    The first fundamental analysis of a cinematic testimony of the cultural decolonization processes between Mozambique and Portugal. Wie wird koloniale Gewalt historisch thematisiert? Wie gehen dokumentarische Filme und geschichtspolitische Diskurse mit ihr um? Robert Stock nähert sich diesen Fragen mit kritischem Blick auf den Kolonialkrieg Portugals in Afrika und den nationalen Befreiungskampf Mosambiks. Dabei fokussiert er seine Untersuchung auf die Gestaltung, Funktion und Reflexion historischer Zeugenschaft. Am Material von bislang wenig beachteten Filmproduktionen über die Dekolonisierungsprozesse zwischen Mosambik und Portugal seit den 1970er Jahren analysiert er die sich verändernden Deutungsweisen der kolonialen Vergangenheit.

    After decades of war, ending in 1992, Mozambique embarked on a path of sustained economic growth and substantial poverty reduction. However, these positive dynamics started to revert from 2015, with per capita growth rates getting close to zero and household real consumption reducing in all areas of the country. Meanwhile, inequality stagnated in the period 1996/97-2008/09, before markedly increasing afterwards. In this study, we analyse some of the most relevant indicators of inequality for Mozambique and their trends over the last 25 years. Using real per capita consumption as the main welfare aggregate, we look at various indicators of inequality, including the consumption distribution, percentiles and percentile ratios, growth incidence curves, Lorenz curves, and Gini indices at the national and subnational levels. In addition, we discuss spatial inequality between urban and rural areas and between regions. Overall, we find that until 2014/15 consumption increased for the whole population, but it did so much more for richer households, leaving the worse-off behind; conversely, in the last few years consumption has reduced across the distribution, but the relative consumption gap between better- and the worse-off people has continued to increase.

    At the end of the Cold War the west imposed economic "shock therapy" on the countries of the former Soviet Union to rapidly turn the communists into capitalists, creating oligarchs. One of the few Africa countries where shock therapy was imposed was Mozambique. Shock therapy was intended to push the communist elite who had power over land, resources and contracts to take control of those assets and then make deals with the west to exploit them. They became, in effect, rentier and comprador capitalists. Mozambique was poor and only small oligarchs were created, but they made their links with western capital and donors. The outcome, the World Bank admits, is that Mozambique showed remarkable growth, which largely benefitted the oligarchs and foreign companies and agencies, while poverty and inequality grew to record levels. This paper shows the intense and brutal way the IMF and World Bank imposed shock therapy on Mozambique.

    Mozambique's 3 rd civil war is now in its 5th year in Cabo Delgado province, in the northeast of the country. More than 4300 people have died and nearly one million people have been displaced, more than one third the population of the province. One of the largest investment projects in Africa has been halted by the war. President Filipe Nyusi blames unnamed foreign "evil forces". The United States blames Islamic State. But many researchers say the war is a local response to a resource curse - poverty and inequality have grown and local people are not benefitting from a promised natural resource "El Dorado". Only foreign companies and some members of the Mozambican elite appear to have gained. This, in turn, derived from "shock therapy" which was imposed on Mozambique at the end of the Cold War, with the goal of rapidly turning the "communist" elite into a capitalist elite. This created the local oligarchs who control access to the mineral and gas resources of Cabo Delgado, and do not share the wealth. Local people have now rebelled.

    Can digital labour market platforms reduce search frictions in formal or informal labour markets? We study this question using a randomized experiment embedded in a tracer study of the work transitions of graduates from technical and vocational colleges in Mozambique. We implement an encouragement design, inviting graduates by SMS to join established digital platforms: Biscate, a site to find freelancers for informal manual tasks; and Emprego, a conventional formal jobs website. In contrast to positive estimates of the contribution of both platforms to job outcomes from naïve (per-treatment) estimates, both intent-to-treat and complier average treatment effects are consistently zero in the full sample, while the impact on life satisfaction is negative. However, use of the informal jobs platform leads to better work outcomes for women, especially those with manual qualifications, for whom earnings rise by over 50%.

    This study investigates the short-term impacts of an aggregate socioeconomic shock on household food consumption and children's nutrition using the case of the COVID-19 pandemic in Mozambique. In response to the economic downturn, households are expected to adjust their food choices both in terms of quality, towards cheaper and unhealthier food, and quantity, reducing diet diversification and increasing the exposure to malnutrition, mainly for children. Empirical evidence on such immediate effects is still scarce, mainly due to a lack of data. This paper aims to fill the evidence gap by relying on household survey data from 2019-20, which includes a detailed consumption module and anthropometric measures for children under five. We use a repeated cross-sectional econometric analysis to look at the variation in household food consumption and child nutrition before and after the pandemic. The results show that there has been a significant reduction in household food consumption and per capita caloric intake and an increase in stunting, especially among newborn children.

