    Urbanity and migration are considered to be two basic components in definitions of modernity. They force us to reflect on how the boundaries between the local and the global are determined and surpassed. Often this results in politically charged discussions about transnationality and national identity, monolingualism and multilingualism, inclusion and exclusion. The contributions to this issue of CLW demonstrate that literature can play a significant role in this debate. The authors highlight the representation of city and migration in a wide variety of novels published in Dutch, English, German, Spanish and French with a particular interest in political commitment.

    This paper studies the potential drivers of governments’ approval rates in 18 Latin American countries using Internet search query data from Google Trends and traditional data sources. It employs monthly panel data between January 2006 and December 2015. The analysis tests several specifications including traditional explanatory variables of governments’ approval rates – i.e. inflation, unemployment rate, GDP growth, output gap – and subjective explanatory variables – e.g. perception of corruption and insecurity. For the latter, it uses Internet search query data to proxy citizens’ main social concerns, which are expected to drive governments’ approval rates. The results show that the perception of corruption and insecurity, and complaints about public services have a statistically significant association with governments’ approval rates. This paper also discusses the potential of Internet search query data as a tool for policy makers to understand better citizens’ perceptions, since it provides highly anonymous and high-frequency series in real-time.

    A fiscal deficit of 8.5% of GDP, limited access to credit locally and internationally, country risk premiums at default levels and money supply growing at 80% annually, have led some analysts to predict that Argentina might be heading into a "3-digit modern hyperinflation." Although this opinion is not widely held, the consensus inflation forecast for 2021 is 47%, a level significantly below any definition of hyperinflation but high by global standards (above the 98th percentile). Even more worrisome, over the last decade inflation has shown a persistent upward trend and since January 2019 has averaged 45%. Given all of the above, it is worthwhile investigating when Argentina experienced it and why. This paper attempts to answer the first part of this question. According to a widely accepted view there was only one hyperinflation between 1989 and 1990. This paper argues that Argentina experienced four hyperinflationary episodes that were part of a long-term cycle that started in 1945.

    In recent years, diverging demand and growth regimes have received greater scholarly attention. In particular, the intersection between different variants of Comparative Political Economy and the post-Keynesian macroeconomic analysis provides a promising avenue for understanding the main dynamics of various growth regimes. Yet, the majority of these studies has focused on the global North. In this contribution, we expand this analysis to the global South by examining eight large emerging capitalist economies (ECEs) - Argentina, Brazil, China, India, Mexico, Russia, South Africa, and Turkey - during the periods 2000-2008 and 2009-2019. In so doing, we not only uncover the main demand and growth regimes of ECEs for the two periods, but also link these results to the main trends in the demand and growth regimes of developed capitalist economies (DCEs) for both periods. One of the main findings of our research is that ECEs did not follow the same path as DCEs after the Great Recession. While there was a clear shift in the demand and growth regimes of DCEs towards an export orientation, the main pattern in the ECEs remained the continuation of a trend that had already emerged before the 2007-09 crisis, i.e. domestic demand-led models. Finally, we provide some observations on the puzzle of resilient domestic demand-led models in ECEs.

    Career guidance for adults is a fundamental lever to help adults successfully navigate constantly evolving labour markets. As labour markets in Latin America are hit hard by the COVID-19 pandemic and mega trends such as globalisation and digitalisation continue to impact labour demand, support is urgently needed. Millions of adults have lost their jobs and need to identify new career options. However, career guidance for adults is still rare in Latin America. More common are vocational guidance programmes for young people, or labour intermediation services for adults. This report analyses career guidance initiatives for adults in four Latin American countries (Argentina, Brazil, Chile and Mexico). It emphasises the need to establish career guidance higher up on the policy agenda of the region. Lessons are drawn on how to strengthen the coverage and inclusiveness of career guidance, provision and service delivery, quality and impact, as well as governance and funding. The findings build on information collected through the 2020 Survey of Career Guidance for Adults (SCGA), an online survey of adults’ experience with career guidance.

    The work of teachers matters in many different ways. Not only do they provide students with the knowledge and skills needed to thrive in the labour market, but they also help develop the social-emotional skills that are vital for students’ personal development and for their active citizenship. But how do teachers best achieve this? By linking 2018 data from the Teaching and Learning International Survey (TALIS) with evidence from the Programme for International Student Assessment (PISA) – known as the TALIS-PISA link – this report aims to identify the teacher and school factors that matter most for student achievement and social-emotional development. The report uses a data-driven approach – based on machine learning and standard regression analyses – to identify the dimensions that are most strongly linked with student outcomes, and then combines this with a careful review of theory and previous research to analyse and interpret the findings. These findings provide a rich illustration of the many ways in which teachers and school leaders might influence the success of their students, acting as a tool for educators to reflect upon their own practice. Finally, the report offers several directions for education policy.

    Due to the prevailing economic crisis, Argentina has been facing a growing number of informal workers, many of them urban recyclers. Following the Covid-19 pandemic and the associated decline in formal employment, this number can be expected to rise even further. Increased recycling activity is, in principle, a positive development. However, the working conditions of urban recyclers often do not correspond to the ILO definition of “decent work”. It is therefore important to ask how the recycling system in Argentina can be shaped to be socially sustainable, as well as environmentally and economically sustainable. Based on qualitative stakeholder interviews, our research aimed to collect and synthesise the ideas and expectations of a diverse set of actors in the recycling sector of Buenos Aires City and selected municipalities of Buenos Aires Province. This enabled us to identify four key areas of dispute and potential action. First, work in urban recycling is a form of social safety net in Argentina, as in many countries with persistent poverty. This can lead to a trade-off between maintaining the social function of the sector and subjecting it to the kinds of efficiency requirements placed on other sectors. Given the inherent power asymmetries between large companies and individual urban recyclers, the latter may be crowded out once the sector becomes profitable.

