    Die Rufe nach positiver Veränderung, nach gesellschaftlicher Transformation und bisweilen gar nach Weltrettung sind laut. Doch das Potential eines weltentwerfenden Designs wird mitunter maßlos überschätzt. Vor allem fehlt es bei aller Aufbruchstimmung an einem Korrektiv, einem Bezugspunkt, der auch die Kosten in Rechnung stellt. Unsere Antwort auf die Frage, wie sich das Wahre, Schöne und Gute zum Durchbruch bringen lässt, ist eine Frage: Wie können wir den Schaden maximieren? Sie ist nichts anderes als das notwendige Korrektiv der Frage »Wie können wir den Nutzen vergrößern?« Erst Grenzen ermöglichen Freiheit. Die Beiträge des Bandes zeigen: Wenn auf beide Fragen die gleichen Antworten kommen, kann die Lust am Gestalten losgehen.

Der Senat wollte Verantwortung in eigener Sache übernehmen, da er bis dahin selbst nur wenig Personal aus Einwanderer-Communities beschäftigte. Die zentralen Fragen waren: Was sollte und konnte man an den Einstellungsverfahren und in der Ausbildung ändern? Und wie kann man als Arbeitgeber für Migrant*innen attraktiv werden? Andreas Germershausen und Wilfried Kruse zeichnen mehr als ein Jahrzehnt Berliner Teilhabepolitik nach und zeigen auf, was interkulturelle Öffnung und Diversity-Orientierung in der Berufsausbildung konkret bedeuten.

    A critical reflection on current developments in (public interest) design! Das Designfeld ist im Umbruch. Sowohl die Theorie als auch die Praxis suchen ›neue‹ Betätigungsfelder und streben nach einem anderen Selbstverständnis. Man will politisches Design machen, will als Akteur gesellschaftlicher Veränderungen wahrgenommen werden, zuweilen wohl gar die neue Leitdisziplin des urbanen Wandels werden. Unter einem erweiterten Designbegriff stellt sich daher die Frage: Was heißt es, im Sinne eines öffentlichen Interesses zu gestalten? Und vielleicht noch mehr: Was heißt es, das öffentliche Interesse selbst zu gestalten? Die Beiträge des Bandes gehen dieser Frage nach und zeigen: Ein solcher Anspruch ist eine Anmaßung – ob es eine wohltuende Anmaßung ist, hängt in erster Linie von der kritischen Hinterfragung der Grundidee ab.     The income gradient in political participation is a widely accepted stylized fact. This article asks how income effects on political involvement unfold over time. Using nine panel datasets from six countries, it analyzes whether income changes have short-term effects on political involvement, whether effects vary across the life-cycle, and whether parental income has an independent influence. Irrespective of indicator, specification, and method (hybrid models, inclusion of lags and leads, error-correction models), we find neither significant short-term effects of income changes nor life-cycle variation in these effects. However, parental income does seem to affect political socialization. Descriptive evidence and latent-growth-curve modeling based on household panels show that participatory inequality by parental income is already large before voting age. Poorer voters do not catch up with their richer peers in their twenties. This implies an urgent need for research on (political) inequality in youth and childhood.

    Information-based models of capital income inequality that link return heterogeneity to investor sophistication levels need to assume an increase in data costs to generate an increase in inequality. Empirically, this assumption contradicts the fact that investment markets have become more informative over time, and theoretically, it also overlooks the possibility that poorer investors can avoid paying a large fixed cost for data, simply by buying shares in a fund. In this paper, I study the impact of financial innovation on capital income inequality in a theoretical framework where investors, heterogeneous in their sophistication, have a costly choice between not investing, investing through a fund of average quality, and searching for an informed fund. The model predicts that while financial innovation can make the investment sector more efficient and boost financial inclusion, some financial innovation also brings risks. For example, when the cost of financial data processing falls, more wealthier investors trade on information. This makes participation less valuable for the marginal stock market participant, who is a relatively poorer investor in some average (uninformed) fund and who exits the market altogether, foregoing the equity premium. This amplifies the inequality gap and also jointly explains why in the last decades, in spite of a dramatic reduction in data processing costs and fund fees, the US stock market has become more informative, yet the stock market participation rate has been on the decline