    Digital labour platforms have grown five-fold over the last decade, enabling significant expansion in gig work worldwide. We interrogate the criticism that these platforms tend to amplify aggregate economic shocks for registered users (workers). Based on the universe of records from a matching platform for informal sector manual freelancers in Mozambique, we analyse how task supply and demand altered with the onset of COVID-19. Treating the pandemic as a structural break, which extends to an event study analysis, we find it was associated with a net increase in tasks demanded per worker, but no clear change in supply growth (new registrations). These trends are evident across multiple market segments, including female-dominated professions, suggesting digital labour markets can help workers adjust to economic shocks in low-income contexts.

    Internal migration plays an important role in the economic development of individuals, their families, and their country. This study describes Mozambique's most common migration patterns from 1992 until 2017 using data from three population censuses. We focus on the most important moves between regions, provinces, and rural and urban areas. Further, we document the characteristics of migrants to assess selection patterns. In the final step, we estimate the relationship between migration and multidimensional poverty by applying inverse probability weighted regression adjustment (IPWRA). We find that migration in Mozambique was very high, especially between rural areas, after the war ended as people returned from displacement. Still, it is very low in the most recent period. Recently, migration has been the main contributor to the urbanization of the greater Maputo area (capital city). Migrants appear to be positively selected on education, and are, on average, less likely to be poor.

    Our research aims to analyze Brazil's role in the international investment regime and to assess the effects of the Agreement on Cooperation and Investments Facilitation (ACIF) on Brazilian investments in Angola and Mozambique. In this second Discussion Paper, we discuss the relations between Brazil and Angola, and Brazil and Mozambique, through an interrelated approach of what we call the tripod investment, financing and cooperation. We begin with an overview of Brazil-Africa relations since the 2000s, seeking to show that, after the boost given during the Lula da Silva government, there was a continuous drying up of resources for financing and cooperation with African countries, and a narrowing of objectives to a greater emphasis on trade and investment, and a greater focus on defense cooperation. Following the tripod, we went into more detail on Brazil's relations with Angola and Mozambique in terms of trade and investment, credit and financing, as well as technical cooperation and development aid. Our analysis was intended to update previous research and give the most recent picture of the political, economic and social conjuncture in which Brazilian investments take place. Finally, we provide a review of the interviews conducted with key players in Angola and Mozambique. The interviews sought to extract their analyses and perspectives on the economic development processes in each of their countries, the role of foreign direct investment, and the effects of investment facilitation and protection agreements, situating the ACIF and relations with Brazil in this scenario. Although the ACIF is seen as a less restrictive model than the traditional bilateral investment treaties, we find evidence that it is not sufficient to promote investments between the countries involved. For this, it would be necessary to ensure a stable economic and political environment for investors both in Brazil and in Angola and Mozambique, and to resume economic diplomacy for a better exchange of experiences and mutual knowledge.

    Informal self-employed traders in developing countries are vulnerable to shocks as they often lack access to social insurance or formal finance. This study investigates the impact of the COVID-19 pandemic on these urban traders in the capital of Mozambique, Maputo. Drawing on longitudinal phone survey data over six months, we find they experienced significant negative shocks to earnings, leading to a reduction in savings as well as worsening food security and assets. Individuals simultaneously affected by a municipal policy to remove informal traders from a central market were hit particularly hard as they lost their clients and market stalls. We simulate that a cash transfer equivalent to the government's proposed COVID-19 response would have significantly buffered these shocks. The findings point to the need for a more shock-responsive social protection system, easy access to liquidity and provision of market infrastructure for informal traders.

    In this study, we explore the correlates of the employment gender gap among urban youth in Mozambique. Young people are confronted with simultaneous decisions about education, work and family life influenced by social norms around gender roles. Using data from a panel of individuals in 2017 and 2020, aged between 15-25 years in 2017, that covers information on education, employment, fertility, social life, gender norms and more, we observe an increase of 10 percentage points in the raw employment gender gap over time to the disadvantage of young women. Exploiting the longitudinal nature of our data, we apply two methods to assess the main correlates of this gap, an Oaxaca-Blinder decomposition on first-differenced data and a data-driven individual-level fixed-effects LASSO approach. Both analyses reveal that young women face a significant trade-off between work and time spent with reproductive activities and that the labour market seems to reward better education only for men.

