    We examine if extreme weather exposure impacts firms’ cost of equity. Motivated by a consumption-based asset pricing model with heterogeneous agents, we reveal the existence of an extreme weather risk premium in the cross-section of stock returns. In the period from 1995 to 2019, domestic U.S. stocks with the most negative sensitivity to thunderstorm losses earned excess returns of 6.5% p.a. over those with the most positive sensitivity. This premium can neither be explained by risk factors from standard asset pricing models nor by firm characteristics. Our results reveal a novel link between climate risk and firm value.

    This book aims at a systematic analysis of linguistic phenomena in the poetry of Emily Dickinson by combining the methods of linguistics and literary studies. The authors concentrate on the poetry of Emily Dickinson, since it displays a highly uncommon use of language. They argue that this is part of her poetical strategy and gives evidence of a large degree of linguistic competence and awareness.

    Out of a total of 2,976 double tax agreements (DTAs), some 60% are signed between a developing and a developed economy. As DTAs shift taxing rights from capital importing to capital exporting countries, the prior would incur a loss. We demonstrate in a theoretical model that in a deal one country does not trump the other, but that the deal must be mutually beneficial. In the case of an asymmetric DTA, this requires compensation from the capital exporting country to the capital importing country. We provide empirical evidence that such compensation is indeed paid, for instance in the form of bilateral official development assistance, which increases on average by six million US$ in the year of the signature of a DTA.

    To what degree developing countries gain from signing double tax treaties is being hotly debated. In this paper, we analyze the Austrian tax treaty policy. Combining legal and economic perspectives, we find that developing countries are likely to expect both positive and negative impacts from signing a double tax treaty (DTT) with Austria. On the one hand, the results of our econometric analysis suggest that middle-income countries that sign a DTT with Austria may expect an increased number of foreign direct investment projects from Austrian companies. On the other hand, the signatory states may suffer from limited withholding taxation rights established in the DTTs for the source country, which could lead to reduced tax revenues in the developing countries

    Since the mid-1990s, countries offering tax systems that facilitate international tax avoidance and evasion have been facing growing political pressure to comply with the internationally agreed standards of exchange of tax information. Using data of German investments in tax havens, we find evidence that the conclusion of a bilateral tax information exchange agreement (TIEA) is associated with fewer operations in tax havens and the number of German affiliates has on average decreased by 46% compared to a control group. This suggests that firms invest in tax havens not only for their low tax rates but also for the secrecy they offer.

    The exchange of tax information has received ample attention recently, due to a number of recent headlines on aggressive tax planning and tax evasion. Whilst both participating tax authorities will gain when foreign investments (FDI) are bilateral, we demonstrate that FDI receiving nations will lose in asymmetric situations. We solve a bargaining model that proves that tax information exchange will only happen voluntarily with compensation for this loss. We then present empirical evidence in a global panel and find that a tax information exchange agreement (TIEA) or a double tax treaty with information exchange (DTT) is more likely when the capital importer is compensated through official development assistence (ODA). We finally demonstrate how the foreign account tax compliance act (FATCA) and similar international initiatives bias the bargaining outcome in favour of capital exporting countries

    Encouraging private investment in the EU is currently a primary goal of the European Commission. However, the effectiveness of public policies to stimulate private investment - such as a European Fund for Strategic Investments, which was recently proposed by the president of the European Commission, Jean-Claude Juncker - may be undermined by poor conditions for private investment in individual member states. In particular, the tax systems may negatively impact private investment. A key metric used to evaluate the impact of taxation on investment is the cost of capital. The cost of capital is defined as the minimum pre-tax real rate of return on an investment, given a posttax real rate of return of an alternative capital market investment. In this policy brief, we address the following questions. First, how does the fiscal investment climate in Germany, in terms of the cost of capital, currently compare to that of other member states of the European Union? Second, how has the cost of capital changed over the past 15 years? And third, what would be the effect of currently debated tax policy measures (e.g. the re-introduction of reduced-balance depreciation) on the cost of capital in Germany? Ein vorrangiges Ziel der Europäischen Kommission besteht zurzeit darin, Anreize für private Investitionen in der EU zu schaffen. Die Wirksamkeit politischer Maßnahmen zur Stimulation privater Investitionen, wie zum Beispiel der kürzlich von Kommissionspräsident Jean-Claude Junker vorgeschlagene Europäische Fonds für strategische Investitionen, könnte jedoch durch ein ungünstiges Umfeld für Privatinvestitionen in einzelnen Mitgliedstaaten unterminiert werden. Vor allem die jeweiligen Steuersysteme könnten sich negativ auf private Investitionen auswirken. Kapitalkosten stellen eine wichtige Messgröße für die Bewertung des Einflusses der Besteuerung auf Investitionen dar. Kapitalkosten werden dabei verstanden als die erforderliche Mindestrendite vor Steuern einer unternehmerischen Investition, um nach Steuern der Rendite einer Alternativanlage am Kapitalmarkt zu entsprechen. Der vorliegende policy brief befasst sich mit folgenden drei Fragen: Wie schneidet das aktuelle steuerliche Investitionsklima in Deutschland mit Blick auf Kapitalkosten im EU-weiten Vergleich ab? Wie haben sich Kapitalkosten im Laufe der letzten 15 Jahre verändert? Wie würden sich derzeit diskutierte politische Maßnahmen (z. B. die Wiedereinführung der degressiven Abschreibung) auf die Kapitalkosten in Deutschland auswirken?