    In Praktiken und Konstellationen des Übersetzens wird Teilhabe über soziale Differenzen hinweg verhandelt. Übersetzen erschließt somit kontextübergreifende Gemeinsamkeiten und macht Praxis und Kommunikation zugänglich. Gleichzeitig reinszeniert es in seinem Vollzug aber auch Differenzen, die ausschließende Wirkung haben. Die Beiträger*innen analysieren dieses spannungsvolle Verhältnis von Übersetzung und Teilhabe vor je unterschiedlichen disziplinären Horizonten und anhand konkreter exemplarischer Konstellationen. Damit erschließen sie Potenziale empirischer Analyse und konzeptioneller Reflexion für Differenzbearbeitungen, Transformationsprozesse und Teilhabeermöglichungen

    This paper studies the evolution of three higher education wage differentials from 1996 to 2019 in Germany, a period when significant changes in the educational composition of the workforce took place. Based on regression analysis and samples of male and female workers from the Socio-Economic Panel Study, the study finds that while all three educational wage differentials increased, workers graduating from universities experienced an inverted u-shape pattern, reaching a plateau between 2011 and 2015. We argue that the decline which began after 2015, and which is detectable as well in the occupational prestige scores, may have resulted from a relative educational upskilling of the workforce as well as changes in the subject-choice composition of graduates. We also document differences between East and West Germany that appear to level off over time. The paper concludes with open questions related to these findings and potential future developments.

    The income gradient in political participation is a widely accepted stylized fact. This article asks how income effects on political involvement unfold over time. Using nine panel datasets from six countries, it analyzes whether income changes have short-term effects on political involvement, whether effects vary across the life-cycle, and whether parental income has an independent influence. Irrespective of indicator, specification, and method (hybrid models, inclusion of lags and leads, error-correction models), we find neither significant short-term effects of income changes nor life-cycle variation in these effects. However, parental income does seem to affect political socialization. Descriptive evidence and latent-growth-curve modeling based on household panels show that participatory inequality by parental income is already large before voting age. Poorer voters do not catch up with their richer peers in their twenties. This implies an urgent need for research on (political) inequality in youth and childhood.

    In recent decades, scholars have come to see 1 Corinthians as a rhetorically unified response to the problem of divisions among Corinthian believers. This essay explores the ways in which Paul presents the cross as the organizing principle that can bind together three different forms of community division: the cult of the personality (1:10–4:21); the freedom to eat idol meat (8:1–11:1); and economic disparities when gathered for a meal (11:17–34). In each case, Paul appeals implicitly or explicitly to the cross as a remedy for the all-too-familiar strains on the fractured community. In the end, Paul’s countercultural message about the cross offers a word of exhortation for the American church today, as it navigates a society that shares much in common with first-century Corinth.

    There are multiple approaches to forest conservation, including public and private protected area initiatives and varying degrees of involvement of local communities. At present, protected areas are seldom managed by local communities under integrated sustainable approaches. This research provides insights into the modes of participation of Mapuche and peasant communities in the planning and management of forest protected areas in two municipalities of Los Ríos Region in southern Chile. Indeed, being directly related to the land, the forest, and the sea, the way of life of Mapuche and peasant communities in southern Chile constitutes an excellent case to elaborate on the constitution of borders, limits and frontiers generated by forest protected areas, and at the same time to glimpse possible strategies for their participatory planning and management. The paper is based on two in-depth empirical field works carried out between 2013 and 2019 using participatory observation, field notes and interviews. In the municipality of Panguipulli, in the Andean cordillera, we focus on participation of Mapuche and peasant communities in the Villarrica National Park, the MochoChoshuenco National Reserve and the Huilo-Huilo Private Reserve. In the municipality of La Unión, in the coastal cordillera, we address the participation of Mapuche and peasant communities in the Alerce Costero National Park and the private Coastal Valdivian Reserve. The findings show that community participation mechanisms are generally consultative in the public protected areas of both municipalities, which effectively allows for a top-down implementation of territorial decision-making. Decisions are concentrated with the state authorities that manage the protected areas and with the owners of the private reserves. The formal consultative participation mechanisms in the public protected areas do not include a comprehensive participation of the Mapuche and peasant communities living adjacent to the areas. In the case of private protected areas, there are participation mechanisms for Mapuche and peasant communities, however, mainly limited to capacity building and employment. The lack of participation in decision-making is associated with open questions of land ownership and so-called 'green grabbing' in rural and indigenous ancestral territories in Chile, where both private actors and state authorities appropriate parts of nature by structuring spatial and sociocultural borders. Finally, it is concluded that it is necessary that state authorities provide more effective and transparent participation mechanisms in both private and public protected areas that guarantee meaningful and decision-making participation schemes.