    The aim of this paper is to identify the scope and patterns of the structural transformation as evidenced by changes in occupations and their task content, and their impact on employment, earnings and income distribution in Argentina during the new millennium. Results show that the changes in jobs did not follow the same pattern as those in earnings. In particular, earnings grew but employment shares fell in low-paying occupations. The macroeconomic conditions, production structure, and labour market institutions seem to shape the impact of technology on job demand and on earnings distribution. Overall, the findings point at the need for a broader perspective with a view to achieving a better understanding of the extent to which these factors may have affected the adoption of technology and the composition of employment in a country characterized by high economic instability and dramatic changes in their productive structure.

    The climate crisis is inevitably looming over the horizon. Some countries are much more vulnerable than others to its harshest consequences due to their existing issues of poverty and underdevelopment. At the same time, developmental policies pursue economic growth at the cost of environmental degradation and overexploitation. This contribution focuses on the actor that is called to find a balance between the necessity to address climate change and to reach economic prosperity, namely the state, in the specific configuration of the New Developmental State. The paper explores its role and capacity to set in motion a fundamental socio-ecological transformation with the goal of harmonising the conflicting spheres of sustainable development. From a theoretical point of view, the examination is conclusive in demonstrating that the new developmental state possesses the characteristic to be a driver of socio-ecological change. In practice, the trade-off between developmental and socioecological priorities is yet to be resolved.

    This paper studies the effectiveness of tax amnesties and their impacts on capital taxation and public spending. We leverage rich policy variation from Argentina, where left- and right-wing governments implemented multiple programmes and achieved varying success. After numerous failed enforcement efforts, its 2016 scheme reportedly revealed assets worth 21 per cent of GDP-the world's most successful tax amnesty. We use detailed data from fiscal tabulations spanning two decades and obtain three key results. First, despite substantial offshore tax evasion, declared foreign assets quadrupled after the 2016 amnesty. Second, disclosures were extensive among the wealthiest 0.1 per cent of individuals, who more than doubled their declared assets. Third, improving tax compliance has sizeable fiscal externalities on capital taxes and social transfers: the wealth and capital income tax bases more than doubled, and the amnesty's earmarked revenue boosted pension benefits by 15 per cent. We conclude by discussing the lessons from Argentina's experience with amnesty programmes.

    Milton Friedman's longstanding advocacy in favor of floating exchange rates has contributed to a mistaken belief that he opposed currency board regimes or outright dollarization. Nothing could be further from the truth. Over a period of almost five decades Friedman consistently made it clear that he favored floating exchange rates for advanced nations but not for developing nations. In fact, he was one of the earliest advocates of dollarization for countries suffering from high and chronic inflation such as Argentina. Interestingly, it is rarely known that one of the earliest debates on the advantages and disadvantages of dollarization and currency boards took place in 1973 in Washington, D.C., during a Congressional Hearing which pitted Friedman against Argentine economist Ricardo Arriazu. The purpose of this brief note is to trace the evolution of Friedman's thinking on the subject from the mid 1950s until his death and the events that influenced it.

    One of the main reasons to dollarize an emerging market economy is to eliminate high, persistent, and volatile inflation. To be effective, dollarization must generate sufficient credibility, which in turn depends critically on whether its expected probability of reversal is low. Argentina once again faces high, persistent, and volatile inflation. With a looming presidential election several options, including dollarization, are being discussed to stabilize prices and put the economy on a path of sustained growth. However, because of acute institutional anomie, which makes non-contingent rules under domestic jurisdiction easily reversible, even the best-intentioned policymakers cannot generate sufficient credibility. The country remains trapped in stop-go cycle of reforms that accelerates its economic decline. The root of the problem can be traced back to populism, which heightened time-inconsistency and then destroyed the formal and informal mechanisms that could have helped moderate it. With acute institutional anomie, an effective commitment device requires surrendering discretion in monetary affairs to a foreign jurisdiction. The paper explores whether dollarization can fulfill such role given Argentina's history of reform reversal and current circumstances. The evidence suggests that, in the long-run, the strongest insurance against reversal is the support of the electorate, but in the short-run, institutional design plays a critical role.

    The purpose of this study is to analyze the compulsory licensing (CL) regimes in selected countries, in particular the economic elements of the granting of Compulsory Licenses (CLs), the determination and negotiation of royalties to the right holder. For this purpose, a descriptive and exploratory analysis of the experiences of granting CLs in selected countries was carried out, focusing on the experiences of developing countries considering their proximity to the Argentine case. In particular, examples of experiences of issuance of CLs or governmental use measures in developing countries are discussed. With a special focus on Latin America, where only two countries have made use of such measures for public health reasons (Ecuador and Brazil). In addition, the effectiveness of the use of CLs or governmental use measures in the reduction of prices is examined, where significant savings are evidenced. In conclusion, the paper proposes the elaboration of a methodology in relation to royalties for Argentina through a payment range that takes into consideration criteria of accessibility and affordability of the licensed technology, as well as the sustainability of the financing agents' budgets.
