    Der Staatsbildungsprozess in Kamerun entwickelte sich trotz internationaler Beobachtung und UN-mandatierter Treuhandsituation gewaltvoll. Zentral war der Konflikt um die Übergabe des Gewaltmonopols und die Kommunikation von Sicherheit, Unsicherheit und Bedrohung, da anti-koloniale Kräfte, lokale Eliten und internationale Verwalter ihre Ansprüche an den zukünftigen Staat über Sicherheitssprechen vermittelten. Im Zusammendenken von postkolonialen Theorien und Sicherheitsforschung entwickelt Maria Ketzmerick eine Verlaufsperspektive auf den Staatsbildungsprozess, die Erklärungsgehalt für aktuelle Konfliktlagen in Kamerun hat, und ermittelt darüber hinaus Narrative von Sicherheit, die im postkolonialen Staat eine Fortschreibung erfuhren.

    Since the 1960s the relations between longtime residents and immigrants have changed fundamentally in Germany - as has the German society. By means of ethnographic analyses, Jörg Hüttermann traces this process of figuration back to daily interactions that only appear insignificant at first glance.     Although the number of interstate disputes has fallen in the past 30 years, rising geopolitical competition is challenging the foundation of the absence of great power war. Additionally, the number of internal conflicts is surging. At the same time, globalisation has spun a net of global trade connections and has thus created dependencies, making everyone more vulnerable to the repercussions of conflict. In this context, this paper analyses the relationship between trade and conflict from a trade perspective: Using data from UCDP and COMTRADE this paper studies the effects of five different conflict types on international trade flows in the period 1992 - 2011, including interstate and internal conflicts as well as other types of violence.Applying the gravity equation of international trade and the ppml high-dimensional fixed effects estimator, this paper finds that the heterogeneity of conflict types and their distinct characteristics matter for the magnitude and direction of their influence on trade.

    Despite great falls in global poverty, civil and ethnic conflict remains tragically common. In this chapter, I examine the patterns of persistence and change in conflict around the world through the lens of historical political economy. I compare two important approaches for measuring the impact of contemporary ethnic differences on conflict: ethno-linguistic fractionalization and polarization. I highlight two aspects which I believe are crucial for understanding these impacts but remain relatively understudied in this literature: the role of organizational capacity within groups and complementarities between groups. I illustrate these relationships through the history of Hindu-Muslim relations in South Asia, as well as drawing on broader contexts. Finally I highlight some common pitfalls that arise from neglecting history when studying conflict, and promising directions for future research

    Since the Russian invasion of Ukraine on February 24, 2022, the West has been intensively discussing its support strategy. Hawkish positions of strengthening Ukraine via armaments, financial resources, and sanctions against Russia compete with dovish views of avoiding further escalation of the military and geopolitical conflict. News from the war became a dominating factor for international politics and the world economy. In this paper, we analyse how international financial markets perceived this news, especially on Western positions. We create a comprehensive data set of news related to the war and measure reactions of five key financial markets. The results show that stronger support for Ukraine had a negative impact in the first weeks of the war. Thus, financial markets seem to have perceived it as a risk of further escalation threatening global economic activity. However, we find the perceptions strongly changed when the Ukrainian position in the war improved. Since that time, a hawkish line was a positive signal for financial markets. The results also confirm that the war and escalation in general had harmful effects on international financial markets. Seit dem russischen Angriff auf die Ukraine am 24. Februar 2022 diskutiert der Westen intensiv über seine Unterstützungsstrategie. Positionen einer Stärkung der Ukraine durch die Bereitstellung von Rüstungsgütern, Finanzmitteln und Sanktionen gegen Russland konkurrieren mit zurückhaltenden Ansichten, die eine weitere Eskalation des militärischen und geopolitischen Konflikts vermeiden wollen. Die Meldungen aus dem Krieg wurden zu einem bestimmenden Moment, sowohl für die internationale Politik als auch für die Weltwirtschaft. In diesem Beitrag analysieren wir, wie die internationalen Finanzmärkte diese Nachrichten wahrgenommen haben, insbesondere hinsichtlich der westlichen Positionen. Wir erstellen einen umfassenden Datensatz mit kriegsbezogenen Nachrichten und messen die Reaktionen von fünf zentralen Finanzmärkten. Die Ergebnisse zeigen, dass eine stärkere Unterstützung der Ukraine in den ersten Wochen des Krieges einen negativen Einfluss hatte. Folglich schienen die Finanzmärkte darin die Gefahr einer weiteren Eskalation zu sehen, welche die globale Wirtschaftstätigkeit bedrohe. Allerdings zeigt sich, dass sich mit einer verbesserten ukrainischen Position im Krieg die Einschätzungen stark veränderten. Seither wird die Linie einer aktiven Stärkung der Ukraine als positives Signal für die Finanzmärkte gesehen. Die Ergebnisse bestätigen auch, dass der Krieg und die Eskalation im Allgemeinen schädliche Wirkungen auf die internationalen Finanzmärkte hatten.

    This paper analyzes whether the propensity to secede by subnational regions responds mostly to differences in income per capita or to distinct identities. We explore this question in a quantitative political economy model where people's willingness to finance a public good depends on their income and identity. Using high-resolution economic and linguistic data for the entire globe, we predict the propensity to secede of 3,003 subnational regions in 173 countries. We validate the model-based predictions with data on secessionist movements, state fragility, regional autonomy, and conflict, as well as with an application to the dissolution of the Soviet Union. Counterfactual analysis strongly suggests that identity trumps income in determining a region's propensity to secede. Removing identity differences reduces the average support for secession from 7.5% to 0.6% of the population.

    This paper shows that franchise extension is not enough for commitment to redistribution and that in the absence of de facto empowerment, the threat of revolution is intact. In particular, the paper studies the relationship between a democratic reform that extends the political rights of a threatening group and redistribution during periods of revolutionary threat. Far from causing an increase in broad redistribution (e.g. social spending), I show that democratic reform - the state organization of a social movement that extends political rights - can be used to identify rebel leaders and provide private goods to them, in return for preventing social unrest and demobilizing their supporters. I study the context of the organization by the state of the most important social movement in Colombian history - the National Peasant Movement (ANUC) - over almost three decades (1957-1985), in which the threat of a Communist Revolution was perennial and throughout which the government gave ANUC direct political participation at the local level in the executive branch and economic support. Using three newly digitized data sets of Colombian municipalities, I find that rather than leading to broad redistribution to the benefit of the peasantry, the reform instead led to an increase in targeted redistribution in terms of public jobs and lands. In particular, by matching the names of the peasant leaders to the beneficiaries of the land reform, evidence suggests that peasant leaders disproportionately benefited from land reform, especially in municipalities where the communist threat was higher. Finally, I find suggestive evidence that buying off the rebel leaders was an effective counter-revolutionary strategy as it led to fewer revolutionary activities after the support of ANUC was terminated (1972-1985).