    We examine the link between individual characteristics and sorting into different occupations using data from university students in Mozambique. We provide a comprehensive approach combining the main determinants of occupational sorting identified in the literature in a single framework to test both the importance and mutual independence of different groups of factors: fixed personal characteristics, job characteristics, economic preferences, and personality traits. We widen the typical scope of analysis by including the non-profit sector and selfemployment as alternative options to the public and private sectors, given their importance in the context of low-income countries. In line with previous work, we find that age and gender are important determinants of occupational choice. Our results give more weight to the importance of job characteristics as determinants of individuals' preferences compared to the effects of economic preferences and personality traits. We find a particularly surprising profile for those preferring the public sector, namely that they have a high propensity to cheat and a high score for neuroticism. Moreover, we do not find a significant effect of risk preferences or pro-sociality on the preference for this sector.

    Despite the severe negative economic shock associated with the COVID-19 pandemic, evidence from many contexts points to a surge in sales on online platforms, as well as shifts in the composition of demand. This paper investigates how the pandemic has affected both the supply of and demand for informal manual freelancers in Mozambique. Using data from the digital labour marketplace Biscate, we quantify dynamics along four main dimensions: responses to infection rates, official restrictions on activity, changes in workplace mobility, and employment conditions. Overall, we find both positive and negative effects of the pandemic on growth in the supply of workers, which add up to a zero net effect on average. However, on the demand side, the contact rate and task agreement rate increased by around 50 per cent versus the 'no shock' counterfactual. These findings underline how the informal sector plays a valuable shock-absorbing role and that digital labour marketplaces can facilitate adjustments to economic shocks.

    This study assesses the impact of the COVID-19 pandemic and the state of emergency implemented by the Government of Mozambique on household consumption poverty. To predict changes in income and the associated effects on poverty and inequality, we rely on macroeconomic impacts estimated by Betho et al. (2021) using a social accounting multiplier model. We assume two main impact channels are at work leading to higher consumption poverty: direct income/wage and employment losses. To estimate the direct income/wage losses, we use the information from Betho et al. (2021) on the impact on wages, on gross domestic product by industry, and on household income; to estimate the employment losses, we use the information on the impact on employment from Betho et al. (2021). The two impact channels are then combined to assess the final impact on consumption and poverty. Our simulations suggest that consumption decreased by between 7.1 and 14.4 per cent, and that poverty increased by between 4.3 and 9.9 percentage points in 2020, depending on the specification. This corresponds to about 2 million people entering poverty in less than a year and to a reversal of the positive poverty reduction trend observed during the period 2008/09-2014/15. While the COVID-19 shock affected urban areas the most, our results indicate that rural areas experienced a higher increase in poverty rates due to the already low levels of consumption. Poverty most certainly increased in the pre-COVID 2015- 20 period due to other shocks, so Mozambique finds itself in an intense and deepening struggle against poverty.

    This study aims to assess the economic costs of COVID-19 and the state of emergency implemented by the Government of Mozambique, relying on a social accounting matrix. It produces numerical results that represent the direct effect on (or 'shocks' to) the economy associated with the pandemic. We distinguish four channels-supply, demand, investment, and export-by which the state of emergency and other efforts influence economic activity. Our simulation suggests that the Mozambican economy lost a total of 3.6 per cent growth in 2020 and that total employment was 1.9 per cent down compared to a scenario without COVID-19. The main part of this loss is foreign-instigated, resulting from a demand reduction for Mozambican products by the rest of the world. The most heavily affected economic sectors are trade and accommodation and mining. Furthermore, our simulation implies that the production factors of capital and urban labour are more affected than rural labour. Moreover, the multisector multiplier analysis brings out the high dependence of Mozambique on a small number of export items (including tourism). Accordingly, Mozambique should promote economic diversification and explore the potential of reducing Mozambique's vulnerability to foreign shocks.

    At independence in 1975, the Frelimo government took over public administration from the colonial system and started to transform it. The public financial management (PFM) system was adapted to the central planning and management of the economy in line with nationalist and Marxist-Leninist thinking. Collapse followed in the mid-1980s, amidst the Cold War and the liberalization of the economy. The PFM system was gradually and systematically reformed towards more transparent and efficient mechanisms, and successful reforms did coincide with high rates of economic growth for more than 20 years, after 1993. The reform process was supported by sizeable foreign aid to the extent that Mozambique became highly aid dependent. As the nationalist agenda became more forceful from around 2005-10, when the existence of large natural gas reserves in the Rovuma Basin was confirmed, the extraction of natural resources became the main government focus as a source of public revenue, and severe cracks in the PFM system started to emerge. The 'hidden debt' scandal in 2013-14, the renewed conflict between Frelimo and Renamo from 2013, and the insurgency war in Cabo Delgado from 2017 put the PFM system under pressure and performance suffered accordingly with significant economic and social costs. The paper brings out how difficult it is to make institutional reforms work, within a structure of political and economic power that may not benefit from them, even in the context of a high degree of aid dependence.
