    Do people move as a result of temperature shocks? Documenting weather as a push factor for migration is crucial for informing policy related to climate change and adaptation. This paper studies the impacts of high-temperature days on out-migration from counties in the US. We find that outmigration responds to long-term variation in temperatures, but not to the short-term temperature variations that are commonly leveraged in the literature. We provide evidence consistent with the idea that the effect of long-term variation in temperature is driven by changes in expectations regarding future conditions, and specifically climate change

    We analyze the impact of climate events on migration among a cohort of young adults residing in rural Madagascar. We find a strong negative impact of drought on the decision of youth to migrate in the year after the adverse weather shock. Household assets and access to savings institutions attenuate this impact, consistent with the notion that wealth and savings cushion the blow of the shock on the resources required to finance migration. We also find that households that report more social connections outside their villages are more likely to have their young adult members migrate. Our findings suggest that the liquidity constraints from climate shocks that prevent youth migration are more binding for young women who migrate largely for reasons of marriage and education. Males, in contrast, are more likely to migrate in search of employment, which often has higher economic returns than migration motivated by marriage and education. These factors likely explain why drought deters migration of young women, but not so for young men who still choose to migrate in search of a job.

    Extreme weather events have significant adverse costs for individuals, firms, communities, regional, and national economies. Extreme Event Attribution (EEA), a methodology that examines the degree to which anthropogenic greenhouse gas emissions had changed the occurrence of specific extreme weather events, allows us to quantify the climate-change-induced component of these costs. We use EEA to aggregate the global economic damage from extreme weather events that is attributable to anthropogenic climate change. For that, we collect data from all available attribution studies which estimate the Fraction of Attributable Risk (FAR) for extreme events, and combine these FAR estimates with data on the socio-economic costs of these events. With extrapolation for missing data, we then arrive at our benchmark estimates. We find that US$ 143 billion per year, of the costs of extreme events during the last twenty years, is attributable to anthropogenic climatic change. This EEA-based method for calculating the costs of climate change from extreme weather differs fundamentally from other approaches to climate cost estimation. Those other approaches use macroeconomic modelling embedded within climate models in various types of Integrated Assessment Models (IAM). As we show, our research is not directly comparable, but it does provide a new form of evidence that suggests that most IAMs are substantially under-estimating the current economic costs of climate change. Given some of the data deficiencies we identify in terms of temporal and spatial coverage, the purpose here is not to produce a definitive quantification, but rather to sketch a path towards a more comprehensive and reliable estimation. As better EEA studies and more thorough and exhaustive economic costs estimates for extreme events become available over time, and the method is refined, the precision of this approach's estimates will increase in tandem.

    This paper reviews and extends the recent empirical literature on the impact of climate change on mortality and adaptation in the United States. The analysis produces several new facts. First, the reductions in the impact of extreme heat on mortality risk previously documented up to 2004 have continued up to 2019, consistent with continued investments in health-protecting adaptations to high temperatures. The second part of the paper examines the private and external costs of electricity generation and consumption related to high temperatures, a commonly-used proxy for measuring the consumption of adaptation services. Extreme temperatures increase electricity demand in the residential sector (relative to moderate temperatures), but not in the commercial, industrial, and transportation end-use sectors. The additional electricity demand in response to high temperatures results in significant external costs due to the release of local and global pollutants caused by the combustion of fossil fuels in order to produce electricity. These external costs, documented for the first time in this paper, are one order of magnitude larger than the private cost of adaptation associated with electricity consumption
