision making in crowdsourcing can be improved with text mining and machine learning. Statistical analyses are used to better understand how crowds create valuable contributions for organizations and how decision makers can identify and process these contributions more efficiently and effectively. Finally, the third research stream follows a design science research approach. It is concerned with integrating the previous findings and capturing design knowledge to develop decision support systems in crowdsourcing. Moskaus scheinbar vorsichtiges Vorgehen legt nahe, dass ein Kernwaffeneinsatz aufgrund von Kosten-Nutzen-Kalkülen unwahrscheinlich bleibt. Dennoch lässt sich ein solches Szenario nicht ausschließen, insbesondere dann nicht, wenn sich aus dem Krieg eine ernsthafte Bedrohung für Putins Regime ergeben sollte.

    A close reading of Russia’s nuclear statements and actions during the first seven months of its war against Ukraine reveals a threefold approach. Moscow is walking a fine line between a well-crafted and successful deterrence strategy to prevent foreign military intervention; a more modest and rather unsuccessful attempt at dissuading foreign aid to Ukraine and sanctions against Russia; and incremental nuclear coercion against Kyiv that spurred Western deterrence messaging in response. This analysis reveals a careful Russian approach, suggesting that cost-benefit calculations are likely to continue to render nuclear escalation unlikely. However, nuclear use cannot be fully discounted, particularly if war-related developments severely imperil the survival of Russia’s regime.

    In the debate on how to strengthen the European Union’s (EU) capacity to act, calls for an extension of qualified majority voting (QMV) are growing louder. The Council of the EU is currently discussing using the so-called passerelle clauses in the Treaty on European Union (TEU). With these clauses, more decisions by QMV could be intro­duced without a major treaty change or a convention. However, abolishing national vetoes in this way would first require unanimity as well as, in some cases, additional national approval procedures. Such unanimity is currently not in sight, as resistance is prevailing in smaller and medium-sized member states, which fear that they could be regularly outvoted. What is needed, therefore, is an institutional reform package in which decisions by QMV are extended with the aim of facilitating further enlargement of the EU and are accompanied by emergency clauses to protect core national interests.

    In recent years, Party leaders have expressed concern about “bureaucratic slack,” or shirking, by local government officials. This article investigates the reasons for the emergence of bureaucratic slack in China’s political system. It verifies two popular hypotheses, namely, reduced material inducements and increased risk. Using a unique national survey of 1,789 local cadres, we confirm both hypotheses. Our survey also reveals differences across groups of local cadres. We find bureaucratic slack among lower-ranked cadres to be caused mainly by the lack of material inducements, while higher-ranked officials are more discouraged by increased risks. We conducted follow-up fieldwork to examine in greater depth why each cohort responded differently to the Xi administration’s administrative reforms and anticorruption drives. (China J/GIGA)

    Evidence points to an increasing personalisation of political power by chief executives in recent years. It is often argued that such personalisation contributes to the current trend of autocratisation and the global decline of democracy. Yet our understanding hereof remains fractured, not least because there are a plethora of tacit understandings, definitions, and concepts vis-à-vis what political personalisation is. While potentially occurring in both autocracies and democracies, the scholarship is still too often siloed according to regime type. We thus develop a framework defining the phenomenon as a process in which the chief executive personalises power in policymaking and policy implementation by weakening the constraining capacities of relevant actors. The "personalisation of executive power" (PEXP) runs through three distinct mechanisms: personnel management, institutional engineering, and power arrogation. We illustrate the usefulness of our conceptual framework with four case studies during the COVID-19 pandemic: El Salvador, Ghana, South Korea, and Zimbabwe.

    The social fragmentation of societies is one of the greatest challenges for peace, democracy and human rights worldwide. For some years now, observers have been witnessing ever-stronger tendencies towards social division, also in Western societies, which had been believed to be united for so long. Rising inequality, the rejection of previously shared values and growing scepticism towards public institutions suggest that social cohesion is at risk. Against this background, it seems more important than ever to understand what factors hold a society together – and when such cohesion is most vulnerable. Protecting and strengthening social cohesion has therefore become an objective of many activities at the local, national and international levels, and academics have started to develop methodologies on how to measure social cohesion (see, with further references: Leininger et al., 2021). This paper aims: • to give a systematic overview of the literature on African concepts of social cohesion; • to introduce the discourse around African concepts and to see which relevant concepts of social cohesion can be located in African societies; • to analyse in more detail some key African concepts and their core elements and to see which conceptual dimensions and insights on determinants of social cohesion differ from the mainstream, while inviting scholars to add further to this listing; and, in particular • to gain a better understanding of the academic discourse on social cohesion in Africa by analysing the concepts, determinants, origins and context of social cohesion theories as well as the risk of Western bias in identifying concepts for social cohesion in the African context. One of the questions that inspired the present research project is how we could better understand which relevant concepts of social cohesion in African societies are particularly emphasised by African scholars and how “Western” concepts of social cohesion relate to the various African academic approaches to the topic. Further research questions that were raised in the context of the present paper are: • How can traditional knowledge and African social theories contribute towards contextualising the debate on social cohesion in Africa? • What are the key aspects of the concepts of social cohesion in selected African countries, and how can these be analysed? • How did pre-colonial societies in Africa understand social cohesion, and what insights can be gained from this? Methodologically, we identify and analyse concepts within the African context in order to gain insights into basic elements of social cohesion. This literature review draws on different sources such as ethnophilosophy, political philosophy, religion, culture, economics and international discourses. This literature review is the first part of an assessment of concepts of social cohesion in Africa. It is followed by a systematic comparison of social cohesion concepts in specific African countries. The academic benefit is to identify the current state of research on social cohesion in Africa, to identify the need for further research and to deepen the understanding of the phenomenon of social cohesion. In addition, we aim to deliver developmental value through these publications by helping decision-makers come to evidence-based decisions and synthesise as well as make use of scientific evidence for development practice.
